Honors certain Oregonians who were not members of the armed forces for their World War II service. (Flesch Readability Score: 60.1). Commends individuals who have increased public awareness of the service and sacrifice of these civilians.

The Act would let cities and counties impose a fee on homes that are vacant for more than 180 days in a calendar year. (Flesch Readability Score: 69.6). Authorizes cities and counties to impose a fee on noncommercial residences that are vacant for more than 180 consecutive or cumulative days in a calendar year. Directs the Department of Consumer and Business Services to establish a program to register all dwelling units that are rented or available for rent. Allows the department to impose a civil penalty for failure to register a dwelling unit. Provides that specified entities that own in excess of a certain number of dwelling units are subject to an additional fee.

The Act gives money to DAS to give to the City of Salem for a Fairview Training Center plaza and memorial. (Flesch Readability Score: 60.6). Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to the City of Salem for a plaza and memorial on the former site of the Fairview Training Center. Declares an emergency, effective July 1, 2025.

Raises to 100 MW the smallest size that a wind power plant needs to be before a site certificate from EFSC is required. (Flesch Readability Score: 62.1). Increases from 50 megawatts to 100 megawatts the minimum size that a wind energy facility needs to be before a wind energy facility is required to obtain a site certificate from the Energy Facility Siting Council. Requires an applicant for a county land use permit to provide a decommissioning plan if the application is to establish a wind energy facility with an average electric generating capacity of at least 50 megawatts but less than 100 megawatts.

The Act tells OHA to create a common credentialing program. (Flesch Readability Score: 61.3). Requires the Oregon Health Authority to establish a program for the purpose of providing to credentialing organizations access to information that is necessary to credential or recredential health care practitioners. Requires the establishment of an electronic database for purposes of submitting and accessing credentialing information. Sets a January 1, 2028, operative date for provisions related to the establishment of a program and an electronic database. Requires the authority to report on the implementation of the electronic database and the adoption of rules related to the program on or before specified dates. Appropriates moneys from the General Fund to the authority to establish the program and the electronic database.

This Act lets a city add lands to its UGB to make up for unbuildable lands in the city's inventory of buildable lands. (Flesch Readability Score: 62.1). Allows a city to expand its urban growth boundary in proportion to the unbuildable lands within the city's buildable lands inventory.

Tells a person that is a major house builder not to collect more than 50 percent of the contract price for a project until the project is finished if the project costs $40,000 or more. Lets the person collect more if the home owner adds scope to the project. Requires a person that installs a fireproofing system to get a certificate from a state board. Takes effect 91 days after the session ends. (Flesch Readability Score: 63.1). Prohibits a major residential contractor from collecting or retaining more than 50 percent of the original contract price before substantially completing a remodeling or repair of an owner-occupied one-family or two-family residential structure if the original contract price exceeds $40,000. Permits a major residential contractor to collect not more than 50 percent of the increase in the contract price if the property owner agrees in writing to changes that increase the contract price by $20,000 or more. Permits a major residential contractor to require a property owner to make progress payments solely to cover the costs of materials, supplies and payments to subcontractors. Specifies the required contents of a contract. Specifies exceptions to the requirements. Prohibits a business from installing, applying, repairing or maintaining spray-on fireproofing material or a spray-on fireproofing system in an essential facility in this state unless the business has a certification from the Construction Contractors Board. Specifies requirements for certification. Allows a building official to require as a condition of issuing a permit that a business has the necessary certification. Takes effect on the 91st day following adjournment sine die.
