Energy audit of state government campus. Provides that the Indiana department of administration may issue a request for proposals and award a contract for the conduct of an energy audit on the: (1) Indiana state capitol building; and (2) Indiana government center north and south buildings; not later than December 31, 2023.

Law enforcement academy board chair. Provides that the chair of the Indiana law enforcement training board alternates every two years among the superintendent of the Indiana state police department, a county sheriff, and a chief of police.

Study of homeowners association issues. Urges the legislative council to assign to an appropriate interim study committee the task of studying specific issues concerning homeowners associations.

Elimination of local income tax councils. Eliminates local income tax councils beginning July 1, 2024, and instead provides that the county fiscal body is the adopting body in all counties for purposes of the LIT.

Grants for local law enforcement agencies. Establishes the community relations and fund the police grant program to be administered by the Indiana criminal justice institute (ICJI). Specifies that the program is a matching grant program requiring recipients to match each dollar received. Establishes the community relations and fund the police grant fund (fund). Annually appropriates $25,000,000 to the ICJI for deposit in the fund. Annually allocates $5,000,000 for grants to local law enforcement agencies in Marion County and $20,000,000 for grants to local law enforcement agencies in the other counties of the state. Provides that the maximum amount of a grant awarded to a local law enforcement agency in a particular state fiscal year is $250,000. Specifies certain restrictions on and the permissible uses of a grant awarded to a local law enforcement agency.

Closure of coal combustion residuals surface impoundments. Requires the owner or operator of certain coal combustion residuals (CCR) surface impoundments to remove all CCR from the CCR surface impoundment, return the site of the CCR surface impoundment to a nonerosive and stable condition, and either transfer the CCR for disposal in a landfill that meets certain requirements or put the CCR to an encapsulated beneficial use. Requires that the CCR be put to an encapsulated beneficial use whenever possible. Requires the owner or operator of a CCR surface impoundment to monitor for dust problems during removal of the CCR from the surface impoundment and requires the use of dust controls in the removal, transfer, and disposal of the CCR to minimize dust pollution. Requires the owner or operator of a CCR surface impoundment to develop a plan for transporting CCR removed from the surface impoundment. Prohibits the department of environmental management (department) from approving a plan for closure of a CCR surface impoundment that does not meet these requirements. Requires the department to hold a public hearing on the approval or denial of a plan for the closure of a CCR surface impoundment. Makes technical corrections, including specifying an effective date referenced in a provision of current law. Directs the department to establish and operate a coal combustion residual detection, prevention, and correction program.

Campaign finance reports of local candidates. Requires the circuit court clerk of each county to place a copy of each campaign finance report, notice, or other instrument filed with the county election board on the circuit court clerk's or county election board's website in portable document format.

Various alcohol matters. Modifies the definition of "entertainment complex" for purposes of alcohol law. Provides that a primary source of supply, manufacturer, or wholesaler may supply equipment on a temporary and nondiscriminatory basis to the holder of a retailer permit or a temporary permit for the purpose of holding, storing, and dispensing product to consumers for a special event for the duration of the special event. Provides that certain brewers may sell or transfer beer to certain food manufacturers for the purpose of adding or integrating the beer into a product or recipe. Provides that a product that contains transferred beer may not contain more than 0.5% of alcohol by volume when the product leaves the food manufacturer's facility. Allows a small brewery to receive, bottle, and package beer from another small brewery if certain requirements are met. Makes technical corrections regarding a permit holder who manufactures not more than 90,000 barrels of beer in a calendar year for sale or distribution in the state. Increases, within a certain historic district, the number of alcoholic beverage restaurant permits from 10 to 15, and changes certain other requirements. Permits the issuance of three new three-way permits, three new two-way permits, and one new liquor dealer's permit to the town of Whitestown. Requires the alcohol and tobacco commission to issue a beer dealer's permit and a wine dealer's permit to an eligible grocery store. Increases the number of gallons of liquor that an artisan distiller may produce in a calendar year from 10,000 to 20,000. Amends the conditions in which a minor can lawfully be in a room on a licensed premises in which is located a bar over which alcoholic beverages are sold or dispensed by the drink.

Coverage for living organ donors. Prohibits an insurer that issues a policy of life insurance, disability insurance, or long term care insurance from taking certain actions with respect to the coverage of individuals who are living organ donors. Specifies that certain actions constitute an unfair and deceptive act and practice in the business of insurance when taken against a living organ donor by an insurer.

Military veteran teachers. Provides that a member of the Indiana state teachers' retirement fund who retires after June 30, 2023, and served time in voluntary or involuntary active military service is entitled to military service credit for the member's active military service in an amount equal to the duration of the member's active military service, if the member: (1) received an honorable discharge; and (2) has at least 10 years of in-state service credit. Provides that not more than four years of military service credit may be granted. Provides that military veterans who have not yet earned a bachelor's degree may be granted a temporary initial practitioner's license (temporary license) under certain conditions. Requires that an individual with a temporary license be assigned a teacher mentor for at least two years. Provides that a temporary license is valid for four years and is nonrenewable.

Public health reporting for rental housing. Allows tenants to report unsafe rental housing conditions to the local health department (department). Requires the department to investigate allegations of unsafe rental housing conditions. Provides that the hearing authority shall hold a hearing if probable cause exists, make findings of fact, and make recommendations for department action. Provides certain procedural requirements for the hearing. Requires the department to do one or more of the following if the allegations are true: (1) Issue a warning to the landlord. (2) Impose a civil penalty on the landlord not to exceed $1,000. (3) Bring a cause of action against the landlord to compel necessary repairs to alleviate the unsafe rental housing condition. Allows a person to file a complaint requesting judicial review of the hearing authority's finding or the department action within 10 days of the finding or action. Requires a request for judicial review to be filed in a verified complaint including the findings and action taken. Provides that a reviewing court may affirm, modify, or reverse an action taken by the department.

Decriminalization of marijuana. Decriminalizes possession of two ounces or less of marijuana.

Green alert for missing at risk veterans. Defines "veteran at risk". Creates the green alert program to provide for public notification regarding missing veterans at risk. Changes the name of the Indiana clearinghouse for information on missing children and missing endangered adults to the Indiana clearinghouse for information on missing children, missing veterans at risk, and missing endangered adults (clearinghouse). Makes conforming changes to the duties of the clearinghouse. Creates certain duties and reporting requirements for law enforcement agencies concerning missing veterans at risk. Provides immunity for a broadcaster who broadcasts, or an electronic billboard operator who displays, a green alert notification and a person who establishes or maintains a green alert website under an agreement with the state police department. Makes technical corrections.

Medicaid reimbursement for school psychologists. Adds a school psychologist as a qualified provider for purposes of the Medicaid program. Provides that a school psychologist does not need supervision or authorization from another qualified provider in order to obtain Medicaid reimbursement for certain services provided to a Medicaid recipient.

Participation in community eligibility provision. Requires an eligible school corporation to elect to participate in the federal community eligibility provision to provide universal free school breakfast and lunch to all students.
