The Act would repeal the law that set a state standard for city and county laws that govern the use of public property by the homeless. (Flesch Readability Score: 63.3). Repeals the statute enacted by House Bill 3115 (2021) that established objective reasonableness as a statewide standard for city and county laws regulating the use of public property with respect to persons experiencing homelessness, as the basis for a cause of action for injunctive and declaratory relief to challenge such laws and as an affirmative defense in the prosecution of violations of such laws. Declares an emergency, effective on passage.

Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the board. Directs the board to establish by rule a process for allocating available moneys in the Natural Resources Subaccount of the Parks and Natural Resources Fund. Authorizes specified nonlimited expenditures. Declares an emergency, effective July 1, 2025.

Tells the SOS to create an e-filing system. Allows certain city and county candidates to file a picture and statement to the system. Requires the SOS to post the pictures and statements on the secretary's website. Requires the state and county pamphlets to list the offices whose candidates may file a picture and statement and where they may be viewed. (Flesch Readability Score: 64.2). Requires the Secretary of State to establish an electronic filing system to allow a candidate for nomination or election to a county or city office held at a primary or general election to file a portrait and statement electronically with the secretary if the candidate cannot have the portrait and statement printed in the county voters' pamphlet. Requires the Secretary of State to post a candidate portrait and statement on the secretary's website. Requires the applicable state voters' pamphlets and county voters' pamphlets to include a list of all offices whose candidates may post portraits and statements on the Secretary of State's website and the website address where the portraits and statements will be posted.

Says that a city or county may not in some cases make a person repair or build a road, curb, gutter or sidewalk in order to get a building permit. (Flesch Readability Score: 60.7). Requires a municipality and the Department of Transportation to determine if a design, engineering or construction plan exists for any frontage improvements that the municipality or the department requires along a state highway as a condition of obtaining a construction permit or final action on a permit or zone change. Applies to [cities or counties] municipalities with a population of 15,000 or greater. Beginning on January 1, 2031, applies to all [cities and counties] municipalities.

The Act allows certain children to receive direct support, to keep in touch with their siblings and to know their life history. (Flesch Readability Score: 65.2). Modifies provisions regarding subsidies for adoptive parents and guardians. Authorizes the Department of Human Services to redirect subsidy payments for the benefit of a child who no longer receives direct support from an adoptive parent or guardian. Creates a rebuttable presumption that continuing contact with biological siblings is in the best interest of children of parents whose parental rights have been terminated. Directs the court to make a determination regarding a child's continuing contact with the child's biological siblings when parental rights are terminated. Directs the department to disclose records regarding a child's life history, at the request of the child, if the child's parent's parental rights to the child were surrendered or terminated.

Tells the State Treasurer to create a program to offer loans to small businesses that cannot operate at their usual levels during an emergency. Sets out how a business will qualify for a loan. Allows bonds to fund the program. (Flesch Readability Score: 62.1). Directs the State Treasurer to develop and implement a small business support loan program that aids in supporting the economic activities of small businesses during times in which small businesses cannot conduct business activities at an ordinary or customary level because of a statewide or regional emergency or other significant disruption of business activity. Specifies the structure and funding for the program and describes features that the program must include. Specifies eligibility for small business support loans. Authorizes the State Treasurer to issue bonds to fund the program. Establishes the Small Business Support Loan Fund. Declares an emergency, effective on passage.
