End of life options. Allows individuals with a terminal illness who meet certain requirements to make a request to an attending provider for medication that the individual may self-administer to bring about death. Specifies requirements a provider must meet in order to prescribe the medication to a patient. Prohibits an insurer from denying payment of benefits under a life insurance policy based upon a suicide clause in the life insurance policy if the death of the insured individual is the result of medical aid in dying. Establishes a Level 1 felony if a person: (1) without authorization of the patient, willfully alters, forges, conceals, or destroys a request for medication or a rescission of a request for medication with the intent or effect of causing the individual's death; or (2) knowingly or intentionally coerces or exerts undue influence on an individual to request medication to bring about death or to destroy a rescission of a request for medication to bring about death. Establishes a Class A misdemeanor if a person, without authorization of the patient, willfully alters, forges, conceals, or destroys a request for medication or a rescission of a request for medication in order to affect a health care decision by the individual. Establishes certain criminal and civil immunity for health care providers.

Public safety. Limits the total of the consecutive terms of imprisonment to which a defendant is sentenced for misdemeanor convictions arising out of an episode of criminal conduct. Provides that depositing or causing or allowing the deposit of contaminants or solid waste upon land is a Class C misdemeanor in certain circumstances. Makes it a sentencing aggravator that: (1) the person is in the United States unlawfully; or (2) a person distributed a controlled substance to at least three different individuals in a 180 day period. Makes it a sentencing mitigator for certain controlled substance offenses that the person sought and successfully completed treatment for a substance use disorder: (1) in the year before the commission of the offense; or (2) after committing the offense and before sentencing. Provides that a governmental entity may not organize or host an obscene performance or fund an obscene performance using public funds, and authorizes a person to seek injunctive relief as a remedy for a violation. Increases the penalty for resisting law enforcement under certain circumstances. Replaces the term "child pornography" with the term "child sex abuse material" throughout the Indiana Code. Makes certain provisions concerning juvenile court jurisdiction retroactive. Specifies that a facility having custody of a person arrested for certain crimes may not release the person on bail for at least 24 hours. Permits virtual bail hearings. Makes conforming amendments.

Tax sale procedures. Provides immunity from civil liability and civil and criminal trespass to a person who is a tax sale certificate holder or an applicant for a tax deed who enters an abandoned or vacant property during the statutory redemption period to perform routine maintenance in order to remedy an existing or anticipated ordinance violation imposed by a political subdivision.

Old home repair tax credit. Allows a credit against a qualified taxpayer's state tax liability in an amount equal to: (1) 20% of the qualified expenditures that a taxpayer makes for the preservation or rehabilitation of the taxpayer's residence; or (2) 55% of the qualified expenditures that a taxpayer makes for the replacement of electrical wiring and fixtures that were added to the property prior to 1940. Provides that the property must be: (1) located in Indiana; (2) at least 85 years old; and (3) owned by the taxpayer. Provides that the preservation or rehabilitation work must be completed in not more than two years. Provides that the property must be principally used and occupied by the taxpayer as the taxpayer's residence. Provides that qualified expenditures for preservation or rehabilitation of the property must exceed $5,500. Provides that the credit may be carried forward 15 years, but may not be carried back. Provides that the amount of credits allowed may not exceed $100,000 in a state fiscal year. Provides that a taxpayer that claims the credit may not also claim the residential historic rehabilitation credit for the taxable year.

Antisemitism. Provides that "antisemitism" has the meaning set forth in the May 26, 2016, working definition of antisemitism adopted by the International Holocaust Remembrance Alliance. Provides that an act of antisemitism constitutes a discriminatory practice. Requires certain training materials to contain an educational program to protect against antisemitism.

Closed primaries. Provides that a voter may vote at a primary election: (1) only if the voter has properly and timely affiliated with a political party; and (2) held by the political party with which the voter affiliates. Allows an individual, not later than December 31 before the date of a primary election, to affiliate with a political party at the time of voter registration or by submitting a party affiliation form. Requires each county voter registration office to mail a party affiliation form to particular voters not later than September 1, 2025. Specifies a notice that must be sent to certain voters who register to vote but do not list a political party affiliation. Makes conforming amendments.

Sales tax exemption for certain hygiene products. Provides sales tax exemptions for feminine hygiene products and adult diapers.

Certified registered nurse anesthetists. Allows a certified registered nurse anesthetist (CRNA) to administer anesthesia under the direction of and in the immediate presence of a physician, podiatrist, or dentist. (Under current law, a CRNA may administer anesthesia under the direction of and in the immediate presence of a physician.) Provides that a physician, podiatrist, or dentist is not liable for any act or omission of a CRNA who administers anesthesia. Makes corresponding changes.

Student eligibility in interscholastic sports. Requires, for purposes of interscholastic athletic events, state educational institutions and certain private postsecondary educational institutions to expressly designate an athletic team or sport as one of the following: (1) A male, men's, or boys' team or sport. (2) A female, women's, or girls' team or sport. (3) A coeducational or mixed team or sport. Prohibits a male, based on the student's biological sex at birth in accordance with the student's genetics and reproductive biology, from participating on an athletic team or sport designated as being a female, women's, or girls' athletic team or sport. Requires state educational institutions and certain private postsecondary educational institutions to establish grievance procedures for a violation of these provisions. Establishes a civil action for a violation of these provisions. Provides that state educational institutions and certain private postsecondary educational institutions are not subject to liability in a civil, administrative, disciplinary, or criminal action for acting in compliance with these provisions.

Contest based raffles. Creates contest based raffles for charity gaming. Defines a "contest based raffle" as the selling of tickets or chances to win a prize award based on the result of a specific event or contest, including a sport horse competition.

Dissolution of human remains. Amends the definition of cremation to include alkaline hydrolysis as a means for the dissolution of human remains. Requires the state board of funeral and cemetery service to adopt rules governing the operation of alkaline hydrolysis facilities. Adds alkaline hydrolysis to statutes that allow for burial or cremation.

Teacher compensation. Includes school social workers and school psychologists in the definition of "teacher" for purposes of the requirement for school corporations to expend a certain percentage amount of state tuition support on teacher compensation. Provides that the amount a school corporation expends on costs associated with a memorandum of understanding or any other agreement entered into with a community mental health center or certified or licensed provider to provide mental or behavioral health services to students of the school corporation is included in determining the percentage amount a school corporation is expending.

State educational institution supplier diversity. Requires the governor's supplier diversity commission, the commission for higher education, and the budget committee to review each state educational institution's annual report regarding certain supplier diversity requirements. Provides that if a state educational institution's annual report is not in compliance with certain supplier diversity requirements, the commission for higher education and the budget committee shall determine the total percentage by which the state educational institution fell short of the requirements.

Personal allowance for facility residents. Increases the personal allowance for residential care recipients and Medicaid recipients from $52 to $100.

Law enforcement officer drug and alcohol testing. Provides that, on or before July 1, 2025, each law enforcement agency shall adopt and implement protocols to administer drug and alcohol testing to a law enforcement officer immediately after the law enforcement officer uses deadly force in the pursuit or apprehension of an individual.
