The Act states that measures must be asked for by members or committees of the House and the Senate and cannot be asked for by state agencies or officials. (Flesch Readability Score: 63.6). Requires public bodies and law enforcement agencies to enforce federal immigration laws with respect to any individual who is convicted of a violent felony or Class A misdemeanor or felony sexual offense.

This Act allows the OLCC to approve a new kind of redemption center and makes other changes to Oregon's Bottle Bill. (Flesch Readability Score: 60.6). Provides that beverage container dealers must accept returns of empty beverage containers during specified hours and may refuse to accept returns during all other hours. Provides that wineries may refuse to accept returns of empty beverage containers not sold by the winery. Modifies provisions related to siting of full-service redemption centers. Provides that a dealer that establishes a dealer redemption center within a city with a population of 500,000 or greater may refuse to accept returns of empty beverage containers. Declares an emergency, effective on passage.

Creates a program to provide for a cultural exchange for students. (Flesch Readability Score: 64.9). Directs the Department of Education to provide oversight of a program that coordinates an in-state and a national cultural exchange for students of this state. Prescribes the requirements of the program. Directs the department to transfer moneys from the Statewide Education Initiatives Account for the program. Declares an emergency, effective July 1, 2025.

Says that cities or counties with smaller populations do not need to pay the prevailing rate of wage for public projects. (Flesch Readability Score: 60.6). Amends the definition of "public agency" to include only certain public bodies and other entities with statewide operations or jurisdiction, incorporated cities with a population of 2,500 or more and counties with a population of 300,000 or more. Exempts public bodies that are not public agencies from requiring contractors to pay a prevailing rate of wage on construction projects.

This Act says that a buyer of real estate may sue the seller if the seller does not give the buyer well test results. (Flesch Readability Score: 76.7). Establishes a cause of action for a buyer in a real estate transaction if the seller fails to provide the results of required well tests. Modifies well testing requirements to require that a seller provide a copy of well test results to the Department of Environmental Quality. Modifies the form of the seller's property disclosure statement.

The Act lets motorcycles drive between lanes of traffic. (Flesch Readability Score: 66.1). Allows a motorcycle operator to travel between lanes of traffic under certain conditions. Increases the penalty for committing the offense of motorcycle or moped unlawful passing in a lane with a vehicle. Punishes a violation by a maximum $2,000 fine.

Allows a party to change a middle name for marriage or partnership. (Flesch Readability Score: 60.7). Allows a party who is entering into marriage or a registered domestic partnership to change the party's middle name back to the party's middle name at birth.

The Act gives moneys to the Liberty House for CAC services. (Flesch Readability Score: 80.3). Appropriates moneys to the Department of Justice out of the General Fund for distribution to the Liberty House to provide children's advocacy center services.

The Act states that two-thirds of House and Senate districts are to have +/- 5% parity in major party sign-ups for 2031 and later years, where sound. The Act is referred to voters to say yes or no at the Nov. 2026 election. (Flesch Readability Score: 62.6). Provides that, when reapportioning state House of Representatives and state Senate districts, elector registration from one major party shall be within five percentage points of the elector registration from the other major party, when practicable, so as to achieve five percent parity in at least 40 state House of Representatives districts and 20 state Senate districts. Provides that the major party parity factor shall be given greater weight than other listed factors to the extent permitted under the United States Constitution and federal law. Refers the Act to voters for their approval or rejection at the next regular general election.
