Indiana vaccination adverse event reporting system. Requires the Indiana department of health (department) to establish an Indiana vaccination adverse event reporting system (IVAERS) for reporting the occurrence of adverse events relating to childhood vaccines. Provides that IVAERS must enable a health care provider to report the occurrence of an adverse event experienced by a child residing in Indiana who is under the care of the health care provider. Requires the department to create a searchable Internet data base for publishing information reported through IVAERS. Provides that the health information of a particular individual is confidential. Specifies the requirements for releasing health information of a particular individual and who may receive the information. Provides that a person who knowingly, intentionally, or recklessly discloses confidential information received through IVAERS in violation of the statute commits a Class A misdemeanor. Requires the department to adopt certain rules concerning IVAERS. Makes an appropriation.

Short line railroad tax credit. Allows a taxpayer to claim a credit against state income tax liability for certain qualified railroad expenditures and qualified new rail infrastructure expenditures. Specifies the amount of the credit. Limits the total amount of credits that may be allowed in a state fiscal year to: (1) $10,000 for qualified railroad expenditures; and (2) $10,000 for qualified new rail infrastructure expenditures.

School air quality study. Requires the Indiana department of health to conduct an air quality study of every school located in Indiana.

Nonaccredited nonpublic schools. Provides that a high school diploma (diploma) or credential issued by a nonaccredited nonpublic school (school) is legally sufficient to demonstrate that the recipient of the diploma or credential has met the requirements to complete high school. Provides that a state or local agency or institution of higher education in Indiana may not reject or otherwise treat a person differently based solely on the source of a diploma or credential. Provides that a person who administers a school has the authority to execute any document required by law, rule, regulation, or policy to provide certain evidence regarding a child's education.

Supplemental fee for electric vehicles. Provides that the supplemental fee to register an electric vehicle does not apply to a motor driven cycle.

Higher education benefits for military service. Provides that a child of a disabled veteran may be eligible for a tuition exemption if the person's mother or father served in the armed forces of the United States. (Current law requires the person's mother or father to serve in the armed forces of the United States during a war or perform duty equally hazardous that was recognized by the award of a service or campaign medal of the United States.) Repeals a provision that reduces a child of a disabled veteran tuition exemption if the individual's father or mother suffered a disability as determined by the United States Department of Veterans Affairs with a rating of less than 80%.

Residential landlord-tenant matters. Provides that the court may appoint a receiver upon request by a county, city, or town when the property owner of a multifamily residential property with more than four dwelling units has failed to pay damages, costs, or attorney's fees that have been incurred by the multifamily residential property in a nuisance action brought by the county, city, or town. Allows a city, county, or town to bring a nuisance action against a tenant or other person responsible for a nuisance. Defines "essential services" as certain services needed for the safe and habitable occupation by a tenant of the tenant's rental unit. Defines "essential systems" as certain systems used to deliver essential services to a rental unit. Requires a landlord to provide and maintain a rental premises that is free from the following: (1) Pests, including rodents and invasive insects. (2) Mold. (3) Rot. Sets forth a procedure for a tenant to use to initiate a request for repairs. Requires a landlord to repair or replace an essential system not later than 72 hours after being notified by a tenant that the tenant's rental unit is without essential services under certain circumstances. Allows for certain remedies to the tenant for the landlord's noncompliance, including a procedure for the deposit of rent that is due with the clerk of the court if the landlord fails or refuses to make repairs or take remedial action. Provides that, during the pendency of a court action brought by a tenant, the court may order the tenant to make the regular rental payments otherwise due under the rental agreement to the clerk of the court or an attorney trust account, to be held in trust for disbursal to the prevailing party, as ordered by the court. Requires a clerk to collect a $30 fee from the landlord if the court finds that an escrow account is needed for the regular rental payments held by the clerk of the court. Provides that a landlord may apply for release of rent deposits. Provides that, after June 30, 2025, a landlord may not manage a rental property in Indiana unless the landlord: (1) is authorized to do business in Indiana; (2) maintains an office at one or more physical locations in Indiana; or (3) appoints an Indiana licensed real estate broker or broker company to manage the rental property. Makes conforming changes.

Dietitian licensure compact. Adopts the dietitian licensure compact.

Indiana civilian cyber corps. Establishes the Indiana civilian cyber corps program (program). Provides that the adjutant general of the military department shall administer the program. Provides that the program includes civilian volunteers who have expertise in addressing cybersecurity incidents and who volunteer at the invitation of the adjutant general to provide rapid response assistance to a cybersecurity client in need of expert assistance after recognition of a cybersecurity incident or potential cybersecurity incident. Provides that the work product of a civilian cyber corps volunteer or advisor, including any information voluntarily submitted to the volunteer or advisor, is exempt from disclosure. Provides that a civilian cyber corps volunteer or advisor is immune from tort liability for an injury to a person or damage to property that occurs while the volunteer or advisor is deployed and acting on behalf of the adjutant general if certain conditions are met. Repeals the Indiana cyber civilian corps program advisory board. Makes an appropriation.

Uniform recognition of Canadian protection orders. Codifies the Uniform Recognition and Enforcement of Canadian Domestic Violence Protection Orders Act. Provides procedures for enforcement of a Canadian domestic violence protection order (protection order) by a law enforcement officer and the court. Provides that a protection order may be registered in Indiana.

Choice scholarships. Specifies certain conditions applying to the state board of accounts audit of a choice scholarship school. Requires a school that enrolls choice scholarship students to hold at least one public meeting each semester concerning the receipt and expenditure of choice scholarship funds. Provides that public comment must be allowed at the meeting. Specifies annual reporting requirements for schools that enroll choice scholarship students.

Tax exemption for eligible events. Provides various tax exemptions for the Women's National Basketball Association All-Star Game, including ancillary events, when held in Indiana.

Student well-being and resiliency. Requires the department of education (department), in consultation with the office of the secretary of family and social services, to approve and make available student mental well-being resources for certain schools. Requires the governing body of a school corporation or the equivalent authority for a charter school to publish and publicly post the approved student well-being resources. Establishes the resiliency program (program) to provide eligible schools the opportunity to participate in a program designed to help students build resiliency and grit so that students are ready to learn. Requires the department to develop guidelines to determine which eligible schools may participate in the program. Requires an eligible school selected by the department to participate in the program to follow certain requirements and procedures before a student may participate in the program. Requires the department to prepare a report concerning the program and submit the report to the legislative council.

Awareness of human trafficking. Requires safety rest areas, gas stations, and welcome centers to display human trafficking awareness information, and permits massage establishments to display human trafficking awareness information.

Anatomical gifts. Requires a person who makes certain anatomical gifts to: (1) designate on a form prescribed by the state board of funeral and cemetery service the funeral home licensee to whom custodial care of the decedent's body will be granted following the recovery of the donated organ or tissue; and (2) submit the designation to the appropriate procurement organization. Requires a procurement organization to provide notice and certain information to the designated funeral home licensee before the body of the decedent subject to the anatomical gift is transported and recovery of the donated organs or tissue begins.
