Operating a vehicle with illegal window tinting. Provides that it is a Class A infraction for a person to drive a motor vehicle that has windows treated with sunscreening material or is tinted with material that has total solar reflectance of visible light above the treatment percentage prescribed by law.

Licensure of pregnancy resource centers. Requires the licensure of pregnancy resource centers. Requires pregnancy resource centers to disclose specified information to patients.

Child welfare studies. Requires the commission on improving the status of children in Indiana to study the needs of struggling families and their unborn and born children. Requires the Indiana department of health to develop and propose, not later than July 1, 2024, a strategic plan to: (1) evaluate the needs of unborn and born children; (2) assess the available resources in each county to provide for the needs of unborn and born children; and (3) determine the disparity in each county between the needs of unborn and born children and the available resources.

Duty to notify water utility of spill. Requires the environmental rules board to amend the administrative rules concerning spill reporting to require the party responsible for a spill or release of a substance into a body of water to give timely notice of the spill or release to the operator of a water utility or water treatment plant if there is a substantial risk that the spill or release: (1) will cause a threat to human health or the environment; or (2) will: (A) impair the operation of; or (B) adversely affect the quality of the water produced by; the water utility or water treatment plant.

Archives and record administration. Amends related definitions. Allows the attorney general to retain and publish records and opinions in electronic format. Amends various duties for the Indiana archives and records administration (administration). Removes the requirement that the administration follow procedures and forms prescribed by the federal government in implementing a forms management program. Requires the administration to establish standards for the design, redesign, numbering, standardization, consolidation, or elimination of forms used by state government. Provides that the administration must apply the definition of "record" to certain governmental materials. Requires a state agency to do the following: (1) Submit recommended retention schedules to the administration. (2) Follow the standards developed by the administration when creating and revising state forms. (3) Designate an agency forms coordinator to manage the creation and revision of state forms belonging to the agency and serve as a liaison between the agency and the administration. (4) Designate an agency records coordinator to coordinate the creation and revision of agency records retention schedules, educate agency staff on records management processes, and serve as a liaison between the agency and the administration. Removes certain duties of the oversight committee on public records. Makes conforming changes.

Nonprofit hospital and insurer reporting. Requires a nonprofit hospital and a health carrier to post and provide certain information at least 45 days before a public forum. Modifies requirements concerning the: (1) date on which a public forum must be held; (2) topics that must be discussed at a public forum; (3) requirements of a public forum; and (4) use of technology to allow attendance at a public forum through real time audio and video through the Internet. Requires the Indiana department of health and the department of insurance to post specified information concerning public forums on the agency website.

Business personal property tax exemption. Increases the acquisition cost threshold for the business personal property tax exemption from $80,000 to $250,000.

Self-defense. Specifies that "reasonable force" includes the pointing of a loaded or unloaded firearm for purposes of arrest or to prevent an escape, or for self-defense.

Pilot program to fund educational attainment. Establishes the parent education assistance pilot program (pilot program). Provides that the office of the secretary of family and social services (office of the secretary) shall administer the pilot program. Specifies the requirements an individual must satisfy to be eligible to participate in the pilot program. Provides requirements for maintaining participation in the pilot program. Specifies the amount of an eligible individual's grant under the pilot program. Establishes the parent education assistance pilot program fund (fund) for the purpose of funding the pilot program. Provides that the office of the secretary administers the fund.

Child welfare infrastructure strategy task force. Establishes a task force to study the needs of Indiana's youth as it relates to child welfare services for the next five years.

Professional sports and convention development areas. Adds certain city facilities located in the city of South Bend to the tax area of the South Bend professional sports and convention development area (PSCDA). Increases the maximum amount of covered taxes that may be captured in the PSCDA from $2,000,000 to $5,000,000. Provides that the first $2,500,000 of captured taxes each year shall be transferred to the city of South Bend to be used for capital improvements for a facility owned by the city and used by a professional sports franchise. Provides that the remaining captured taxes each year shall be transferred to the city of South Bend to be used consistent with specified uses under current law. Provides that the South Bend PSCDA terminates not later than June 30, 2044. Increases the amount of revenue that may be captured in a PSCDA (other than a PSCDA in Allen County or South Bend) to an amount that may not exceed $10 (instead of $5 under current law) per resident. Authorizes the city of Fishers to establish a professional sports development area. Provides that, for a professional sports development area established in the city of Fishers, the maximum amount of covered taxes that may be captured is $2,000,000 per year. Specifies the uses of the captured tax revenue. Provides that the professional sports development area terminates not later than June 30, 2044.

Mental health programs. Specifies the circumstances under which a person may be involuntarily committed to a facility for mental health services and specifies that these services are medically necessary when provided in accordance with generally accepted clinical care guidelines. Establishes a local mental health referral program to provide mental health treatment for certain persons who have been arrested. Repeals obsolete provisions and makes technical corrections.

Breaded tenderloin as the state sandwich. Designates the breaded tenderloin sandwich as the official state sandwich of Indiana.

Public works projects. Provides that certain public works statutes do not apply in the context of design-build public construction. Provides that a contractor that employs 10 or more employees on a design-build public works project must provide its employees access to a training program applicable to the tasks to be performed in the normal course of the employee's employment with the contractor on the public project. Provides that a tier 1 or tier 2 contractor that employs 50 or more journeymen must participate in an apprenticeship or training program that meets certain standards. Provides that a public agency awarding a contract for a construction manager as constructor project may not take certain actions based on a bidder's, offeror's, or contractor's entering into, refusing to enter into, adhering to, or refusing to adhere to an agreement with a labor organization.

Pediatric cancer research and treatment grant. Establishes the pediatric cancer research and treatment grant program (grant program) to be administered by the Indiana department of health (state department). Establishes the pediatric cancer research and treatment fund and appropriates $2,000,000 to the fund for the biennium. Sets forth requirements for an entity to receive a grant. Requires the state department to develop criteria, policies, procedures, and a plan concerning awarding of the grants. Prioritizes use of the funds to be on innovative research and treatments with the potential of resulting in novel therapies for pediatric cancer. Requires the state department to submit an annual report to the governor and legislative council concerning the grant program and publish the report on the state department's website.
