Property taxes. Provides that, for assessments beginning in 2026, the assessed value of homestead property shall not be subject to annual adjustments (trending), but instead shall be determined based on the assessed value of the homestead on the January 1, 2025, assessment date, the assessed value of the homestead on the first assessment date that it becomes homestead property, if it was not a homestead on the January 1, 2025, assessment date, or the sales price or fair market value of the homestead, if there is a change of ownership after January 1, 2025. Increases the amount of the assessed value deduction for disabled veterans. Phases in the increase over five years from $24,960 under current law to $50,000 for assessments beginning in 2030. Provides for a five year phase in of a 100% property tax credit for the property tax liability imposed on the homestead of an individual who is or will be at least 65 years of age on or before December 31 of the calendar year immediately preceding the current calendar year in which the individual's property taxes are first due and payable. Specifies, beginning with property taxes first due and payable in 2026, the annual amounts of the phased in property tax credit for such an individual's homestead. Makes conforming changes.

Sale of bureau of motor vehicles information. Prohibits the bureau of motor vehicles (BMV) from selling the personal information of an individual who: (1) is less than 21 years of age; (2) is 65 years of age or older; or (3) opts out of the sale of the individual's personal information. Prohibits a person to which the BMV provides such information from selling or disclosing the information (sales prohibition). Requires the BMV to provide an easily understandable and easily accessible means by which an individual may opt out of the sale of the individual's personal information. Permits the state board of finance, upon approval by the governor, to transfer funds to the BMV to offset a shortfall in funding for the BMV that occurs in a state fiscal year beginning before July 1, 2027, as a result of the sales prohibition.

School counselors. Provides that, for the 2025-2026 and 2026-2027 school years, a school shall ensure that at least 60% of a school counselor's aggregate time performing the counselor's job duties is devoted to providing direct services to students. Provides that, beginning with the 2027-2028 school year, a school shall ensure that at least 80% of a school counselor's aggregate time performing the counselor's job duties is devoted to providing direct services to students. Exempts schools that have a school counselor/student ratio that is not more than one school counselor to 350 students from the school counselor time requirement provisions.

Torts involving commercial trucking industry. Creates a procedure to bifurcate a trial of a civil action filed against the operator of a commercial motor vehicle and the employer of the operator or the owner of the commercial motor vehicle involved in a motor vehicle accident. Allows a defendant to file a motion to bifurcate within a specified period of time. Provides that certain evidence may be presented in the first phase of a bifurcated trial. Allows a plaintiff to pursue punitive damages in the second phase of a bifurcated trial.

Voluntary family leave insurance program. Requires the department of insurance (department) to establish, not later than January 1, 2026, a voluntary family leave insurance program (program) for the purpose of providing benefits to employees who elect to participate in the program. Sets forth requirements for the program. Allows the department to contract with an outside vendor to administer the program. Requires the department, not later than November 1, 2025, to submit a report to the legislative council and the budget committee concerning the proposed program. Establishes the voluntary family leave insurance program trust fund (trust fund) for the purpose of paying program benefits. Provides that the trust fund consists of employer or employee contributions, appropriations from the general assembly, and money received from any other source. Provides that certain employers are entitled to an adjusted gross income tax deduction equal to the total amount of contributions made by the employer to the trust fund during the taxable year multiplied by 200%.

Provides that the department of education may not renew a practitioner license or an accomplished practitioner license issued to an individual unless the individual receives a literacy endorsement by completing 40 (instead of 80) hours of evidence based professional development. Removes written examination requirements to receive a literacy endorsement for individuals renewing a practitioner license or an accomplished practitioner license. Provides that the state board of education may not require certain individuals to take or pass a written examination to be eligible to receive a literacy endorsement.

High value workforce ready credit-bearing grant. Provides that an applicant who has previously received a baccalaureate degree or an associate degree may be eligible for a high value workforce ready credit-bearing grant if the applicant: (1) received a diploma of graduation, a high school equivalency certificate, or a state of Indiana general educational development diploma five or more years before the applicant applies for a grant; and (2) is not working in the subject matter field in which the applicant received the baccalaureate degree or associate degree. (Current law provides that an applicant for a high value workforce ready credit-bearing grant may not have previously received a baccalaureate degree, an associate degree, or an eligible certificate.)

Coverage for certain cancer prescriptions. Prohibits a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization that provides coverage for advanced, metastatic cancer and associated conditions from requiring that, before providing coverage for a prescription drug, the insured fail to successfully respond to a different prescription drug or prove a history of failure of a different prescription drug.

Coverage for cancer screening. Requires a state employee health plan to cover supplemental breast examinations. Requires a policy of accident and sickness insurance and a health maintenance organization to cover diagnostic breast examinations and supplemental breast examinations. Provides that the coverage for diagnostic breast examinations and supplemental breast examinations may not be subject to any cost sharing requirements.

Automated tractor-trailers. Provides that an automated tractor-trailer may not be operated on a highway to transport passengers or goods unless a human operator who meets all state and federal qualifications to operate a tractor-trailer is physically present in the automated tractor-trailer to monitor the performance of the automated tractor-trailer and to take control of all or part of the automated tractor-trailer's operation if necessary. Provides that an automated tractor-trailer operated in Indiana must meet federal motor vehicle standards and regulations.
