This act authorizes Class 1 municipalities to adopt a vacant property registration ordinance that: (1) requires private owners of vacant residential and commercial property to register the property with the program adminstrator using a specific form within a certain time; (2) requires an initial registration fee of $250, subject to annual increases not to exceed $1,000, that may be refunded on a yearly basis upon the property no longer being vacant; (3) requires owners to submit a plan for restoration and occupancy; (4) provides exemptions for certain persons and properties from registration in general and time limit and fee requirements; (5) authorizes the program administrator to inspect the inside and outside of a registered property, subject to prior notice; (6) authorizes fines not exceeding $1,000 for ordinance violations which become liens on the property upon nonpayment; and (7) may require owners to enclose and secure vacant properties.

This act amends Section 31-2-41, Code of Alabama, to: (1) establish, provide the prerequisites to receive, and authorize the Governor to present with the concurrence of the Adjutant General unless initiated by the Governor, the military awards of the Governor's Cross, Distinguished Service Medal, and Alabama Commendation Medal; and (2) establish, provide the prerequisites to receive, and authorize the Adjutant General to present the military awards of the Exceptional Service Ribbon, Faithful Service Ribbon of Alabama, Phenix City Civil Disturbance Medal of Alabama, Operation Desert Storm Ribbon, National Emergency Service Ribbon of Alabama, Veterans Service Medal of Alabama, Special Service Ribbon of Alabama, First Sergeant Service Ribbon, Honor Guard Service Ribbon, Alabama National Guard Recruiting Ribbon, Alabama National Guard Recruiting Lead Generation Ribbon, Basic Training Ribbon of Alabama, Certificate of Appreciation, and Certificate of Extension.

This act amends Section 32-6-271, Code of Alabama 1975, to: (1) authorize fire chaplains who are members of the Alabama Fellowship of Fire Chaplains to be issued a firefighter distinctive license plate upon presenting an affidavit signed by the President of the Alabama Fellowship of Fire Chaplains verifying their service; (2) require firefighter distinctive license plates to only be issued for personally owned, private passenger vehicles registered in the name of the plate holder; and (3) provide that falsely obtaining or falsely certifying an individual to obtain a firefighter distinctive license plate is a Class C misdemeanor.
