Transportation for Medicaid presumptive eligible. Requires coverage for nonemergency medical transportation of individuals who have been deemed presumptively eligible for Medicaid during the time in which the individual is deemed presumptively eligible for Medicaid. Requires the office of the secretary of family and social services to apply for any Medicaid state plan amendment or waiver necessary to provide for the coverage.

Nondisclosure agreements in economic development. Prohibits the Indiana economic development corporation, the state (or any instrumentality of the state), or any other public authority, or any party negotiating on behalf of any of those entities, from entering into an economic development agreement or contract that contains any provision, clause, or language that provides that the agreement or contract, or any of its terms, is confidential, or that the parties to the agreement or contract are prohibited from disclosing, discussing, describing, or commenting upon the terms of the agreement or contract.

Special education funding. Makes changes to the categories used to determine special education grants.

Ballot and initiative referendum. Provides that the people of Indiana may propose and adopt amendments to the Constitution of the State of Indiana and propose and enact statutes independent of the general assembly through initiative. Provides that the people of Indiana may approve or reject through referendum any statute or part of any statute enacted by the general assembly. This proposed amendment has not been previously agreed to by a general assembly.

Charter school requirements. Provides that provisions regarding the following apply to charter schools: (1) Access to financial data for local schools. (2) Bullying prevention training for employees and volunteers. (3) Child suicide awareness and prevention policy requirements. (4) Training on human trafficking. (5) Staff performance evaluation plan requirements. (6) Curriculum. (7) Student discipline. (8) Criminal organization activity. (9) Student safety reporting. (10) Government funds and accounts. (11) Certain notice requirements regarding convictions of licensed employees.

Paid family and medical leave program. Requires the department of workforce development (department) to establish a paid family and medical leave program to provide payments for employees who take family and medical leave. Establishes the family and medical leave fund to be funded with appropriations from the general assembly and payroll contributions. Specifies requirements for administration of the paid family and medical leave program. Provides for the department to approve an employer's use of a private plan to meet the paid family and medical leave program obligations.

Elimination of costs and fees in juvenile court. Provides that a parent is presumed indigent for purposes of parental payment or reimbursement for services provided by the department of child services to a child adjudicated delinquent or a child in need of services. Further provides that, when the department of correction is awarded wardship of a child, the juvenile court may not order a parent to pay or reimburse the department unless the juvenile court makes a specific finding that the parent is able to pay. Removes fees and costs associated with a child alleged to be a delinquent child from the supplemental public defender services fund and the public defense administration fee. Allows the alternative dispute resolution fund (fund) to be used for guardian ad litem services. Requires the court to determine whether, when a party is charged or convicted with a crime against the person, participation in services provided by the fund poses an unreasonable risk of harm. Makes conforming changes.

Prekindergarten pilot program expansion. Requires the office of family and social services to, for the state fiscal years beginning after June 30, 2023, award twice the number of prekindergarten pilot program grants in Marion County as are awarded in Marion County in the state fiscal year beginning July 1, 2022, and ending June 30, 2023.

Automated vehicles. Provides that a person may not operate an automated vehicle on a highway to transport passengers or goods unless a human safety operator is physically present in the automated vehicle to monitor the performance of the automated vehicle and to intervene if necessary. Provides that a registered automated vehicle must meet federal motor vehicle standards and regulations. Provides that a human safety operator shall meet all state and federal qualifications to operate a motor vehicle and an automated vehicle.

Vehicle Bill. None

Expungement of wrongful convictions. Provides that the court shall, on its own motion and without holding a hearing, order the expungement of a person's vacated conviction record if the person qualifies for restitution as a wrongfully incarcerated person within 60 days of receiving notice from the criminal justice institute, unless the court finds that automatic expungement would not serve the interests of justice.

Local unit water infrastructure fund. Establishes the local unit water infrastructure fund (fund) to provide grants, loans, and other financial assistance to counties, cities, and towns for projects to: (1) repair, replace, or increase the capacity of water infrastructure; or (2) replace lead water service lines; in community water systems. Requires the Indiana finance authority (authority) to administer the fund. Provides that the fund consists of appropriations from the state general fund and money from other sources. Requires the authority to adopt guidelines to establish criteria for the making of grants and the providing of loans and other financial assistance from the fund. Provides that an application for a grant, a loan, or other financial assistance must be accompanied by all supporting materials required by the authority. Requires a local unit that applies for a grant, a loan, or other financial assistance to develop an asset management program for its community water system. Authorizes the authority to establish a maximum amount that one county, city, or town may receive as a grant. Requires the authority, if possible, to allocate at least 50% of the total amount of grants to counties having a population of less than 50,000 and cities and towns located in counties having a population of less than 50,000. Authorizes the authority to make the award of a grant conditional upon the local unit contributing a local match of funds to be combined with the grant, but imposes an upper limit on the amount of a matching grant that can be required of a county, city, or town falling within certain population parameters. Requires the authority to establish the interest rate or interest rate parameters for each loan from the fund, and allows the authority to take into account certain factors in setting interest rates or interest rate parameters. Provides that the authority may require a local unit that receives a loan to enter into a binding financial assistance agreement. Requires a biennial report on grants awarded and loans and other financial assistance provided from the fund.

Citizen's arrests. Prohibits citizen's arrests. Makes conforming amendments.

Hunger-free campus grant program. Establishes the hunger-free campus grant program (grant program) to provide grants to state educational institutions for purposes of addressing food insecurity among students enrolled in state educational institutions. Provides that the commission for higher education (commission) shall provide a grant under the grant program to a state educational institution, if at least one campus is designated by the commission as a hunger-free campus. Establishes criteria that a campus of a state educational institution must meet in order to be designated a hunger-free campus. Makes an appropriation.

Transportation network companies. Requires uninsured motorist and underinsured motorist coverage for a motor vehicle used to transport passengers for compensation through a transportation network company.
