Education matters. Requires reporting concerning students injuring teachers and training for teachers in de-escalation, prevention, and intervention strategies. Requires information concerning the following to be presented to a school corporation's governing body: (1) Responsibilities and nature of employment of the superintendent. (2) Commencement of an internal investigation. (3) Legal expenditure of more than $1,000 in an adjudicative action. Provides that the superintendent must certify under penalties of perjury that the legal expenditure information has been given. Increases from seven to 14 days the time that must elapse after a public hearing before a school corporation may enter into a contract with the superintendent, specifies additional information that must be disclosed concerning the contract, and limits allowable compensation increases. Requires special education grade 8 through 12 case conference committees to discuss decision making skills and alternatives to appointing a guardian.

Child removal and gender identity. Provides that the department of child services may not classify a report of child abuse or neglect as substantiated, and a child may not be removed from the child's parent, guardian, or custodian, solely on the basis of the parent, guardian, or custodian: (1) referring to and raising the child consistent with the child's biological sex; or (2) declining to consent to the child receiving: (A) specified medication; (B) a medical procedure the purpose of which is to alter the apparent gender or sex of the child or affirm the child's perception of the child's gender or sex in a manner inconsistent with the child's biological sex; or (C) counseling or other mental health services the purpose of which is to affirm the child's perception of the child's gender or sex if the child's perception is inconsistent with the child's biological sex.

Provides a sales and use tax exemption period beginning on August 1 through August 7 of each year for the following items: (1) A backpack or school supply, if the backpack or school supply is purchased for use by a student in a public or private elementary or secondary school, and if the sales price of the backpack or school supply does not exceed $100. (2) Certain articles of clothing, if the sales price of the article of clothing does not exceed $100. (3) A computer, if the computer is purchased for use by a student in a public or private elementary or secondary school, and if the sales price of the computer does not exceed $500.

Prohibited pension system investments. Prohibits the Indiana public retirement system from investing in certain restricted entities or restricted investment products, including particular investments publicly confirmed to be controlled by the People's Republic of China or the Chinese Communist Party. Specifies exceptions, a divestment schedule, and reporting requirements. Adds a provision urging the legislative council to assign to the interim study committee on pension management oversight the topic of studying whether to cease or defer divestment or resume investment in an entity or product in accordance with the provisions regarding divestment from Chinese companies.

Advanced practice registered nurses. Removes the requirements that an advanced practice registered nurse (APRN) have a practice agreement with a collaborating physician. Removes a provision requiring an APRN to operate under a collaborative practice agreement or the privileges granted by a hospital governing board. Repeals law concerning the audit of practice agreements. Allows an APRN with prescriptive authority to prescribe a schedule II controlled substance for weight reduction or to control obesity. Makes conforming changes.

Old home repair tax credit. Allows a credit against a qualified taxpayer's state tax liability in an amount equal to: (1) 20% of the qualified expenditures that a taxpayer makes for the preservation or rehabilitation of the taxpayer's residence; or (2) 55% of the qualified expenditures that a taxpayer makes for the replacement of electrical wiring and fixtures that were added to the property prior to 1940. Provides that the property must be: (1) located in Indiana; (2) at least 85 years old; and (3) owned by the taxpayer. Provides that the preservation or rehabilitation work must be completed in not more than two years. Provides that the property must be principally used and occupied by the taxpayer as the taxpayer's residence. Provides that qualified expenditures for preservation or rehabilitation of the property must exceed $5,500. Provides that the credit may be carried forward 15 years, but may not be carried back. Provides that the amount of credits allowed may not exceed $100,000 in a state fiscal year. Provides that a taxpayer that claims the credit may not also claim the residential historic rehabilitation credit for the taxable year.

Physician assistants. Amends current requirements for a collaborative agreement between a physician and a physician assistant with the following: (1) the collaborative agreement must include limitations; (2) the collaborative agreement must set forth the method of collaboration between the physician and physician assistant; and (3) the collaborative agreement must be signed, updated annually, and made available to the medical licensing board of Indiana upon request. Amends the definition of "prescriber" for purposes of electronically transmitted prescriptions for controlled substances, overdose intervention drugs, and telehealth services and prescriptions. Provides that a written collaborative agreement between a physician assistant, who is employed by a certain health care facility or center, and a particular collaborating physician is not required. Requires a physician assistant employed by a certain health care facility or center to enter into a practice agreement with the health care facility or center that employs the physician assistant. Eliminates: (1) a prohibition against a physician collaborating with more than four physician assistants at the same time; (2) a requirement that a physician submit a collaborative agreement to the medical licensing board; and (3) a requirement that a collaborating physician and physician assistant submit a list of locations the physician and physician assistant will practice to the medical licensing board.

FSSA matters. Limits work requirements for Supplemental Nutrition Assistance Program (SNAP) recipients to the minimum required by federal law. Changes the requirements for submitting eligibility information for an individual who is: (1) less than 19 years of age; and (2) a recipient of either the Medicaid program or the children's health insurance program (CHIP) (programs). (Current law concerning the submission of eligibility information in the programs applies to individuals less than three years of age.) Prohibits the office of the secretary of family and social services (office) from requiring a participant of the healthy Indiana plan (plan) to cost share or otherwise make copayments in order to participate in the plan. Prohibits the office from requiring an individual to work or be a student in order to participate in the plan.
