Absentee ballot retraction. Requires a county election board to test certain voting machines to ensure that an absentee ballot can be retracted before tabulation of the ballot if the ballot is required to be rejected. Requires the public test of a voting system to test whether a rejected ballot is retracted. Voids a March 25, 2022, advisory opinion adopted by the Indiana election commission. Provides that, to be approved by the Indiana election commission for use in Indiana, a voting system must meet certain standards of the Voluntary Voting System Guidelines adopted by the United States Election Assistance Commission on February 10, 2021. Allows a county to continue to use an optical scan ballot card voting system or an electronic voting system if certain matters concerning the voting system were approved before October 1, 2025. Allows a voting system to include a retraction feature concerning certain votes cast on absentee ballots.

Allows a school chaplain to provide: (1) secular advice, guidance, and support services; and (2) nonsecular advice, guidance, and support services if certain conditions are met. Provides that, with exceptions, communications made by a student to a school chaplain are privileged and confidential.

Hearing aids and speech-language pathologists. Adds speech-language pathology assistant to the definition of "practitioner" for purposes of the provision of telehealth. Specifies services included in the definition of "audiology". Allows for the sale, use, provision of customer service, or distribution of an over-the-counter hearing aid without the fitting of the hearing aid by a hearing aid dealer who has been issued a certificate of registration or a licensed audiologist. (Current law does not differentiate between a prescription hearing aid and an over-the-counter hearing aid concerning the fitting of the hearing aid.)

Collaborative distilling. Allows the holder of an artisan distiller's permit (artisan distiller) to: (1) manufacture liquor, including blending liquor sourced from another licensed manufacturer with liquor the artisan distiller manufactures; and (2) redistill, age, or bottle liquor, including liquor sourced from another licensed manufacturer; in accordance with certain provisions. Allows an artisan distiller to manufacture liquor for another artisan distiller if certain conditions are met. Allows an artisan distiller to blend or sell liquor from another licensed manufacturer as liquor that the artisan distiller manufactures if the artisan distiller's aggregate annual sales, in gallons, is made up of not less than 70% of liquor that was fermented and distilled from raw materials by the artisan distiller at the licensed premises of the artisan distiller. Specifies that brandy or liquor transferred in bond counts, for the calendar year in which the transfer occurs, toward the gallonage limit for the permit holder that receives the liquor or brandy transferred in bond. Provides that a transfer in bond of liquor or brandy that occurred before July 1, 2025, between the holder of an artisan distiller's permit, a farm winery brandy distiller's permit, or a distiller's permit: (1) is not subject to a provision that restricts the amount of sourced liquor that an artisan distiller may sell; and (2) does not, for purposes of that provision, count toward the amount of sourced liquor that an artisan distiller may sell.
