Vehicle joint resolution. This proposed amendment has not been previously agreed to by a general assembly.

Health care billing forms. Provides that a bill for health care services provided by a provider in an office setting must be submitted on an individual provider form. Prohibits an insurer, health maintenance organization, employer, or other person responsible for the payment of the cost of health care services from accepting a bill that is submitted on an institutional provider form. Requires the Indiana department of health to adopt rules for the enforcement of these provisions.

Possession of firearms by retired police officers. Provides that a retired law enforcement officer may possess a firearm on school property under certain conditions.

Grants for ambulance purchase. Establishes the rural community ambulance grant pilot program and fund. Provides that the program and fund are administered by the emergency medical services commission (commission). Provides that the commission shall award grants on a competitive basis. Makes an appropriation.

Sale of companion animals. Defines "companion animal" as a dog or cat. Defines "casual breeder" as a person who maintains at least five but not more than 20 unaltered female dogs that are at least 12 months of age and is recognized by a kennel society. Defines "hobby breeder" as a person who: (1) maintains not more than four unaltered female dogs that are at least 12 months of age; (2) only sells the offspring of the unaltered female dogs raised on the breeder's premises as pets or for exhibition; and (3) is recognized by a kennel society. Prohibits the adoption or enforcement of an ordinance or regulation prohibiting the sale of a companion animal in certain circumstances.

Elimination of textbook fees. Requires each public school to provide curricular materials at no cost to each student enrolled in the public school. Establishes the student resource fund (fund) to provide state advancements for costs incurred by public schools in providing curricular materials to students at no cost. Provides that the department of education (department) shall administer the fund. Provides that for state fiscal years beginning after June 30, 2023, money in the fund is continually appropriated. Provides that a governing body or organizer of a charter school: (1) may purchase from a publisher any curricular materials selected by proper officials; (2) may rent curricular materials to certain nonpublic schools; and (3) may not rent the curricular materials to any student enrolled in any public school. Repeals a requirement that a school corporation must offer curricular materials at a reasonable rate to a family that moves during the school term. Repeals a requirement that a township trustee must use specified accounting methods for a curricular materials rental fund. Makes conforming changes. Requests an appropriation in the state budget to the fund for the biennium beginning July 1, 2023, and ending June 30, 2025. Appropriates from the state general fund to the office of the secretary of family and social services an amount sufficient to meet maintenance of effort requirements in the state budget for the biennium beginning July 1, 2023, and ending June 30, 2025.

Pharmacist contraceptive prescriptions. Allows pharmacists who meet certain requirements to prescribe and dispense hormonal contraceptive patches and self-administered oral hormonal contraceptives (contraceptives). Establishes requirements for pharmacists who prescribe and dispense contraceptives. Requires the Indiana board of pharmacy (board) to adopt rules. Requires health plans to provide coverage for contraceptives and certain services. Establishes an exception for nonprofit religious employers. Requires the board to issue an annual report to the legislative council.

Community crossing grants. Sets maximum grant application amounts for local units based on vehicle miles traveled. Repeals the requirement that the department of transportation (department) must allocate at least 50% of the amount available to make grants in a state fiscal year to local units located in counties having a population of less than 50,000. Requires the department, prior to January 1, 2024, to pay off any outstanding debt related to crossroads 2000 bonds and repurpose the annual payment to urban redevelopment authorities.

County highway supervisors. Establishes a grant-in-aid subsidy for a county highway supervisor's annual salary. Makes an appropriation.

Medicaid and medical equipment. Removes medical equipment and supplies from the list of items or services for which the office of the secretary of family and services (office) may seek competitive bids for the Medicaid program. Specifies that the office, managed care organizations, subcontractors, and third party administrators must reimburse: (1) durable medical equipment; (2) complex rehabilitation technology; and (3) supplies; at a rate that is at least 100% of the rate in specified fee schedules. Requires the office to develop and implement a tool to assist in the determination of capped rental payments for certain items. Adds a member to the Medicaid advisory committee.

Special death benefit for OIG investigators. Adds an investigator for the inspector general to the list of: (1) public safety officers whose relative receives a special death benefit if the officer dies in the line of duty; and (2) employees who may qualify for a presumption of disability or death in the line of duty.

Regulation of assault weapons. Prohibits a licensed importer, licensed manufacturer, licensed dealer, or licensed collector from selling or delivering a semiautomatic assault weapon to a person who is less than 21 years of age. Defines terms.

Medicaid reimbursement for school services. Adds a school psychologist as a qualified provider for purposes of the Medicaid program. Requires the office of the secretary of family and social services to apply for a Medicaid state plan amendment before September 1, 2023, to allow school corporations to obtain Medicaid reimbursement for specified services. Provides that a school psychologist does not need supervision or authorization from another qualified provider in order to obtain Medicaid reimbursement for certain services provided to a Medicaid recipient.

Child placement and permanency. Provides that a juvenile court in a child in need of services (CHINS) proceeding: (1) may extend the time to complete the required factfinding hearing: (A) for good cause shown; and (B) if the court determines that the extension is in the child's best interests; (2) may (rather than shall, under current law) dismiss a CHINS case without prejudice if the factfinding hearing is not held before the statutorily required deadline; (3) may not enter a dispositional decree approving or ordering placement of a child in another home if an: (A) individual who resides in the home; or (B) individual with whom a person residing in the home is engaged in a dating relationship or other ongoing, nonfamilial relationship (household member); has committed one or more specified offenses; and (4) may not approve a permanency plan under which the child would be placed: (A) with the child's parent, guardian, or custodian; or (B) with an adoptive parent; if a person who is currently residing in the home in which the child would reside has committed an act resulting in a substantiated report of child abuse or neglect or has committed one or more specified offenses. Provides that before reunifying a child with the child's parent, guardian, or custodian, the department of child services (department) shall (rather than may, under current law): (1) conduct a criminal history check of: (A) the parent, guardian, or custodian; and (B) a household member of the parent, guardian, or custodian; and (2) consider the results of the criminal history check in deciding whether it is safe for the child to return home. Provides that if the circumstances that prompted the removal of a child from the home of the child's parent, guardian, or custodian included danger to the child's physical or mental health or safety related to the use of alcohol or a controlled substance by the parent, guardian, or custodian, or by a household member of the parent, guardian, or custodian, the department may require as a condition of reunification of the child with the parent, guardian, or custodian that the parent, guardian, custodian, or household member: (1) successfully complete a substance abuse treatment program; and (2) submit to periodic, random testing for alcohol or controlled substances. Amends and adds to the conditions under which reasonable efforts to reunify a child with the child's parent, guardian, or custodian, or preserve a child's family, are not required. Provides that if a hearing regarding a petition to terminate the parent-child relationship is not held before the statutorily required deadline: (1) upon filing of a motion with the court by a party to the proceeding; and (2) absent good cause shown for the failure to hold the hearing before the statutorily required deadline; the court shall dismiss the petition without prejudice.

Straight ticket voting. Removes a voter's option to vote for all candidates of a political party or an independent ticket at one time (straight ticket voting) in a general or municipal election. Repeals superseded statutes relating to straight ticket voting.
