This Act requires OHCS to focus on senior housing and sweeps moneys from tax deferrals for such housing. (Flesch Readability Score: 61.6). Requires the Housing and Community Services Department to develop a senior housing development initiative. Transfers moneys from the Senior Property Tax Deferral Revolving Account to be used for the initiative. Requires the Department of Revenue to annually review the account, beginning in 2027, for estimated excess funds to transfer to the [Elderly and Disabled Housing Fund] General Housing Account for the initiative. Sunsets July 1, 2031. Provides that projects funded by the Elderly and Disabled Housing Fund remain eligible for affordable housing tax credits.

The Act tells OBDD to set up a program to repay certain companies for tariffs on goods moved through the Port of Coos Bay. (Flesch Readability Score: 76.7). Directs the Oregon Business Development Department to develop and implement a program to reimburse companies that relocate headquarters to Oregon for tariffs paid on goods imported through the Oregon International Port of Coos Bay.

Requires that, at a minimum, authorized persons must be permitted to observe any signature verification procedure.

The Act directs the DFW to provide the SOS with certain data on persons who may qualify to vote in this state. (Flesch Readability Score: 72.9). Directs the State Department of Fish and Wildlife to provide the Secretary of State with electronic records containing the legal name, age, residence and citizenship information and electronic signature of each person who may qualify as an elector as prescribed by the secretary by rule. Directs the secretary to register as an elector each nonregistered person whose electronic records the secretary receives from the State Department of Fish and Wildlife and who is qualified to vote. Becomes operative on June 1, 2027.

The Act changes how the term "recovery" is defined in laws relating to substance use. (Flesch Readability Score: 61.8). Modifies the definition of "recovery" in the Drug Addiction Treatment and Recovery Act.

The Act requires a parent to consent for an out-of-state minor to have an abortion in this state. Creates an exception for the life or health of the minor or rape or incest. The Act keeps the part of the state in the Mountain Time Zone unchanged. (Flesch Readability Score: 64.2). Maintains current time standards in Oregon unless certain conditions are met. For the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time from standard time to daylight saving time and maintains the Pacific Time Zone portion of Oregon on standard time for all 12 months of the calendar year, if California and Washington make the same change within the next 10 years. Restores current time standards if California and Washington do not make the standard time change within 10 years. Alternatively, for the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time and maintains the Pacific Time Zone portion of Oregon on daylight saving time for all 12 months of the calendar year, if Congress enacts a law authorizing states to elect year-round daylight saving time and if California and Washington establish daylight saving time as the standard of time year-round. Restores current time standards if Congress fails to authorize daylight saving time or if California and Washington do not make daylight saving time their year-round standard of time within 10 years. Provides that standards of time in the Mountain Time Zone portion of Oregon remain unchanged.

Makes OHA do a study on aid for hospitals and submit a report. (Flesch Readability Score: 69.9). Requires the Oregon Health Authority to study hospital financial assistance. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026. Sunsets on January 2, 2027.

Directs school districts and public charter schools to administer and review interim assessments in mathematics and language arts to measure student academic growth. Authorizes the department to direct school districts and public charter schools to adopt specified instructional materials or to participate in training or improvement activities if the district or school does not meet the goals established in the early literacy success plan. Removes the requirement that publishers submit a fee for each instructional material proposed by the publisher to the State Board of Education. Directs the department to study the reporting requirements imposed on school districts and to identify reporting requirements that can be decreased in frequency, eliminated or consolidated. Directs the department to contract with an entity to review the administrative rule requirements for a school district or an education service district to be considered standard. Directs the department to submit to the Legislative Assembly a report summarizing administrative and organizational changes. Declares an emergency, effective on passage.

Provides money to promote seafood products in the public schools of this state. (Flesch Readability Score: 69.9). Appropriates moneys to the Department of Education for distribution to the Oregon Coast Visitors Association for the purpose of promoting seafood in the public schools of this state. Appropriates moneys to the State Department of Agriculture for the purpose of implementing local food incentives and product development to provide seafood products in public schools. Declares an emergency, effective July 1, 2025.
