Removes a requirement that the Director of the State Department of Energy submit a biennial report to the Legislative Assembly on the small scale local energy loan program funds.

Provides for a single limit on the cost for a power company to comply with both an RPS and the clean energy targets. (Flesch Readability Score: 62.1). Provides for a single limit on the cost of compliance for an electric utility that is required to comply with a renewable portfolio standard and the statutory clean energy targets. Applies to compliance years beginning on or after the effective date of the Act.

The Act directs CIS to hire staff to aid tribes and state agencies to work together on natural resources management. The Act gives money to CIS for this purpose. The Act starts on July 1, 2025. Directs the Commission on Indian Services to employ a natural resources management tribal liaison officer to facilitate opportunities for integrated natural resources management between Indian tribes and state agencies with natural resources management duties. Appropriates moneys to fund the work of the liaison officer. Declares an emergency, effective on July 1, 2025.

The Act makes the SOS the chief civics officer in the state and establishes a division in the SOS office for civics. The Act says that civics shall be taught in schools and that civics programs shall be given to adults. The Act creates a task force to study and propose ideas to improve civics in this state. The Act creates the PRC as an office for people to make complaints about false campaign statements, investigate the complaints and make findings, including required warnings near certain statements. The Act takes effect when signed. (Flesch Readability Score: 66.9). Establishes the Secretary of State as the chief civics officer of this state and establishes the Division of Civic Engagement within the Secretary of State office. Directs the division to establish civics education in public schools and develop programs and outreach for adults to enhance civic engagement. Establishes the Civics Action Benchmarks Task Force to study and make recommendations on the steps to be taken to enhance the participation of Oregonians in civic affairs. Establishes the Commission on Political Rhetoric. Directs the commission to receive complaints alleging that a candidate for public office has made false statements with purposeful malice or reckless intent. Provides that if a supermajority of the commission determines that the subject of a complaint made false statements with purposeful malice or reckless intent, the voters' pamphlet and other publications containing the candidate's statements must also contain a warning statement specified by the Act. Appropriates moneys to the Secretary of State and Commission on Political Rhetoric to fund the programs established in the Act. Declares an emergency, effective on passage.

The Act changes drug crime laws related to pill presses and similar equipment. The Act takes effect when the Governor signs it. (Flesch Readability Score: 68.7). Creates the crime of possessing, purchasing, making, delivering or selling a pill press or similar equipment. Punishes by a maximum of five years' imprisonment, a $125,000 fine, or both. Declares an emergency, effective on passage.

The Act removes two bases for a worker to say no to a temp modified job without the loss of workers' comp benefits so that more such jobs qualify. (Flesch Readability Score: 60.7). Deletes two bases for a worker to refuse an offer of modified employment without losing temporary total disability benefits to increase possible modified employment placements.

Makes a person that wants to build a building or structure near an interstate pipeline to give notice. (Flesch Readability Score: 66.3). Requires a person that proposes to construct a building or structure located within 1,000 feet of an interstate pipeline to notify the Oregon Utility Notification Center. Prohibits a state agency or municipality from issuing a building permit for a building or structure unless the agency or municipality receives a copy of the notice and a copy of a reply from the owner or operator of the interstate pipeline. Requires an owner or operator of an interstate pipeline each year to provide contact information to the Oregon Utility Notification Center. Takes effect on the 91st day following adjournment sine die.
