This act adds Section 38-7-22 to the Code of Alabama 1975, to: (1) require the State Department of Human Resources, by August 1, 2027, and in consultation with the Alabama Department of Public Health and Alabama State Board of Pharmacy, to establish an anaphylactic response policy for children that provides guidelines and procedures required for day care centers and trained staff; (2) require by January 1, 2028, all day care centers to implement the anaphylactic response policy and provide the policy in writing to parents upon a child's enrollment; (3) beginning August 1, 2027, require all employees of licensed day care centers to biennially complete an anaphylaxis training program developed by the Alabama Department of Public Health; and (4) provide certain persons are not liable for actions taken pursuant to the policy, including making epinephrine available.

This act adds Section 40-9-39.41 to the Code of Alabama 1975, to: (1) exempt certain community foundations from the state sales and use taxes beginning September 1, 2026, through August 31, 2031; (2) require these entities to annually report information regarding the exemption to the Department of Revenue; and (3) authorize counties and municipalities to exempt these entities from local sales and use taxes. This act repeals Section 40-9-39.4, Code of Alabama 2975, which exempted certain community foundations from state, county, and municipal sales and use taxes.
