Driving privilege cards. Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose (other than to confer driving privileges), for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Requires the bureau of motor vehicles to submit an annual report to the legislative council and the interim study committee on roads and transportation. Makes conforming amendments. Makes technical corrections.

Statute of limitations for certain sex crimes. Allows the prosecution of Level 1 and Level 2 felony sex offenses to be commenced at any time. Makes conforming changes.

Campaign communications. Requires a flag that solicits a contribution or expressly advocates the election or defeat of a clearly identified candidate to comply in certain circumstances with campaign communication requirements.

Funding of lactation rooms in public buildings. Establishes a grant program to promote the installation of lactation rooms in public buildings. Requires the Indiana housing and community development authority (IHCDA) to administer the grant program. Authorizes public agencies to apply for grants. Appropriates $5,000,000 to the IHCDA for deposit in the grant fund.

Employment social enterprises. Defines "employment social enterprise" as a nonprofit or for-profit organization that meets certain criteria. Amends the definition of "workforce related program" to include a work based learning program or transitional jobs program that: (1) is through an employment social enterprise; and (2) meets certain other criteria.

Vulnerable road users. Requires the bureau of motor vehicles to suspend or revoke the current driver's license or driving privileges of an individual who is convicted of a moving traffic offense that causes the serious bodily injury or death of a vulnerable road user.

Designation of Juneteenth as state holiday. Establishes Juneteenth as a state holiday. Makes conforming changes.

Nutrition supports Medicaid waiver. Requires the office of the secretary of family and social services to apply, not later than October 1, 2025, for approval of a Section 1115 Medicaid demonstration waiver or any other Medicaid waiver to provide coverage for nutrition supports for specified individuals.

Social media use by minors. Provides that a social media service may not allow an Indiana resident who is a minor to hold an account with the social media service unless the social media service receives written consent to the minor's use of the social media service from the minor's parent or guardian. Requires a social media service to configure the account of a registered user that the social media service knows, or reasonably should know, is: (1) a minor; and (2) an Indiana resident; in a specified manner. Provides that a social media service that violates these provisions is subject to: (1) an enforcement action by the attorney general; and (2) a civil action by the parent or guardian of the minor with regard to whom the violation pertains. Provides for restrictions on the retention, use, and collection of personal information for purposes of age verification by a social media service and provides that a social media service is subject to a civil action by an individual with regard to whom the social media service violates the restrictions.

Elections in small cities and towns. Repeals provisions concerning municipal elections in small towns located outside Marion County, including provisions that allow for the creation of a town election board. Provides that a municipal election in a certain town or city with a population of less than 3,500 may be held only in an even-numbered year and only at the same time as a primary or general election. Requires the county election board to conduct the elections. Specifies that an officeholder in a municipality whose term was scheduled to expire on November 2, 2027, is entitled to remain in office until a successor is elected on November 7, 2028, qualified, and begins the successor's term on January 1, 2029. Makes conforming amendments.

Reentry support pilot programs. Establishes a peer mentorship pilot program in the: (1) Indiana state prison; (2) New Castle Correctional Facility; (3) Branchville Correctional Facility; (4) Indiana women's prison; and (5) Putnamville Correctional Facility; to use peer mentors and other qualified individuals to provide counseling and other services to aid in the reentry of incarcerated individuals. Establishes within the department of correction a pilot grant program for housing for discharged incarcerated individuals, to be used to assist an individual in obtaining and maintaining housing.

Wage history and wage range. Prohibits, with certain exceptions, an employer from relying on the wage history of an applicant in the hiring process and in determining wages. Prohibits an employer from failing or refusing to: (1) disclose the wage or wage range and a general description of benefits in a posting for a job, promotion, transfer, or other employment opportunity; and (2) provide an employee with the current wage or wage range and a general description of the benefits upon hire, promotion, transfer, and the employee's request. Prohibits an employer from retaliating against an applicant under the wage history provisions and an applicant or employee under the wage range provisions. Provides that an applicant or employee may file a complaint alleging a violation with the department of labor (department), or the department on its own may initiate an investigation and file a complaint alleging a violation. Sets forth civil penalties for a violation. Requires the department to provide a list of employers that have four or more violations to the office of the chief equity, inclusion, and opportunity officer (office). Requires the office to post the list on the equity data portal.

Pension matters. Modifies the definition of "average of the annual compensation" for a member of the public employees' retirement fund (PERF) who retires after December 31, 2026. Specifies that compensation received in contemplation of retirement is excluded from the average of the annual compensation for particular members of PERF and the Indiana state teachers' retirement fund (TRF). Repeals a provision requiring the board of trustees of the Indiana public retirement system (board) to maintain separate accounts for each unit of local government. Provides that amounts forfeited under the public employees defined contribution plan must be used as determined by the board. (Current law requires these amounts to be used to reduce the unfunded accrued liability of PERF.) Specifies a process by which a fully vested member of the public employees' defined contribution plan or the teachers' defined contribution plan may irrevocably elect to participate in PERF or TRF, as applicable. Modifies the information that must be included in a delinquency notice to a delinquent political subdivision. Specifies the circumstances under which an employer under the 1977 police officers' and firefighters' pension and disability fund is required to pay for certain mental health care and treatment. Makes conforming amendments. (The introduced version of this bill was prepared by the interim study committee on pension management oversight.)

Comparative college and career information. Authorizes the commission for higher education (commission) and the department of workforce development with collecting and compiling certain information concerning: (1) postsecondary education; (2) career and technical education; (3) workforce qualifications; (4) workforce earnings; and (5) workforce debt. Authorizes the commission to create an interactive website known as the student horizon dashboard to provide public access to certain collected and compiled information. Authorizes the commission, with assistance from the department of education and the department of workforce development, to create a report known as the student graduate horizon scorecard (scorecard) for annual distribution. Specifies that the scorecard may contain certain information concerning high paying civilian and military careers and in demand jobs. Requires the commission to prepare an annual report for the legislative council. Requires state educational institutions and career and technical education centers to collect and provide information as requested by the commission.

Payment for Medicaid physician services. Requires the office of Medicaid policy and planning (office) or a managed care organization to promptly cover physician services rendered in a hospital emergency department by a physician who has entered into a provider agreement with the office or managed care organization, without limiting what constitutes an emergency medical condition. Specifies considerations that must be made in determining whether the prudent layperson standard has been met. Prohibits any delay in or denial of compensation to the physician unless the cause of the delay or denial is specifically provided for in: (1) the Medicaid managed care law; (2) an administrative rule adopted under the Medicaid managed care law; (3) the federal administrative rules on Medicaid managed care; or (4) the provider agreement. Prohibits a managed care organization from denying an emergency services claim solely because the claim code is not listed on the autopay list.
