Right to repair. Requires a manufacturer of a consumer electronic device or a piece of agricultural equipment that is sold in Indiana, subject to certain exceptions, to: (1) provide to an independent service provider, or to the owner of the consumer electronic device or agricultural equipment (owner), any service documentation the manufacturer provides to its authorized service providers; and (2) make available for purchase, upon reasonable terms, any service part the manufacturer provides to its authorized service providers. Provides that a manufacturer that sells service documentation to an independent service provider or owner: (1) in a format that is standardized with respect to comparable information supplied by manufacturers of comparable consumer electronic devices or agricultural equipment; and (2) under terms and conditions more favorable than the terms and conditions under which the manufacturer provides the information to an authorized service provider; may not require an authorized service provider to purchase the service documentation in a proprietary format unless the proprietary format includes content or functionality that is not available in the standardized format. Provides that a violation of the requirements is: (1) actionable by the attorney general; and (2) subject to the remedies and penalties that apply to a deceptive consumer sales practice.

Repayment of medical school loans. Requires the Indiana department of health (department) to establish and administer a medical school loan forgiveness pilot program (program) for the purpose of attracting physicians to practice medicine in Indiana. Establishes the medical school loan forgiveness fund (fund). Sets forth criteria for the program. Requires the department to, not later than November 1, 2026, and each November 1 thereafter, prepare and submit a report to the general assembly regarding the program. Makes an appropriation to the fund.

Tuition caps. Provides that the commission for higher education shall determine a tuition rate and mandatory fee cost of living adjustment for specified postsecondary educational institutions. Requires that, except for cost of living adjustments, the tuition rate and mandatory fees at specified postsecondary educational institutions may not increase from the time the student initially enrolls until the student graduates for an undergraduate student who is an Indiana resident.

Domestic violence investigations. Requires law enforcement agencies to use a domestic violence risk assessment when responding to a domestic violence incident.

Resident tuition rate. Provides that an individual who meets certain conditions is eligible for the resident tuition rate as determined by the state educational institution. Requires such an individual to verify that the individual meets the criteria to receive the resident tuition rate.

Removal of squatters. Defines "squatter" as an individual who occupies the property of another and who does not and has never had: (1) a rental agreement; (2) permission of the owner; or (3) another legal interest in the property. Permits a property owner to execute an affidavit stating that a squatter is occupying the person's property, and requires a law enforcement agency to dispatch one or more law enforcement officers to remove the squatter within 48 hours (or a later period if necessary for reasons of public safety). Requires a dispatched law enforcement officer to remove the squatter from the property unless the law enforcement officer discovers credible written evidence that the person is not a squatter.

Sex offenses. Prohibits plea agreements concerning: (1) promotion of child sexual trafficking; (2) promotion of sexual trafficking of a younger child; (3) child sexual trafficking; or (4) child solicitation; if a term of the plea agreement requires the prosecuting attorney to dismiss a charge in exchange for the defendant's agreement to plead guilty to a less serious offense. Adds facilities that provide entertainment exclusively directed toward children to the list of facilities at which a sexually violent predator or an offender against children may not work or volunteer, and increases the penalty for the offense of unlawful employment by a sexual predator to a Level 4 felony, with an enhancement to a Level 3 felony if the person has a prior conviction based on the violation of a condition of sex offender registration. Provides that a sexually violent predator or an offender against children who knowingly or intentionally is present at a facility that provides entertainment exclusively directed toward children commits attendance at a juvenile entertainment facility by a sex offender, a Level 4 felony, with an enhancement to a Level 3 felony if the person has a prior conviction based on the violation of a condition of sex offender registration.

Social work licensure compact. Establishes the social work licensure compact.

Service animals. Amends the definition of "service animal" to include a service animal in training for purposes of provisions governing service animals on the premises of a public accommodation. Provides that misrepresenting an animal as a service animal to obtain a right or privilege in a public accommodation is a Class C infraction.

Licensing of HOA management companies. Requires a person who manages property on behalf of a homeowners association to obtain a broker license. Provides that a managing broker that works for a person who manages property on behalf of a homeowners association is not subject to a two year licensing prerequisite until June 30, 2028, if certain conditions are met.

Regulation of premium increases. Provides that certain insurance providers may not request to raise the insurer's rate more than 10% in any one year. Requires certain insurance providers to justify any requested rate increase to the insurance commissioner.

Eyewitness identification procedures. Establishes a procedure to be used by a law enforcement agency in conducting a lineup. Makes conforming amendments.

Election of Lake County superior court judges. Provides that the superior court judges of Lake County are elected as are other superior court judges. Provides that the change to the election of a judge does not occur until the general election that occurs immediately before the expiration of the term of a judge sitting on the court under current law. Repeals superseded provisions.

Right-of-way and thoroughfares. Requires a county to use eminent domain to increase the apparent right-of-way for a county highway, instead of by requiring dedication of additional right-of-way as part of a subdivision plat. Requires a county, city, or town (unit) to use eminent domain to expand an existing thoroughfare, instead of by requiring dedication of private property as part of a subdivision plat. Prohibits a unit that must proceed with eminent domain regarding a right-of-way or thoroughfare from imposing an additional fee on an applicant for filing a subdivision plat.

Driver instructions of law enforcement procedures. Requires the driver education advisory board to consult with the commissioner of the bureau of motor vehicles (commissioner) and the state police department, and advise the commissioner in the administration of the policies of the commission and the bureau of motor vehicles (bureau) regarding driver education in: (1) the procedures of a law enforcement officer during a traffic stop; and (2) the actions a person should take during a traffic stop, including appropriate interaction with a law enforcement officer. Requires the bureau to include in any driver education manual published by the bureau the following: (1) A description of the procedures of a law enforcement officer during a traffic stop. (2) An explanation of the actions a person should take during a traffic stop, including appropriate interaction with a law enforcement officer. Provides that driver education curriculum must include instruction about actions to take during a traffic stop and the appropriate interaction with a law enforcement officer during a traffic stop.
