Pension investments. Specifies certain entities, actions taken, or factors considered to which the ESG commitment provisions do not apply. Provides that if the treasurer of state concludes that the service provider has made an ESG commitment, the treasurer of state shall provide the name of the service provider and research supporting the conclusion to the board of trustees of the Indiana public retirement system (board). Prohibits the board from making an investment decision with the purpose of influencing any social or environmental policy or attempting to influence the governance of any corporation for nonfinancial purposes. Prohibits the Indiana public retirement system (system) from making an ESG commitment with respect to system assets. Provides that in making and supervising investments of the system, the board shall discharge its duties solely in the financial interest of the participants and beneficiaries of the system for the exclusive purposes of providing financial benefits to participants and beneficiaries and defraying reasonable expenses of administering the system. Provides that the board, in accordance with certain fiduciary duties, shall make investment decisions with the primary purpose of maximizing the target rate of return on the board's investments. Prohibits the board from entering a contract or modifying, amending, or continuing a contract with a service provider that has made an ESG commitment unless taking the action violates the board's fiduciary duty to the system's participants and beneficiaries. Requires the board to continue contracting with a service provider that has made an ESG commitment if the board determines that there is not a comparable service provider to replace the service provider. Requires the board to, at least annually, tabulate and report all proxy votes made by a service provider that is not a private market fund in relation to the administration of the system. Specifies certain persons and entities that are immune from civil liability and entitled to indemnification. Requires the board to: (1) ensure that reasonable efforts are made during the due diligence process before an investment is made and in monitoring investments in the public employees' defined contribution plan, an annuity savings account for the public employees' retirement fund or the Indiana state teachers' retirement fund, the teachers' defined contribution plan, the legislators' defined contribution plan, and a private market fund to determine whether any investments would violate the requirement that the board discharge its duties solely in the financial interest of the participants and beneficiaries of the system; and (2) take appropriate action, if necessary, consistent with the board's fiduciary duties. Defines terms and makes conforming amendments.

Sex offenses. Increases the maximum penalty for child molesting from 40 to 50 years under certain circumstances.

School based occupational and physical therapists. Provides that if a school corporation employs or contracts with: (1) an occupational therapist to provide occupational therapy services; or (2) a physical therapist to provide physical therapy services; to students with a disability, the school corporation shall ensure that the maximum student to therapist caseload does not exceed fifty (50) students per each full-time therapist. Requires consent before occupational or physical therapy services may be provided.

Risk management and catastrophic liability funds. Authorizes the insurance commissioner to cease operation of the political subdivision risk management fund upon a determination by the insurance commissioner that: (1) all political subdivisions that were members of the fund have withdrawn from the fund; and (2) all payment of the liabilities of former members of the fund have been determined and finalized. Authorizes the insurance commissioner to cease operation of the political subdivision catastrophic liability fund upon a determination by the insurance commissioner that: (1) all political subdivisions that were members of the fund have withdrawn from the fund; and (2) all payment of the liabilities of former members of the fund have been determined and finalized. Requires the insurance commissioner, when ceasing operation of one of the funds, to distribute the balance in the fund to former members of the fund, distributing to each former member an amount proportional to the total of assessments and (in the case of the political subdivision risk management fund) surcharges paid by the former member. Provides that the laws establishing the political subdivision risk management fund and the political subdivision catastrophic liability fund expire when the insurance commissioner certifies to the executive director of the legislative services agency that: (1) the funds have no remaining members; (2) all payments of liabilities of former members of the funds have been determined and finalized; and (3) the balances in the funds have been distributed to former members of the funds. Amends a provision of the law concerning tort claims against governmental entities to provide that giving notice of a tort claim against a political subdivision to the political subdivision risk management commission is not required if the law establishing the political subdivision risk management commission has expired.

Honoring women veterans. A SENATE RESOLUTION honoring Indiana's women veterans.

Automated traffic enforcement safety devices. Authorizes a county or municipality to adopt and enforce an ordinance that regulates the use of an automated traffic enforcement safety device (device) to detect certain violations. Provides a civil penalty for a violation. Specifies that a civil penalty must first be applied to defray the cost of the installation, operation, and maintenance of the device. Specifies the manner in which the remaining money from the civil penalty must be distributed. Prohibits: (1) reporting a violation on a driving record; (2) using a violation to determine rates for motor vehicle insurance; (3) assessing points under the point system by the bureau of motor vehicles (bureau) for a violation; and (4) reselling data collected by an agent operating a device. Requires notification to the bureau, and the suspension of the registration of a motor vehicle if a violation is not paid. Makes conforming changes.

Regulation of assault weapons. Makes it a Level 6 felony for a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to knowingly or intentionally sell or deliver a semiautomatic assault weapon or a large capacity ammunition feeding device to a person who is less than 21 years of age. Specifies defenses and exceptions. Defines terms.

Firearm safety. Establishes the firearm safety and suicide prevention fund for the purpose of providing funds to a school or not-for-profit organization to provide training concerning: (1) firearm safety in the home, particularly in a home with minor children; and (2) firearm suicide prevention. Establishes grant eligibility criteria. Provides that neglect of a dependent includes storing an unsecured firearm in a location to which the dependent has access, unless: (1) the firearm is secured by a lock; (2) the firearm is not loaded and access to ammunition is secured by a lock; or (3) the manner in which the firearm is stored is objectively reasonable under the circumstances. Requires a person to report a missing firearm to law enforcement within 24 hours of discovering that the firearm is missing, and makes the failure to report a Class A misdemeanor. Requires a person to successfully complete a basic firearms safety training program before purchasing a firearm from a dealer, and requires a dealer to provide a safe storage device to a firearm purchaser. Makes it a Class A misdemeanor for a: (1) dealer; (2) person approved to provide firearms training; or (3) prospective firearms purchaser; to commit certain offenses concerning a certificate of completion. Makes it a Class A misdemeanor for a dealer to fail to provide a safe storage device at the time of transacting a sale, trade, or transfer of a firearm. Makes an appropriation.

Medicaid buy-in program. Removes consideration of income and countable resources in determining an individual's eligibility for participation in the Medicaid buy-in program (program). Requires the office of the secretary of family and social services (office of the secretary) to apply for a state plan amendment or waiver to implement this provision. Prohibits the office of the secretary from considering resources and whether the individual participated in a specified program in determining the individual's eligibility or continuous eligibility for the program. Allows a recipient's participation in an employment network recognized by the federal Social Security Administration to qualify as participating with an approved provider of employment services. Changes minimum and maximum premiums that a recipient must pay. Requires that the premium scale be promulgated by administrative rule. Allows the office of the secretary to annually review the premium amount that a recipient must pay in the program. (Current law requires annual review of the premium amount.) Specifies changes in circumstances that must result in an adjustment of the premium. Specifies that a recipient in the program is eligible for the same services as offered in the Medicaid program. States that an individual's participation in the program does not preclude the individual from participating in a Medicaid waiver program. Specifies that a recipient of the program may simultaneously participate in a Medicaid waiver program and requires the office of the secretary to individually determine eligibility for both programs based on the individual's medical need requirements.

Designation of sex on birth certificate. Defines "sex" for purposes of birth certificates.

Tax matters. Provides a credit against an individual's homestead property tax liability equal to the amount by which the property tax liability increases by more than 10% from the prior year. Requires the county auditor to apply the credit against an individual's homestead property tax liability without the need to file an application. Provides that the minimum property tax liability for an individual's homestead is an amount equal to the result of: (1) the property tax liability first due and payable on the homestead for the immediately preceding calendar year; multiplied by (2) 0.9. Increases the: (1) amount of certain personal exemptions from $1,000 to $2,500 for individual taxpayers who satisfy certain income criteria; and (2) amount of property taxes paid by an individual taxpayer on the individual's principal place of residence from $2,500 to $3,500; that may be subtracted from an individual's federal adjusted gross income. Increases the renter's deduction to $4,000 for state income tax purposes.

Simplified application for SNAP benefits. Requires the division of family resources of the family and social services administration (division) to develop and implement simplified requirements by which an individual who: (1) is 60 years of age or older or a person with a disability; and (2) resides in a household every resident of which is 60 years of age or older or a person with a disability (eligible individual); may certify or recertify the individual's eligibility for supplemental nutrition assistance program (SNAP) benefits. Provides that the simplified requirements must allow an eligible individual who certifies or recertifies the individual's eligibility to receive SNAP benefits under the simplified requirements to remain eligible for SNAP benefits for 36 months after the certification or recertification. Requires the division to use data matching to provide SNAP eligibility information to eligible individuals who are receiving Medicaid benefits and are eligible for SNAP benefits.

Northeast Indiana strategic development commission. Establishes the northeast Indiana strategic development fund (fund) administered by the northeast Indiana strategic development commission (commission). Prohibits money in the fund from being used for the purposes of expanding or increasing access to broadband. Adds additional purposes to be carried out by the commission in the development area. Expands the membership of the commission to include two additional voting members to be appointed by the mayors and commissioners caucus of the northeast Indiana regional development authority and specifies certain qualifications for the appointments.

Information privacy relating to firearms. Specifies the circumstances under which information concerning a person who applies for or holds a license to carry a handgun may be released to a federal government entity.

Witness protection pilot programs. Urges the legislative council to assign the topic of witness protection and assistance pilot programs in Lake County, Marion County, and Vanderburgh County to the appropriate interim study committee.
