The Act tells OHA to study mental health. (Flesch Readability Score: 82.3). Requires the Oregon Health Authority to study mental health. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. Sunsets on January 2, 2027.

This Act makes DLCD give grants for denser housing. (Flesch Readability Score: 94.3). Requires the Department of Land Conservation and Development to provide grants to local governments to support middle housing infrastructure. Exempts local governments from requirements to allow middle housing while grants are pending. Sunsets January 2, 2028. Appropriates moneys to the department for the grants. Declares an emergency, effective July 1, 2025.

Adds some schools to what counts as a "qualifying agency" so that a requirement to use apprentices in school construction projects will apply to those schools. Adds school districts[, education service districts and public charter schools] that apply for and receive a matching fund grant from the Department of Education to the definition of "qualifying agency" for the purpose of applying apprenticeship requirements in connection with constructing public improvement projects. Specifies exemptions for contractors that enter into project labor agreements with school districts] Provides that school districts that are qualifying agencies must retain in the school district general fund the amount of any reduction in payment to a contractor as a consequence of the contractor's failure to meet apprenticeship requirements. Takes effect on the 91st day following adjournment sine die.

The Act tells DPSST to give training on how to respond to fires caused by certain types of batteries and electric vehicles. (Flesch Readability Score: 61.4). Directs the Department of Public Safety Standards and Training to collaborate with the State Fire Marshal to deliver training to emergency responders on responding to fires resulting from lithium-ion batteries and electric vehicles. Provides that the department shall serve as the lead agency in delivering training.

The Act says ODOT must offer written CDL exam in English and Spanish. (Flesch Readability Score: 69.9). Requires the Department of Transportation to offer the written commercial driver examination in English and Spanish.

Alters the duties of the Joint Committee on Transportation and the Continuous Improvement Advisory Committee. Provides that the Governor shall appoint the Director of Transportation. Revises the formula for weight-mile taxes. Provides for diesel fuel to be taxed in the same manner as gasoline. Modifies the definition of "combined weight" for purposes of motor carrier regulation. Allows the Department of Transportation to use a motor carrier's registration card as the tax enrollment document instead of the vehicle's weight identifier. Eliminates reinstatement fees for weight identifiers. Increases and adds transportation-related fees and taxes. Provides uses of revenues. Imposes a mandatory per-mile road usage charge for registered owners and lessees of vehicles over time beginning with electric vehicles on July 1, 2026. Allows an annual fee in lieu of the mandatory per-mile road usage charge. Imposes a surcharge on certain vehicle registration fees and recreational vehicle trip permits. Transfers the proceeds of the surcharge to the Abandoned Recreational Vehicle Account. Authorizes the Department of Transportation to provide reimbursements for the costs of towing and disposing of abandoned recreational vehicles. Sunsets the new surcharges, fund and reimbursements on January 2, 2036. Requires studies on various transportation-related subjects. Adds new criteria for the Oregon Transportation Commission to take into consideration when updating the Statewide Transportation Improvement Program. Expands the allowed use of moneys in the Statewide Transportation Improvement Fund to include capital expenses of maintaining existing light rail. Provides for an annual transfer of moneys into the Multimodal Active Transportation Fund.

The Act lets some health records be sent to PSRB without the person's permission when a person is released to DOC. (Flesch Readability Score: 68.6). Allows disclosure without authorization of written accounts containing individually identifiable health information to the Psychiatric Security Review Board for an individual who is under the jurisdiction of the board and conditionally released to the Department of Corrections.

The Act changes the laws about how the PUC conducts proceedings. (Flesch Readability Score: 72.6). Modifies provisions relating to the administrative proceedings of the Public Utility Commission.

The Act says that if an agency approves a plan for a capital project, the agency can't change parts of the plan that it already approved. (Flesch Readability Score: 60.0). Prohibits regulatory agencies from enforcing rules or regulations relating to issues that were considered or addressed as part of a prior approval or permit for certain capital construction projects.

This Act says that fees from programs to reduce greenhouse gases from motor vehicle fuel must go to the State Highway Fund. (Flesch Readability Score: 69.1). Requires state agencies that administer programs to reduce greenhouse gas emissions from the combustion of motor vehicle fuel to deposit fees, assessments or other charges imposed pursuant to the program in the State Highway Fund. Directs the Governor to include in the Governor's budget an estimate of the amounts to be transferred in the coming biennium and recommendations for alternative revenue sources.

Allows the PUC to order the sale of a water utility that is not able to provide service. (Flesch Readability Score: 61.6). Allows the parent or foster parent of a student who is very ill to request to meet no more than once a year to review the student's short school day program. (Flesch Readability Score: 63.4). Allows the parent or foster parent of a terminally ill student to consent to meeting once every year to review the student's abbreviated school day program. Declares an emergency, effective on passage.

The Act says that schools have to teach computer science classes to students in all grades. (Flesch Readability Score: 84.8). Requires school district boards to ensure all schools offer computer science education in all grades. Includes computer science in content areas that must be offered in schools. Declares an emergency, effective July 1, 2025.

Requires schools to implement a plan when a student has a brain injury. (Flesch Readability Score: 69.9). Prescribes the requirements for an immediate and temporary accommodations plan to be implemented when a public education provider receives notification that a student has been diagnosed with a concussion or other brain injury. Declares an emergency, effective on passage.
