Provides that if a state accredited school provides instruction on human sexuality or sexually transmitted diseases, the school shall provide comprehensive sexual health education, using appropriate instructors, to students in certain grade levels. Lists criteria for comprehensive sexual health education. Provides that the department of education may not distribute human immunodeficiency virus (HIV) educational materials to students without the consent of the governing body of the school corporation that the students attend. Repeals certain state board of education requirements regarding HIV information. Makes a conforming change.

Child sex offenses. Provides that a criminal prosecution of a sex offense committed against a child that is otherwise barred by the statute of limitations may nevertheless be commenced within five years from the date on which: (1) the state discovers DNA evidence; (2) the state learns of a recording that provides evidence sufficient to charge the offender; or (3) a person confesses to the offense. Specifies that a person commits human trafficking if the person pays money to a human trafficking victim. (Current law provides that the person commits the offense by paying money for a human trafficking victim.)

Income tax exemption for military pay. Exempts military pay for members of a reserve component of the armed forces of the United States or the national guard from the individual income tax. (Current law provides an individual income tax exemption for members of a reserve component of the armed forces of the United States or the national guard for the period the member is mobilized and deployed.) Exempts military pay earned by members of an active component of the armed forces of the United States from the individual income tax. (Current law exempts from the individual income tax the military pay earned by members of the National Guard and reserve components of the armed forces of the United States while serving on active duty.)

Various criminal law matters. Amends the definition of "emergency medical services provider" for the offense of battery to include a staff member in the emergency department of a hospital. Specifies that the enhancement for battery committed on a public safety official does not apply if the person who commits the offense is detained or committed under the involuntary commitment statute. Provides that the employee of a court or law enforcement agency who warns the subject of a warrant of the existence of the warrant with the intent to interfere with the execution of the warrant commits obstruction of justice. Adds "fondling" to the crime of sexual misconduct with a service provider.

Intimidation against utility workers. Provides that a person who communicates a threat to another person with the intent of interfering with the provision of utility service or communications service for a dwelling, building, or other structure commits intimidation, a Class A misdemeanor. Provides that the offense is a Level 6 felony if the person to whom the threat is communicated is an employee or agent of: (1) a utility company; or (2) a communications service provider; who is engaged in the performance of the person's duties on behalf of the utility company or the communications service provider. Defines the following terms for purposes of these provisions: (1) "Communications service". (2) "Communications service provider". (3) "Utility company". (4) "Utility service".
