Prohibits disability income insurers from requiring a person to use or apply for other available benefits for which the person is eligible prior to being eligible for disability benefits offered by the insurer.

The Act says that a police officer or firefighter member is disabled for PERS if the member can't go back to the job they had. (Flesch Readability Score: 63.0). Provides that a police officer or firefighter member of the Public Employees Retirement System is considered disabled if the member is unable to perform the work the member performed at the time the member became disabled.

The Act says that a person's immigration or citizenship status does not matter to get a license from the state to do a job or to get some benefits from the state. Prohibits a professional licensing board from denying issuance of an authorization issued by the professional licensing board to an individual based solely on the individual's immigration or citizenship status. Prohibits a professional licensing board from disclosing an applicant's or licensee's Social Security number, federal individual taxpayer identification number or federally issued identification number except for specific purposes. Provides that an individual may not be denied a state or local public benefit based solely on the individual's immigration or citizenship status.

Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Sunsets on January 2, 2027.

The measure notes that the framers of the U.S. Constitution planned for state Nat. Guard troops to be used only for three reasons, but that in recent times, Nat. Guard troops have often been in fights in overseas wars and danger zones. The measure asks fed. officials to send Nat. Guard troops overseas only if the U.S. Constitution says it is okay. (Flesch Readability Score: 60.7). Urges the President and Congress to deploy National Guard troops overseas only if the deployment is expressly authorized by the United States Constitution.

Abolishes the EAC and changes the members of the State Board of Education, ELC, HECC and TSPC. (Flesch Readability Score: 60.1). Abolishes the Educator Advancement Council and educator networks. Transfers the powers, duties and functions related to the beginning teacher and administrator mentorship program to the Department of Education. Modifies the membership and selection requirements for the State Board of Education, the Early Learning Council, the Higher Education Coordinating Commission and the Teacher Standards and Practices Commission. Declares an emergency, effective on passage.

This Act defines "work sessions" and makes public bodies provide for public comment at meetings where they will take a vote. (Flesch Readability Score: 68.6). Defines a "work session" for purposes of public meetings. Requires a governing body of a public body to include a time for public comment and requires notice of the public comment period if the body votes.

The Act creates a task force to help adult learners go back to community college. (Flesch Readability Score: 73.1). Establishes the Task Force on Community College Adult Reconnect. The Act raises and moves money to pay for wildfire costs. The Act makes certain changes to laws related to forests and fire protection. (Flesch Readability Score: 74.8). [Places a surcharge on sales of beverage containers for purposes of wildfire prevention and response.] [Directs insurance retaliatory tax revenue to wildfire prevention and response.] [Transfers one-half percent of General Fund appropriations per biennium to funds for wildfire prevention and response.] [Transfers 50 percent of the amount held in the Oregon Rainy Day Fund to funds for wildfire prevention and response.] Imposes a tax on the distribution of oral nicotine products. Directs the revenues to purposes related to wildfire. Directs a portion of the interest from the Rainy Day Fund to purposes related to wildfire. Removes the end date for completion of certain wildfire risk reduction projects. Makes certain changes related to the forest products harvest tax, forest protection districts, minimum assessments and surcharges, the Emergency Fire Cost Committee, forestland acreage assessments, zones for fire protection in certain areas and rural fire protection districts. [Authorizes certain transfers from the State Fire Marshal Mobilization Fund. Requires the Legislative Assembly to make moneys available to the State Forestry Department and the Department of the State Fire Marshal to repay loans from the State Treasurer for wildfire suppression costs.] Directs the State Treasurer to transfer moneys between agencies when requested for certain wildfire costs. Appropriates moneys to a borrowing agency if the agency has insufficient available moneys to repay transferred amounts. Creates an offset against fire protection costs for certain forestland. Removes transfer and reporting requirements relating to the State Forestry Department Cash Flow Repayment Fund. Provides for a grant program for retrofitting of dwellings for wildfire resilience. Takes effect on the 91st day following adjournment sine die.

The Act says that the DMV should prioritize drive tests offered in rural Oregon to folks who live in rural Oregon. (Flesch Readability Score: 60.6). Directs the field offices of the Department of Transportation located in rural counties to prioritize requests for drive tests when the request is from an applicant who lives in rural Oregon or within 50 miles of the field office.

The Act increases the percentage of voters in the state required for a party to be a major party. (Flesch Readability Score: 62.8). Increases the party registration requirement to be a major political party in this state from five percent to 10 percent. Declares an emergency, effective July 1, 2025.

Asks the President, the MARAD and Congress to buy a certain ship, make it an official U.S. landmark, fix it up and call it the official flagship of the U.S. (Flesch Readability Score: 60.7). Urges the President of the United States, the Executive Director of the Maritime Administration of the United States Department of Transportation and the Congress of the United States to purchase the SS United States from Okaloosa County, Florida, using funds transferred from the United States Department of Defense, designate it as a [National Historic Landmark] national landmark, restore it to its full working condition and name it the official flagship of our nation.
