Limitation of liability for DCS contractors. Limits the civil liability of contractors that provide specified services under a contract with the department of child services (DCS).

Prosecuting attorneys. Establishes a special prosecuting attorney unit as a division of the prosecuting attorneys council of Indiana (IPAC) to: (1) take special prosecutor appointments; and (2) increase the number of qualified special prosecutors. Establishes the Indiana prosecuting attorney commission as a division of IPAC to: (1) make recommendations to the general assembly concerning staffing for prosecuting services; (2) adopt guidelines and standards for attorney services; and (3) provide reimbursement to counties for expenses incurred in connection with attorney services. Makes conforming amendments.

State grants data base. Requires the Indiana department of administration (department) and the office of technology to create a state grants website to serve as a central location for information on grants administered by executive branch state agencies. Requires an executive branch state agency to provide grant information to the department before commencing a grant solicitation or award process.

Seat belts on school buses. Requires a governing body, charter school, or accredited nonpublic school seeking to purchase a school bus or special purpose bus to: (1) request information concerning the cost of purchasing a school bus or special purpose bus equipped with 3-point lap and shoulder safety belts; and (2) hold a public meeting on the costs and benefits of purchasing a school bus or special purpose bus with 3-point lap and shoulder safety belts before voting on whether to purchase the bus. Allows a school corporation, charter school, or an accredited nonpublic school to use a portion of a grant from the safe schools fund or the secured school fund toward purchasing or equipping school buses and special purpose buses with safety equipment. Requires each occupant of a school bus or special purpose bus that has a 3-point lap and shoulder safety belt to have the 3-point lap and shoulder safety belt properly fastened about the occupant's body at all times when the bus is in motion. Provides for an exception to the laws concerning other types of passenger restraint systems.

Employment leave for volunteer firefighters. Provides that a state agency, political subdivision, or private employer may provide not more than five days of paid leave to an employee who is a volunteer firefighter and takes a leave of absence: (1) to respond to a fire or emergency call; or (2) for an injury that occurs while the employee is engaged in emergency firefighting or other emergency response activity.

Land banks. Allows a county to adopt an ordinance requiring every person who wishes to participate in a tax sale as a bidder to pay a neighborhood investment fee of not more than $150 and specifies the manner in which neighborhood investment fees collected are to be distributed to land banks. Allows a county to adopt an ordinance to impose, in addition to the 5% penalty for delinquent real property taxes, an additional penalty of not more than 3% for a total penalty that may not exceed 8% of the amount of delinquent real property taxes (additional penalty ordinance). Exempts delinquent tax payments attributable to real property receiving the homestead standard deduction for the most recent assessment date from an additional penalty ordinance. Specifies the manner in which the amounts collected attributable to an additional penalty ordinance are to be distributed to land banks. Allows a county to adopt an ordinance imposing a $15 fee for each document recorded on a tract located in the territory of a land bank and specifies the manner in which the fee is be distributed to land banks. Makes various changes to the statutes governing land banks that concern certain land bank powers, objectives, and duties. Provides that a majority of the directors of a land bank's board must have demonstrated competency in an occupation or discipline that is relevant to the primary purpose of a land bank. Allows a land bank to establish advisory committees composed of specified community members to consult with and advise the land bank on: (1) properties within the territory of the land bank that are imposing the greatest harm on residents and neighborhoods; (2) resident and neighborhood priorities for new uses of land bank properties; and (3) options for potential transferees of land bank properties. Provides, subject to certain limitations, that a land bank may use an interlocal agreement to establish processes to improve the quality of title and marketability of property the land bank owns by extinguishing any liens that exist on the property. Provides that, if a land bank enters into an interlocal agreement, any employees of an eligible unit who may be contracted to provide staffing services to the land bank pursuant to the interlocal agreement retain their status as public employees of the eligible unit. Requires a county executive to provide a land bank in the county with a list of tracts located in the territory of the land bank that: (1) are delinquent on property taxes; and (2) have been offered for public sale at least two times and remain unsold; on an annual basis. Specifies that list must be provided to the land bank within 60 days after the end of the last tax sale for which the tracts went unsold. Allows the county executive to transfer its interest in a tract on the list to a land bank if requested by the land bank not later than 90 days after it receives the list.

Funding for the development of health professions. Establishes the linking industry to nursing education fund (fund) for the purpose of expanding nursing education opportunities. Defines terms and provides administrative provisions for the fund. Requires the commission for higher education (commission), before August 1, 2023, to develop an application for a competitive grant program that matches contributions from a health care entity to an educational institution on a dollar for dollar basis from the fund. Provides that the application may be submitted by any educational institution and must require the educational institution to include the expected number of additional students the educational institution will be able to accept into its nursing education program as a result of the matching program. Requires the commission to approve an application if sufficient funds are available and if the matching grant will be used by the educational institution for certain purposes. Provides that a partial grant may be awarded. Requires the commission to make an annual report of certain information to the legislative council. Provides that a matching grant may not be used for the construction of a new building or the renovation of an existing building. Requires the professional licensing agency to retain 80% of all fees collected from new and renewed board licenses and certificates unless a certain amount or percentage of the fee is designated for a specific fund. Requires the agency to use the amount retained to carry out the agency's purposes and to work toward the goal of issuing all new licenses and certificates within 30 days after a complete application is submitted. Appropriates from the state general fund to the commission for higher education $30,000,000 for the state fiscal year beginning July 1, 2023, and ending June 30, 2024, and $30,000,000 for the state fiscal year beginning July 1, 2024, and ending June 30, 2025, to be used for the fund.

911 fees. Authorizes the statewide 911 board to increase the following fees one time in the period beginning after April 30, 2023, and ending before July 1, 2026: (1) The enhanced prepaid wireless charge. (2) The statewide 911 fee. (Current law allows the board to adopt one time increases to each fee in the period that began after April 1, 2020, and ends before July 1, 2023.)

Massage therapist licensure by endorsement. Provides that a massage therapist who is licensed, certified, or registered in another state may receive an Indiana license by endorsement if the other state's credentialing standards are substantially equivalent to or exceed the credentialing standards in effect in Indiana at the time that the individual's license, certification, or registration was granted in the other state.

Community integration and habilitation waiver. Establishes the special service review team to review denied applications and applications for which a determination has not been made for the community integration and habilitation waiver. Limits the geographical area of review. Establishes reporting requirements. Requires the division of disability and rehabilitative services to obtain consent from a waiver applicant in order to share the application data with the review team. Provides immunity for an employee who obtains consent and provides the information in good faith. Provides that the review team expires December 31, 2024. Makes changes to the situations in which an emergency placement priority may be provided for individuals under a Medicaid waiver.

Hunger-free campus grant program. Establishes the hunger-free campus grant program (grant program) to provide grants to state educational institutions for purposes of addressing food insecurity among students enrolled in state educational institutions. Provides that the commission for higher education (commission) shall provide a grant under the grant program to a state educational institution, if at least one campus is designated by the commission as a hunger-free campus. Establishes criteria that a campus of a state educational institution must meet in order to be designated a hunger-free campus. Makes an appropriation.

Election security. Requires the interim study committee on elections to study all issues relating to making voting by absentee ballot by mail as secure as in-person voting. Provides that a county election board may provide the training required for poll workers in person, online, through video presentation, or by any combination of these formats. Standardizes language regarding who can receive election supplies for a precinct. Provides that a person providing an absentee ballot application form to an individual may not highlight, emphasize any language, or otherwise make marks on the provided absentee ballot form that might prompt or confuse a voter regarding the information the voter should supply in filling out the absentee ballot application. Provides that a county election board may not permit the use of drop boxes to receive absentee ballots. Provides that the following is a Level 6 felony: (1) Casting a ballot in an Indiana election and later casting another ballot in the same Indiana election with the intent that both ballots be counted. (2) Casting a ballot for a federal office in an Indiana election and during the same general election also casting a ballot for the same federal office in another state with the intent that both ballots be counted. Enhances the crime of battery if the victim is an election worker. Repeals a statute relating to absentee ballot drop boxes.

Reporting requirements for electric vehicles. Requires the bureau of motor vehicles to submit a report annually to the Indiana utility regulatory commission that includes information regarding the number of electric vehicles registered by county.

Information concerning the cytomegalovirus. Requires the Indiana department of health (department) to prepare comprehensive informational materials concerning the cytomegalovirus (materials). Requires the department to distribute the materials to the division of family resources (division) and place the materials on the department's website. Requires the division to annually distribute the materials to each provider, licensee, and employee of the provider or licensee of a: (1) child care program; (2) child care home; (3) child care center; and (4) child care ministry. Makes technical changes.

Study committee. Urges the legislative council to assign the topic of various housing matters to the appropriate interim study committee.
