Tax matters relating to veterans. Eliminates the assessed value cap that applies to the property tax deduction for a veteran who: (1) has a total disability; or (2) is at least 62 years of age and has at least a 10% disability. Provides a property tax deduction for an individual or surviving spouse of a veteran who has been rated by the United States Department of Veterans Affairs as individually unemployable. Allows a disabled veteran who rents a dwelling as a principal place of residence to claim an additional renter's deduction of up to $3,000 from the disabled veteran's adjusted gross income.

Implicit bias in medicine. Requires the medical education board to establish an education program for first year medical students that addresses implicit bias in the delivery of health care services to different racial and ethnic minority groups in Indiana.

Paid family and medical leave program. Requires the department of workforce development (department) to establish a paid family and medical leave program (program) to provide payments for employees who take family and medical leave. Establishes the family and medical leave fund to be funded with appropriations from the general assembly and payroll contributions. Specifies requirements for the administration of the program. Provides for the department to approve an employer's use of a private plan to meet the program obligations.

Medical marijuana. Permits the use of medical marijuana by persons with serious medical conditions as determined by their physician. Establishes a medical marijuana program to permit the cultivation, processing, testing, transportation, and dispensing of medical marijuana by holders of a valid permit. Requires the Indiana department of health (state department) to implement and enforce the medical marijuana program. Requires that permit holders undertake steps to prevent diversion of medical marijuana to unauthorized persons. Requires that medical marijuana and medical marijuana products be properly labeled, placed in child resistant packaging, and tested by an independent testing laboratory before being made available for purchase. Prohibits packaging medical marijuana in a manner that is appealing to children. Authorizes research on medical marijuana in accordance with rules set forth by the state department. Prohibits discrimination against medical marijuana users. Prohibits harassment of medical marijuana users by law enforcement officers, and prohibits cooperation with federal law enforcement officials seeking to enforce federal laws that criminalize the use of marijuana authorized in Indiana. Establishes the medical marijuana oversight board to review appeals and grievances concerning the medical marijuana program. Provides a defense to prosecution for a person who operates a vehicle or motorboat with marijuana or its metabolite in the person's blood under certain conditions that involve medical marijuana. Makes conforming amendments.

Adoption of an animal used in product testing. Requires an offer for release of a cat or dog from an animal testing facility or breeder to a releasing agency if the cat or dog has fulfilled its purpose with the animal testing facility or breeder, and the release does not pose a health or safety risk to the public or to the welfare of the cat or dog. Requires that the animal testing facility or breeder keep the offer to release a cat or dog for adoption open for at least 21 days before the cat or dog may be euthanized. Provides that an animal testing facility or breeder may enter into an agreement with a releasing agency for the adoption of a cat or dog used for animal testing or breeding. Provides that a releasing agency is not required to accept a cat or dog offered for adoption by an animal testing facility or breeder. Establishes the adoption of tested animals and animals bred for testing fund. Provides that an animal testing facility or breeder shall collect and maintain certain information regarding a cat or dog released to a releasing agency. Requires an animal testing facility or breeder to maintain records regarding the cat or dog released to a releasing agency for at least five years. Provides that not later than January 1, 2025, and not later than January 1 each year thereafter, an animal testing facility or breeder shall provide a summary of the records collected during the previous calendar year to the Indiana state board of animal health (board). Provides that an animal testing facility or breeder is not liable for harm caused by, or a defect suffered by, a cat or dog released to a releasing agency. Provides that the board may bring a civil action against the animal testing facility or breeder and seek relief. Makes an appropriation.

School corporations and deficit financing. Provides that a school corporation is not considered to be in deficit financing if the sum of the ending respective cash balance on June 30 of the immediately preceding state fiscal year of: (1) the school corporation's rainy day fund; plus (2) the school corporation's education fund; exceeds an amount equal to 25% of the school corporation's most recently adopted annual budget.

Information about health care and health coverage. Amends the law requiring a hospital to file an annual report with the Indiana department of health: (1) to require that a hospital's report also be filed with the all payer claims data base; and (2) to require a hospital to include in the report additional information concerning the hospital's medical loss ratio, the total funding received by the hospital under the CARES Act, and other matters. Requires the insurance commissioner, when deciding whether to approve a premium rate increase or decrease for an accident and sickness insurance policy or an increase or decrease in the rates to be used by a health maintenance organization (HMO), to consider the median cost sharing for the affected insurance policy or HMO contract, the benefits provided under the policy or contract, the underlying costs of the health services covered by the policy or contract, and other matters.

Residential harassment. Makes it residential harassment, a Class C misdemeanor, to picket or protest before or about a person's dwelling with the intent of harassing the person in the person's dwelling. Specifies that a person may only be taken into custody for the offense if the person refused an order to disperse.

Indiana national guard matters. Provides that a court-martial of a member of the Indiana national guard may be convened by orders of the governor or the adjutant general. (Current law provides that a court-martial of a member of the Indiana national guard may be convened by orders of the governor.) Provides that a member of the Indiana national guard may not demand trial by court-martial in lieu of nonjudicial punishment. Removes a provision permitting a commanding officer to order a member of the officer's command to be confined under correctional custody for not more than eight days. Makes changes to the disciplinary punishment an officer exercising command may impose.

Residential tax increment financing. Removes the threshold conditions for establishing a residential housing development program and a tax increment allocation area for the program, including the condition that the governing body of each school corporation affected by the program pass a resolution approving the program before the program may go into effect. Provides that the fiscal body of a county may adopt an ordinance to designate an economic development target area.

Three-way alcohol permit in unincorporated area. Provides, for purposes of satisfying the minimum annual or monthly gross food sales requirement for a three-way restaurant permit in an unincorporated area, that the sum of the gross food sales of: (1) the restaurant; and (2) a food truck that sells food near the restaurant during the restaurant's hours of operation; shall be considered the gross food sales of the restaurant.

Coroners. Provides that if a person dies under certain circumstances in a county that is not the county where the incident occurred resulting in the death, the county coroner where the death occurred may not bill the county where the incident occurred for the costs of the autopsy, unless the coroners of both counties agree as to the necessity of an autopsy. Provides the following: (1) Allows a coroner to determine the means of copying an original record of the coroner. (2) With the exception of a record concerning a death subject to a criminal investigation or proceeding, allows a coroner to destroy or transfer the original record at the time determined by the coroner after copying the record. Provides that a coroner is immune from criminal liability for destroying a public record if the coroner acts in accordance with the coroner's authority to copy and destroy the coroner's records. Removes a requirement that the county fix the compensation of a coroner who is a licensed physician at 1.5 times the compensation of a coroner who is not a licensed physician for coroners who are elected or reelected in the 2024 general election and thereafter.

Wake boarding and wake surfing. Specifies restrictions that apply to wake boarding or wake surfing on a public freshwater lake. Establishes a penalty. Prohibits operation of a motorboat with: (1) an outboard motor; or (2) an outdrive unit; with a propeller that extends past the motorboat's transom, swim platform, boarding platform, swim step, or swim ladder for the purpose of wake surfing.

Motor vehicle insurance. Requires an insurance carrier that has issued a motor vehicle liability policy to file with the bureau of motor vehicles (bureau) each month a list of all persons who have a policy that was canceled or not renewed during the preceding calendar month. Requires the bureau to send a notice to each person identified in the list. Sets forth certain requirements for the notice. Requires the bureau to suspend the driving privileges, motor vehicle registration, or both, of a person who fails to provide proof of financial responsibility to the bureau within 30 days after the notice is mailed. Provides that the bureau shall stay the suspension, upon a showing of proof of future financial responsibility. Requires that the bureau terminate the suspension if the bureau does not receive proof that financial responsibility is not in effect after 180 days. Provides that the person whose suspension has been terminated because the person submitted proof of future financial responsibility is not required to pay a reinstatement fee.

Contracting and purchasing. Provides that a political subdivision may make advance payments to contractors to enable the contractors to purchase materials needed for a public works project of the political subdivision. Provides that a political subdivision may make advance payments for goods or services before the goods are delivered or services are completed if the fiscal body of the political subdivision authorizes advance payments.
