Innkeeper's and food and beverage taxes. Provides that the fiscal body of the town of Ellettsville (town) may, not later than December 31, 2025, adopt an ordinance to receive revenue collected from the food and beverage tax. Specifies the distribution of revenue. Provides that the ordinance must specify that the town's collection of the revenue terminates not later than July 1, 2027. Authorizes LaGrange County to impose an innkeeper's tax to replace the innkeeper's tax the county currently imposes under the uniform innkeeper's tax law. Allows a maximum tax rate of 8%. Allows the city of Shelbyville to impose a food and beverage tax. Allows Brown County to impose its innkeeper's tax at a rate that does not exceed 8% (instead of 5% under current law) under its enabling statute. Reallocates the amounts of revenue received from the Vanderburgh County innkeeper's tax to be deposited in the convention and visitor promotion fund, the tourism capital improvement fund, and the convention center operating, capital improvement, and financial incentive fund. Authorizes Delaware County to increase the county's innkeeper's tax rate from 5% to not more than 8% under the uniform innkeeper's tax statute.

Pharmacist administration of immunizations. Allows a pharmacist to administer an immunization that is recommended by the federal Centers for Disease Control and Prevention Advisory Committee on Immunization Practices and approved by federal Food and Drug Administration to a group of individuals under a drug order, under a prescription, or according to a protocol approved by a physician if certain conditions are met. (Current law allows a pharmacist to administer specified immunizations to a group of individuals under a drug order, under a prescription, or according to a protocol approved by a physician if certain conditions are met.) Authorizes the commissioner of the Indiana department of health to remove during the legislative interim a vaccination from the list of vaccinations otherwise recommended and approved by the federal government. Provides that the commissioner's removal of the vaccination from the list is effective until the date that the general assembly adjourns sine die in the ensuing calendar year.

Protection of property rights. Defines "squatter" as an individual who occupies the residential real property of another and who does not have and has never had: (1) a rental agreement; (2) permission of the owner; or (3) another legal interest in the residential real property; authorizing the individual to occupy the residential real property. Provides that under certain circumstances, a property owner may obtain an expedited removal of a squatter from the property owner's residential real property.

Annexation. With certain exceptions, requires a municipality that initiates an annexation to file with the court an annexation petition approved by the signatures of: (1) at least 51% of the owners of non-tax exempt land in the annexation territory; or (2) the owners of at least 75% in assessed valuation of non-tax exempt land in the annexation territory. Requires the court to hold a hearing if the petition has enough signatures. Adds provisions for determining the validity of signatures. Eliminates the following: (1) Remonstrances and remonstrance waivers. (2) Reimbursement of remonstrator's attorney's fees and costs. (3) Adoption of a fiscal plan for voluntary annexations requested by 100% of landowners in the annexation territory. (4) Settlement agreements in lieu of annexation. (5) Provisions regarding contiguity of a public highway.

Landlocked property. Defines "landlocked property" as real property that has been shut off from all public highways as a result of the vacation of one or more public highways. Provides that if an action of the state, or an agency or political subdivision of the state, causes real property to become landlocked property, the county assessor of the county in which the landlocked property is located must assess the value of the landlocked property at the same rate that native forest land, a forest plantation, or wildlands are assessed for as long as the property qualifies as landlocked property.

Eviction issues. Allows a court to order, upon its own motion, that certain eviction records may not be disclosed. Allows a tenant, in certain circumstances, to file a motion requesting that records related to an eviction action not be disclosed. Allows the court to issue an order without a hearing in certain circumstances. Specifies that a final judgment for the recovery of money or costs does not constitute a lien upon real estate and chattels real if certain eviction actions are prohibited from disclosure. Alcohol and gaming matters. Provides that the state lottery commission shall not operate or authorize the operation of a lottery courier service. Requires the state lottery commission to adopt rules regarding the bulk purchase of lottery products. Allows a wine dealer that is not a package liquor store to deliver wine to a customer's residence or office. Provides three-way permits, subject to certain conditions, to the city of Warsaw and the town of Syracuse. Increases the number of gallons of liquor an artisan distiller may produce in a calendar year from 20,000 gallons to 30,000 gallons. Allows the holder of an artisan distiller's permit to manufacture liquor for another holder of an artisan distiller's permit if certain conditions are met. Provides that a municipality may not require a designated permittee or vendor within a designated refreshment area to purchase containers for alcoholic beverages from a certain vendor.

Artisan distillers. Amends the permitting for craft manufacturers to participate in a trade show or exposition from a maximum of 45 days per year to a maximum of 60 events per year. Increases the number of gallons of liquor an artisan distiller may produce in a calendar year from 20,000 gallons to 30,000 gallons. Allows the holder of an artisan distiller's permit to manufacture liquor for another holder of an artisan distiller's permit if certain conditions are met.
