Covered persons for restricted addresses. Provides that a regular, paid firefighter and a volunteer firefighter are "covered persons" under the statute that requires local government units that operate a public data base website containing the names and addresses of property owners to restrict disclosure to the general public of the covered person's home address. Removes an obsolete date reference.

Advanced recycling. Defines "advanced recycling" as a manufacturing process for the conversion of post-use polymers and recovered feedstocks into basic raw materials, feedstocks, chemicals, and other products. Defines "advanced recycling facility" as a manufacturing facility that: (1) receives, stores, and converts post-use polymers and recovered feedstocks resulting from advanced recycling; and (2) is subject to manufacturing regulation by the department of environmental management. Provides: (1) that post-use polymers and recovered feedstocks that are converted at an advanced recycling facility or held at an advanced recycling facility before conversion are not within the definition of "solid waste"; (2) that an advanced recycling facility is not within the definition of "solid waste disposal facility"; (3) that the activities undertaken at an advanced recycling facility are not within the definition of "solid waste management"; and (4) that an advanced recycling facility is not within the definition of "solid waste disposal facility" or the definition of "solid waste processing facility". Provides that certain solid waste management laws do not apply to advanced recycling facilities. Provides, for purposes of Indiana environmental law, that products sold as fuel are not considered recycled products.

Adoption loan interest tax credit. Provides a state tax credit for interest payments made on adoption related expense loans for taxable years beginning after December 31, 2023.

Comparative college and career information. Tasks the commission for higher education (commission), the department of education, and the department of workforce development to collect and compile certain information concerning: (1) postsecondary education; (2) career and technical education; (3) workforce qualifications; (4) workforce earnings; and (5) workforce debt. Requires the commission to create an interactive website known as the student horizon dashboard to provide public access to certain collected and compiled information. Requires the commission, the department of education, and the department of workforce development to create a report known as the student graduate horizon scorecard (scorecard) for annual distribution. Specifies that the scorecard contain certain information concerning high paying civilian and military careers and in demand jobs. Requires the commission to prepare an annual report for the legislative council. Requires state educational institutions and career and technical education programs to collect and provide information as requested by the commission.

Vehicle Bill. None

Lifetime fishing license. Requires (rather than allows) the department of natural resources to issue residents of Indiana a lifetime license to fish. Requires (rather than allows) the natural resources commission to adopt rules to establish fees for lifetime licenses to hunt, trap, or fish. Provides that the commission may adopt emergency rules.

Newborn nurse visitation program. Establishes a newborn nurse visitation program (program) within the Indiana department of health. Provides that the program begins July 1, 2023. Establishes an advisory group and criteria for the program. Requires insurance for state employees, health insurers, and health maintenance organization contracts that provide basic health care services to provide coverage for services under the program. Requires the office of Medicaid policy and planning to apply for a demonstration waiver to provide Medicaid coverage for program services. Makes an appropriation for the program. Makes conforming changes.

Senate president pro tempore. Provides that an individual who has previously served as president pro tempore for eight or more years may not be elected as president pro tempore when the senate organizes. Makes stylistic changes.

Use of certain fees to install school bus cameras. Requires a court to assess a safe schools fee (fee) of at least $200 and not more than $1,000 when a person operates a vehicle and recklessly passes a school bus stopped on a roadway or a private road when the arm signal device is in the device's extended position (violation). (Current law permits, rather than requires, a court to assess the fee.) Provides that: (1) the clerk of a circuit court; or (2) the clerk of a city or town court; shall distribute semiannually 100% of the fee collected to the school corporation of the school bus that is the subject of a violation to reimburse the school corporation an amount sufficient to defray the cost of school bus cameras.

Transfer of replacement payment card information. Provides that after June 30, 2023, a payment card network may not provide to a vendor with whom the holder of a payment card (cardholder) has an automatic payment arrangement the new: (1) payment card number; (2) expiration date; or (3) card verification value code; for a replacement card that is issued to the cardholder after the cardholder's payment card has been lost, stolen, or compromised, unless the payment card network obtains the cardholder's authorization to do so. Provides that a payment card network may obtain the required authorization: (1) before each transfer of new payment card information that is necessitated by a lost, stolen, or compromised payment card; or (2) at the option of the cardholder, as a preauthorization given in advance of any required transfer of new payment card information necessitated by a lost, stolen, or compromised payment card. Prohibits a vendor from storing, after a payment authorization has processed, the card verification value code associated with a cardholder's payment card, as specified in certain regulations adopted by the payment card industry. Provides that this prohibition applies regardless of whether the vendor has entered into an automatic payment arrangement with a cardholder. Provides that a: (1) payment card network; or (2) vendor; that violates these provisions commits a deceptive act that is actionable by the attorney general or by a consumer under the deceptive consumer sales act (act) and is subject to the remedies and penalties set forth in the act.

Paid parental leave for school employees. Establishes the families first paid parental leave program (program) for the purpose of awarding grants to eligible school corporations to provide paid parental leave to school employees. Requires the department of education (department) to establish and maintain the program. Provides that the department may award a grant to a school corporation in an amount sufficient to compensate a school employee of the school corporation for not more than six consecutive weeks of parental leave. Requires a school corporation that receives a grant to: (1) use the money from the grant to compensate a school employee at the school employee's regular rate of pay for the first six weeks of parental leave; and (2) compensate the school employee at the school employee's regular rate of pay for an additional six weeks of parental leave. Establishes the families first paid parental leave program fund. Requires the department to submit a report that includes certain information regarding the program to the general assembly not later than December 1, 2023, and December 1, 2024. Makes an appropriation.

Congratulating the Eastside High School softball team. A SENATE RESOLUTION congratulating the Eastside High School softball team on winning the 2022 Indiana High School Athletic Association ("IHSAA") Class 2A state championship title.

Project Lifesaver program requirement for counties. Requires each county to establish and maintain a Project Lifesaver program. Tasks the division of disability and rehabilitative services (division) with ensuring compliance, and requires the division to report to the general assembly.
