End of life options. Allows individuals with a terminal illness who meet certain requirements to make a request to an attending provider for medication that the individual may self-administer to bring about death. Specifies requirements a provider must meet in order to prescribe the medication to a patient. Prohibits an insurer from denying payment of benefits under a life insurance policy based upon a suicide clause in the life insurance policy if the death of the insured individual is the result of medical aid in dying. Establishes a Level 1 felony if a person: (1) without authorization of the patient, willfully alters, forges, conceals, or destroys a request for medication or a rescission of a request for medication with the intent or effect of causing the individual's death; or (2) knowingly or intentionally coerces or exerts undue influence on an individual to request medication to bring about death or to destroy a rescission of a request for medication to bring about death. Establishes a Class A misdemeanor if a person, without authorization of the patient, willfully alters, forges, conceals, or destroys a request for medication or a rescission of a request for medication in order to affect a health care decision by the individual. Establishes certain criminal and civil immunity for health care providers.

Residency of 911 operators. Provides that a public safety agency may not establish or maintain residency requirements for a public safety telecommunicator employed by a public safety agency.

Marriage and family therapists. Decreases the number of experiential practice hours required to obtain a license as a marriage and family therapist or a therapist associate. Specifies that the hours must be completed during at least 12 months.

Vehicle Bill. None

School bus stop arm violation enforcement. Provides that the registered owner of a vehicle commits an infraction if the registered owner's vehicle does not stop on a roadway or a private road when the arm signal device is in the device's extended position. Provides a defense for a registered owner who was not driving the vehicle at the time of the violation. Requires a registered owner who uses a defense to provide any documentation, and to fully cooperate with law enforcement regarding the person who may be responsible for the violation. Specifies that: (1) the bureau of motor vehicles may not assess points for a violation; and (2) an adjudication for a violation does not create a presumption of liability in a civil action.

Vehicle Bill. None

Right to food. Provides that an individual has the right to: (1) save and exchange seeds to grow food; and (2) grow, raise, produce, harvest, and consume the food that the individual chooses for the individual's own nourishment, sustenance, bodily health, and well-being. Specifies certain acts that are prohibited. Provides that a zoning ordinance may restrict but may not prohibit the growing or raising of food. Specifies that the board of animal health and the United States Department of Agriculture may enforce a state or federal law, rule, or regulation concerning animals. Specifies that the right to grow and raise food may not impair the terms of a lease or contract.

Medical and adult use cannabis. After marijuana is removed as a federal schedule I controlled substance, permits the use of cannabis by: (1) a person at least 21 years of age; and (2) a person with a serious medical condition as determined by the person's physician. Establishes the adult use cannabis excise tax, and requires a retailer to transfer the tax to the department of state revenue for deposit in the state general fund. Exempts veterans from payment of the sales tax on medical or adult use cannabis. Establishes a cannabis program to permit the cultivation, processing, testing, transportation, and sale of cannabis by holders of a valid permit. Establishes the Indiana cannabis commission (ICC) as a state agency to oversee, implement, and enforce the program, and establishes the ICC advisory committee to review the effectiveness of the program. Requires that permit holders take steps to prevent diversion of cannabis to unauthorized persons. Requires that cannabis and cannabis products be properly labeled, placed in child resistant packaging, and tested by an independent testing laboratory before being made available for purchase. Prohibits packaging cannabis in a manner that is appealing to children. Authorizes research on cannabis in accordance with rules set forth by the ICC. Establishes a procedure for the expungement of a cannabis related conviction if the act constituting the conviction becomes legal. Makes conforming amendments.

Emergency medical services providers. Amends the definition of "emergency medical services provider" for the offense of battery to include a staff member in the emergency department of a hospital.

Eligibility for resident tuition. Provides that an individual who meets certain conditions is eligible for the resident tuition rate as determined by the state educational institution. Requires such an individual to verify that the individual meets the criteria to receive the resident tuition rate.

Additional renter's deduction for disabled veterans. Allows a disabled veteran who rents a dwelling for use as the disabled veteran's principal place of residence to claim an additional renter's deduction from the disabled veteran's adjusted gross income. Provides that the additional deduction may not exceed $3,000.

County option circuit breaker tax credit. Authorizes a county fiscal body to adopt an ordinance to provide a credit against property tax liability for qualified individuals. Defines a "qualified individual" for purposes of the credit. Provides that the ordinance may designate: (1) all of the territory of the county; or (2) one or more specific geographic territories within the county; as a neighborhood enhancement district in which qualified individuals may apply for the credit. Provides that the amount of the credit in a particular year is equal to the amount by which an individual's property tax liability increases by more than the percentage of increase specified by the county fiscal body from the prior year. Provides that the credit does not affect the allocation of taxes to a referendum fund. Requires a qualified individual who desires to claim the credit to file a certified statement with the county auditor. Provides that the county auditor shall apply the credit in succeeding years after the certified statement is filed unless the auditor determines that the individual is no longer eligible for the credit or the county fiscal body rescinds the ordinance. Provides a penalty for wrongly receiving the credit that is the same as the penalty for wrongly receiving the homestead standard deduction. Provides that an individual may not receive both a county option circuit breaker tax credit and an over 65 property tax credit in the same year. Provides that an ordinance must specify that the credit does not apply for property taxes first due and payable after December 31, 2027. Sunsets the county option on January 1, 2028.

Political contributions by a gambling organization. Defines "gambling organization" and provides that a gambling organization or a person who has an interest in a gambling organization may not make a contribution to certain candidates and committees. Makes a conforming change.

Columbus Learning Center. Appropriates $5,075,665 from the state general fund to the department of administration for the total operating expense of the Columbus Learning Center lease payment for each year of the budget biennium. Provides that the budget agency may amend or renew the initial sublease for an additional period of not more than 10 years, provided that the sublease supports the operations, maintenance, and facility reserve funds for the Columbus Learning Center.

Elected officials training fund. Allows a county auditor, upon the county fiscal body's determination that money in the county elected officials training fund (fund) is in excess of the fund's expenses, to transfer the excess money to the county recorder's records perpetuation fund. Provides that the transfer must be made not later than December 31, 2023. Provides that a county fiscal body may use money in the county elected officials training fund for certain training for county council members.
