Lawrence County juvenile magistrate. Allows the judge of the Lawrence County juvenile court to appoint not more than one full-time magistrate.

Transportation of minor for prohibited procedures. Makes assisting a child in procuring a gender transition procedure a Level 6 felony.

Newborn tax credit. Amends the definition of adjusted gross income to remove the additional dependent child exemption of $1,500 in the first taxable year in which an allowed child is claimed. Establishes a refundable tax credit for newborn children, which an eligible taxpayer may claim only in the first taxable year in which a particular newborn child is eligible for the exemption allowed under specified provisions of the Internal Revenue Code. Defines "eligible taxpayer". Provides that the amount of the credit is $500 per newborn child, or $250 per eligible newborn child in the case of a married individual filing a separate return. Prorates the credit in the case of a resident taxpayer residing in Indiana for a period of less than the taxpayer's entire taxable year.

Grants for participation in the 287(g) program. Establishes the 287(g) agreement grant program. Provides that a "287(g) agreement" refers to an agreement entered into under Section 287(g) of the Immigration and Nationality Act. Allows the department of homeland security to provide grants to assist certain local law enforcement authorities in entering into and carrying out law enforcement under a 287(g) agreement.

Suspension of prosecuting attorney. Authorizes the governor to suspend a prosecuting attorney from office for malfeasance, misfeasance, neglect of duty, incompetence, permanent inability to perform official duties, or commission of a felony, and allows the governor to fill the office by appointment for the period of suspension. This proposed amendment has not been previously agreed to by a general assembly.

Assessment of land used for solar power generation. Amends provisions that require the department of local government finance to annually determine a solar land base rate to divide the current south region into two regions (southeast and southwest regions) for which a separate solar land base rate must be determined by the department. Specifies the counties in each new region.

Nonjurisdictional water utilities. Includes water utilities within the scope of the statute that subjects wastewater utilities that: (1) are not under the jurisdiction of the Indiana utility regulatory commission (IURC) for the approval of rates and charges; and (2) have been issued one or more enforcement orders by the department of environmental management; to a series of oversight actions by the IURC for each additional enforcement order, including rate review, rate regulation, and the initiation of a receivership proceeding. Makes a conforming amendment to the statute that governs the process by which water utilities and wastewater utilities may withdraw from the jurisdiction of the IURC.

Recreational vehicle dealers. Sets forth requirements for recreational vehicle dealer agreements for the sale of recreational vehicles in Indiana. Makes conforming changes.

Domestic violence. Requires inservice training about the seizure and retention of firearms owned by an allegedly dangerous individual. Specifies that the office of judicial administration shall report a conviction for a misdemeanor crime of domestic violence in conviction data it transmits to the Federal Bureau of Investigation for inclusion in the NICS data base. Provides that a court may require a defendant who has at least one conviction for invasion of privacy and is charged with a crime of domestic violence to complete rehabilitative services. Requires a court to conduct an evidence based risk assessment for a defendant who has at least one conviction for invasion of privacy and is charged with a crime of domestic violence. Provides that a court shall require a person to wear a monitoring device as a condition of bail if the person is charged with a crime of domestic violence and has a prior unrelated conviction. Requires a court to order a person convicted of a crime of domestic violence to relinquish any firearms in the person's possession. Requires that if the rightful owner of a firearm has been convicted of murder, a law enforcement agency shall destroy the firearm. Provides that a person who has been convicted of a crime of domestic violence and knowingly or intentionally possesses a firearm commits a Class A misdemeanor. Provides the process for firearm confiscation. Adds a person convicted of two or more offenses under invasion of privacy to the definition of "dangerous" for purposes of the seizure and retention of a firearm. Adds that a violation of a civil protection order under the Indiana Civil Protection Order Act may be used to establish that an individual is dangerous for the purposes of the seizure and retention of a firearm.

Incarcerated women's maternal health fund. Establishes the Officer Breann Leath Memorial Prison Nursery (nursery) within a correctional facility determined by the commissioner of the department of correction (DOC). Specifies the criteria for operation, design, and implementation of the nursery and minimum standards that govern the nursery. Requires the DOC to provide an annual report to the legislative council concerning the nursery. Amends the statute requiring the DOC to adopt rules governing minimum standards for county jails to include the provision of menstrual discharge collection devices to inmates. Establishes the incarcerated women's maternal health fund to provide funds to support the nursery. Makes a continuing appropriation.

Water utilities. Includes water utilities within the scope of the statute that subjects wastewater utilities that: (1) are not under the jurisdiction of the Indiana utility regulatory commission (IURC) for the approval of rates and charges; and (2) have been issued one or more enforcement orders by the department of environmental management; to a series of oversight actions by the IURC for each additional enforcement order, including rate review, rate regulation, and the initiation of a receivership proceeding. Makes a conforming amendment to the statute that governs the process by which water utilities and wastewater utilities may withdraw from the jurisdiction of the IURC. Amends the statute governing the acquisition of water utilities and wastewater utilities to require the IURC to consider and authorize mechanisms to allow utility companies to integrate into their systems, invest in, and earn on acquired utility assets, subject to a finding by the IURC that the proposed mechanism is just and reasonable and in the public interest. Amends the statute governing the recovery of costs for eligible infrastructure improvements made by water or wastewater utilities to provide that, in the case of a public utility (as defined in the Indiana Code), "infrastructure improvement costs" eligible for recovery include: (1) deferred depreciation expense; and (2) post in service carrying costs; for the eligible infrastructure improvements. Adds language to the Indiana Code chapter governing public water supplies to provide that a complaint: (1) seeking damages from a water utility; and (2) arising out of an alleged exposure to drinking water supplied by the water utility; is barred if the water supplied by the water utility met applicable regulatory standards under specified federal and state law. Amends the Indiana Code section prohibiting the department of natural resources (department) from regulating certain activities within the 100 year flood level of a water supply reservoir owned and operated by a municipality or a public utility for the purpose of providing water utility service to the public to also prohibit the department from ordering the closure or removal, or the partial closure or removal, of: (1) a dam that forms such a water supply reservoir; or (2) a dam that forms or contains a body of water that is used to supply one or more private water wells; if the closure or removal, or the partial closure or removal, of the dam would impact the provision of water utility service to the public or the supply of water to one or more private water wells.

Indiana economic development corporation board. Beginning in 2026, modifies the criteria for appointment to the board of the Indiana economic development corporation (board) to require that certain members appointed by the governor must reside in separate Indiana congressional districts but preserves the provision that permits the governor to appoint not more than three additional members to the board without regard to the congressional district residency requirement added by the bill. Makes corresponding changes.

Tax increment financing. Provides that if a proposed redevelopment project area is not taxable at the time the allocation area is being established, any property taxes that would have been paid on undeveloped land shall be included in the base assessed value for purposes of determining property tax levy distributions to the appropriate local units.

Microtransit pilot program. Establishes the microtransit pilot program for the purpose of providing microtransit services to residents of eligible counties.

Whole home repairs program. Establishes the whole home repairs program to provide funding to eligible entities to: (1) award grants to local homeowners; and (2) make loans available for small landlords offering affordable units for rent; for certain home repairs.
