Age verification for online ammunition sales. Prohibits the online sale of ammunition unless certain steps are taken to prevent the sale of ammunition to a minor. Makes a violation of the online ammunition sales requirements a Class A misdemeanor, and increases the penalty to a: (1) Level 6 felony for a second or subsequent offense; and (2) Level 5 felony if the violation results in a minor obtaining ammunition.

Storm water management. Provides that a unit does not have the power to adopt a law, rule, ordinance, or regulation that is more stringent than or exceeds in any manner the requirements of the department of environmental management's (IDEM) construction stormwater general permit (CSGP). Provides that if a law, rule, ordinance, or regulation is more stringent than or exceeds the CSGP, then: (1) the law, rule, ordinance, or regulation is void; and (2) the unit must continue to discharge its duties under IDEM's CSGP program. Provides that a unit or IDEM may under certain circumstances: (1) issue a written warning to a person engaging in land disturbing activities; and (2) issue a stop work order for the site. Makes conforming changes.

Notice to owner of the site of an accident. Provides that, on or before July 1, 2026, each law enforcement agency shall adopt and implement protocols for the law enforcement agency to notify a real property owner of: (1) damage to the owner's real property, crops, or a building, structure, or fixture attached to the owner's real property that is reported to a law enforcement officer or law enforcement agency; and (2) debris identified by a law enforcement officer or law enforcement agency that is left on the owner's real property that could damage farm equipment or other vehicles or property; resulting from a motor vehicle accident.

Training in human trafficking awareness. Requires a food or lodging establishment to do the following: (1) Require each employee of the food or lodging establishment to annually complete a training course offered by the United States Department of Homeland Security in recognizing and responding to human trafficking (training requirement). (2) Maintain for each employee a written record of the title and date of completion of each training course completed by the employee (training records). (3) Include in the food or lodging establishment's biennial report to the secretary of state an attestation that the food or lodging establishment has complied with the training requirement in each of the two years covered by the report. (4) Post in a location in the food or lodging establishment that is readily accessible by all employees of the food or lodging establishment a conspicuous written notice: (A) asking employees to report suspected human trafficking; and (B) providing contact information for state and federal agencies to which suspected human trafficking can be reported. Provides that the office of the secretary of state may audit the training records of a food or lodging establishment to verify the food or lodging establishment's attestation regarding the training requirement in the food or lodging establishment's biennial report.

Physician referrals and reimbursement rates. Prohibits, in accordance with the federal Stark Law (42 U.S.C. 1395nn), a referring physician from receiving compensation or an incentive from a health care entity or another physician, who is in the same health care network as the referring physician, for referring a patient to the health care entity or other physician. Provides that the attorney general may investigate certain complaints. Provides that the attorney general may cooperate with federal, state, and local law enforcement agencies in the investigation of certain complaints. Provides that the attorney general may take certain actions when conducting an investigation of certain complaints. Requires the all payer claims data base to publish the physician reimbursement rates as a separate line item for each contract instead of in the aggregate.

Makes the sale of low THC hemp extract or a cannabinoid to a minor a Class A misdemeanor, and increases the penalty under certain circumstances. Prohibits the sale of a vapor product to a minor and the possession of a vapor product by a minor. Increases the penalty for certain infractions involving minors and tobacco or e-liquids containing nicotine.

Establishes the hunger-free campus grant program (grant program) to provide grants to state educational institutions for purposes of addressing food insecurity among students enrolled in state educational institutions. Provides that the commission for higher education (commission) shall provide a grant under the grant program to a state educational institution, if at least one campus is designated by the commission as a hunger-free campus. Establishes criteria that a campus of a state educational institution must meet in order to be designated a hunger-free campus. Makes an appropriation.
