This act amends Section 11-24-2, Code of Alabama 1975, to provide that the exemption of transfers of land to immediate family members from certain subdivision regulations does not apply if the land is transferred to a non-immediate family member within 24 months of the initial immediate family transfer, except in counties where local law requires division of land by recorded plat.

This act amends Section 13A-6-21, Code of Alabama 1975, to add to the actions giving rise to the crime of assault in the second degree when a person who is at least 19 years of age, with the intent to cause physical injury to a child located in an educational environment, causes physical injury to any individual so long as the person is not employed by or enrolled in an entity associated with the educational environment.

This act amends Section 36-27-8.2, Code of Alabama 1975, to: (1) add sheriff's deputy, municipal police officer, law enforcement officer, and state policeman to the jobs to which retirees of the Employees' Retirement System and the Teachers' Retirement System classified as law enforcement officers or state policemen prior to retirement may work without suspension of their retirement pay and benefits; (2) authorize retirees of the Employees' Retirement System and the Teachers' Retirement System with 25 years of service and who are licensed to practice law to work as assistant district attorneys without suspension of their retirement pay and benefits so long as the annual compensation does not exceed $52,000; (3) increase the requisite years of service for certain of these retirees to qualify to return to work without suspension of retirement pay and benefits by 1 one each year until 30 years of service is required beginning January 1, 2032; and (4) authorize retirees of the Employees' Retirement System and the Teachers' Retirement System to work as a permanent full-time bus drivers without suspension of retirement pay and benefits so long as annual compensation does not exceed $52,000 and benefits have been drawn for 12 consecutive months, except for those who retired before January 1, 2026.

This act amends Sections 20-1-71 and 20-1-79, Code of Alabama 1975, to: (1) add that corn masa flour sold for human consumption must contain 0.7 milligrams of folic acid per pound, within acceptable industry standards of deviation of error; (2) provide that the 0.4 milligrams of folic acid required to be in corn masa products is per pound of end product, within acceptable industry standards of deviation of error; and (3) exempt snack foods from these enrichment requirements.

This act adds Section 11-43-5.3 to the Code of Alabama 1975, to: (1) authorize Class 8 municipalities with a population of 25,000 or more and corporate limits lying in two counties to opt out of a county personnel board’s jurisdiction; (2) require a municipality that opts out to create its own municipal civil service system and continue all vested rights and interests of individuals who were subject to the county personnel board; and (3) prohibit a municipality that creates its own municipal civil service system from engaging in discrimination. This act also repeals Section 11-43-5.2, Code of Alabama 1975, which authorized certain Class 8 municipalities to opt out of county personnel boards.
