Comprehensive student support program. Establishes the comprehensive student support program (program) for the purposes of: (1) funding the formation and staffing of school based and district level comprehensive student support teams; (2) improving staffing ratios for student support personnel; (3) supporting the creation, expansion, and work of multidisciplinary school teams to address the school environment, school safety, school improvement, and crisis intervention and emergency preparedness; and (4) professional development for student support personnel. Establishes the comprehensive student support program state board (board). Provides that the board administers the program. Establishes the comprehensive student support program fund for the purpose of funding the program, and annually appropriates to the fund $1,000,000 from cigarette tax revenue, registration fees, fines, and penalties deposited in the state general fund.

Requires the commissioner of correction to submit to the governor, the chief justice of the supreme court, and the legislative council an annual report that includes an account of every instance when a pregnant inmate has been restrained in a correctional facility.

Alcohol and tobacco commission permits. Allows the alcohol and tobacco commission (commission) to refuse to grant or renew or to suspend or revoke a permit if a licensed premises becomes a public nuisance or engages in certain criminal conduct. Allows the commission to temporarily suspend an alcoholic beverage retail permit if certain crimes are committed on the licensed premises and one or more of the following apply: (1) The permit holder failed to take reasonable action to prevent the occurrence of a crime. (2) Multiple crimes have occurred on the licensed premises in the last 12 months. (3) The continued operation of the licensed premises would pose a clear and immediate danger to the safety of the community or the general public. Requires the commission to: (1) provide immediate notice to the permit holder of the time and place of a hearing on the suspension; and (2) hold the hearing not later than five business days after the permit is suspended.

Mental health professionals. Allows certain individuals to take the examination for licensure as a social worker before having completed the bachelor's degree. Makes the following changes in regard to marriage and family therapists, mental health counselors, addiction counselors, and clinical addiction counselors: (1) Provides that an individual must be licensed as an associate before obtaining the relevant experience hours, except in certain circumstances. (2) Amends provisions concerning experience hours and the expiration of a temporary license or permit. Removes certain provisions regarding first available examinations.

Landlord tax credit. Provides that a taxpayer is entitled to a credit against the taxpayer's state income tax liability in a taxable year equal to the lesser of: (1) $1,500 multiplied by the number of rental units that the taxpayer rents during a taxable year to individuals that were incarcerated at some time not more than three years prior to the taxable year; or (2) $7,500. Provides that to obtain the credit, the taxpayer must claim the credit in the manner prescribed by the department. Prohibits the taxpayer from claiming any carryover, carryback, or refund of any unused credit.

Semiquincentennial commission. Changes the membership of the semiquincentennial commission (commission). Requires the department of natural resources to provide staff support to the commission beginning June 1, 2025. Designates Indiana's United States Senators as honorary co-chairpersons of the commission. Establishes the semiquincentennial advisory committee to advise the commission on carrying out the commission's duties. Repeals the statute specifying the duties of the commission under current law. Specifies that the commission's duties are to do the following: (1) Plan, develop, and conduct at least one event in each Indiana state park before June 30, 2027, in commemoration of the semiquincentennial. (2) Promote programs developed by state agencies, municipalities, school corporations, and Indiana's colleges and universities that commemorate the semiquincentennial. Makes conforming changes. Extends the commission law until July 1, 2027. Makes an appropriation.

Security cameras at child care centers. Requires a child care center to: (1) be equipped with cameras in sufficient number and location to allow visual monitoring of every space inside the child care center, with the exception of adult bathrooms, that can reasonably be expected to be occupied by children; and (2) provide notice to parents that children are subject to video monitoring inside the child care center. Requires a child care center to record footage captured by the child care center's cameras and retain the footage for 90 days, unless: (1) the child care center receives notice of a suspected crime committed against a child at the child care center, in which case the child care center must retain all footage until the investigation of the suspected crime is complete; or (2) the child care center receives a request from a parent to view the footage, in which case the child care center must retain all footage until the parent has had an opportunity to view the footage. Allows a parent of a child who has reason to believe that a crime was committed against the parent's child at a child care center to view the footage recorded by the child care center. Requires an individual to report suspected child abuse and neglect witnessed by the individual on a child care center's camera footage.
