Pension matters. Amends provisions regarding the surcharge rates established by the Indiana public retirement system to actuarially prefund certain postretirement benefits. Adds provisions requiring the treasurer of state to determine a surcharge amount that is to be paid into the supplemental reserve account for the state police pre-1987 and 1987 benefit systems. Provides for a thirteenth check in calendar year 2025 for certain members, participants, or beneficiaries of the: (1) Indiana state teachers' retirement fund; (2) Indiana public employees' retirement fund; (3) state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan; (4) state police pre-1987 benefit system; and (5) state police 1987 benefit system. Makes conforming changes.

Jail commissary fund reporting. Requires a sheriff to provide a copy of a jail commissary fund's receipts and disbursements to the county fiscal body on a monthly basis, due not later than the fifth day of the following month. (Under current law, a copy must be provided on a semiannual basis, due on July 1 and December 31 of each year.) Requires a sheriff to appear in person before the county fiscal body once each year to present an annual report on a jail commissary fund's receipts and disbursements. Makes a technical correction.

Landlord-tenant matters. For purposes of a residential rental unit, defines: (1) "essential services" as certain utility services needed for the safe and habitable occupation by a tenant of the tenant's rental unit; and (2) "essential systems" as certain systems used to deliver essential services to a rental unit. Requires a landlord to repair or replace an essential system not later than 48 hours after being notified by a tenant that the tenant's rental unit is without essential services as a result of: (1) a malfunction in the essential system; or (2) the landlord's failure to maintain the system in good and safe working condition. Requires a landlord to pay all penalties or fines imposed by a political subdivision for violation of the landlord's obligations with regard to a rental premises. Requires a landlord to pay all penalties or fines and make all repairs required by a political subdivision before the landlord may deliver the rental premises to a tenant. Provides that a tenant may enforce a statutory obligation of a landlord by: (1) providing 30 days notice to the landlord of the landlord's noncompliance with the obligation; and (2) if the landlord fails to make the repairs necessary to remedy the noncompliance, withholding from the next regular rental payment the estimated cost of the repairs and using the amount withheld to make the repairs. Provides that, during the pendency of a court action brought by a tenant to enforce a statutory obligation of a landlord, the court may order the tenant to make the regular rental payments otherwise due to the landlord under the rental agreement to: (1) the clerk of the court; or (2) an attorney trust account; to be held in trust for disbursal to the prevailing party, as ordered by the court.

Licensed electrologists. Provides that an applicant for an electrology license does not need to hold a cosmetologist license or esthetician license before applying for an electrology license. Requires an applicant to complete a combined total of 600 hours of education and experience required under the rules adopted by the state board of cosmetology and barber examiners (board) beginning July 1, 2026. Requires the board to amend the rules for electrology training in a beauty culture school not later than June 30, 2026.

Scholarships. Provides that a scholarship granting organization must include certain information in its annual public report to the department of education. Provides that applicants enrolled in a transition to teaching program after June 30, 2024, may qualify for certain scholarships if the applicant is a member of a household with an annual income of not more than 400% of the amount required for the applicant to qualify for the federal free or reduced price lunch program. (Currently, the annual income threshold is $100,000 or less.) Permits the commission for higher education to use the remaining balance allocated to certain teaching scholarships or in certain teaching scholarship funds to fund additional specified teaching scholarships.

Surrender of firearms for domestic violence crimes. Provides that a person who: (1) has been convicted of a crime of domestic violence; and (2) knowingly or intentionally possesses a firearm; commits a Class A misdemeanor. Specifies certain defenses. Requires a court to issue an order, upon entry of a judgment of conviction for domestic battery or a crime of domestic violence, that: (1) prohibits ownership or possession of a firearm; (2) requires the defendant to surrender: (A) any firearm owned or possessed by the defendant; and (B) any license or permit to carry a handgun (license) owned or possessed by the defendant; and (3) requires confiscation, within 72 hours, of any firearm or license owned or possessed by the defendant. Provides that a domestic batterer who knowingly or intentionally fails to surrender a certain firearm or license commits a Class A misdemeanor, enhanced to a Level 6 felony in specific instances. Provides certain defenses. Specifies how a confiscated firearm or license shall be returned or disposed of if a person's right to possess a firearm is restored. Defines certain terms. Makes conforming amendments.

Blockchain technology. Provides that not later than March 1, 2026, the department of administration (department) may issue a request for information for purposes of exploring how the use of blockchain technology could be used by a state agency to: (1) achieve greater cost efficiency and cost effectiveness; and (2) improve consumer convenience, experience, data security, and data privacy. Requires the department to compile a report concerning the request for information and submit the report to the legislative council not later than October 1, 2026.

Authority to deny enrollment to unlawful immigrant. Authorizes a school corporation to deny an immigrant student enrollment in a school operated by the school corporation if the school corporation determines by a preponderance of the evidence that the immigrant student is present in the United States in violation of law. Requires the attorney general to defend the school corporation in any cause of action brought against the school corporation for denying an immigrant student enrollment. Requires a school corporation to annually report the number of immigrant students present in the United States in violation of law who were enrolled in a school operated by the school corporation in the immediately preceding school year.

Veterans service officers. Defines "qualified part-time service officer". Establishes the county service officer grant fund to provide grants to counties for salaries for county service officers, including qualified part-time service officers. Requires the Indiana department of veterans' affairs commission (commission) to adopt rules establishing minimum annual salaries that a county must pay for county service officers, including qualified part-time service officers, in order for the county to receive a grant. Provides that the Indiana department of veterans' affairs (department) shall administer the fund. Requires a county or city service officer appointed or employed after June 30, 2025, to be accredited by the National Association of County Service Officers. Requires each county to appoint a county service officer. (Current law provides that a county may appoint a county service officer.) Requires a county that does not contain a consolidated city to employ: (1) a full-time service officer or two qualified part-time service officers if the county has at least 5,000 veterans residing in the county; and (2) an additional qualified part-time service officer for each additional 2,500 veterans. Requires a county containing a consolidated city to hire at least one full-time service officer or two qualified part-time service officers for each 10,000 veterans residing in the county. Requires that a county or city service officer appointed or employed before July 1, 2025, must be accredited by the National Association of County Service Officers before July 1, 2027. Makes an appropriation.

Rape kits. Establishes the rape kit backlog fund to provide funding for assisting law enforcement agencies and testing labs in eliminating the backlog of untested rape kits. Requires the state police department to provide grants to law enforcement agencies and testing labs to help eliminate the backlog of untested rape kits. Requires the state police department to make an annual report to the general assembly. Provides that before January 1, 2027, every law enforcement agency and testing lab shall process certain rape kits in their possession that are not completely processed as of July 1, 2025.

Employing an unauthorized alien. Requires certain employers to use the E-Verify program to verify the work eligibility status of all employees of the employer hired after June 30, 2025. Prohibits an employer from intentionally doing the following: (1) Employing an unauthorized alien. (2) Entering a contract, subcontract, or an independent contractor agreement with a person: (A) to obtain the labor of an unauthorized alien in Indiana; or (B) that employs or contracts with an unauthorized alien. Specifies a process by which an individual may submit a complaint alleging a violation of these prohibitions. Requires the attorney general or the prosecuting attorney to: (1) investigate the complaint; (2) make a determination on the complaint; and (3) if the determination is made that the complaint is not false and frivolous, provide notice of the unauthorized alien to certain entities. Requires the prosecuting attorney to bring an action against the employer if the determination is made that the complaint is not false and frivolous. Specifies what the court must order if the court finds that an employer committed a violation. Specifies defenses and a rebuttable presumption.
