This act amends Section 34-29-61 of, and adds Sections 34-29-77.1 to, the Code of Alabama 1975, regarding practicing veterinary medicine to: (1) define the terms "animal," "client," "emergency," "patient," "telemedicine," teletriage," and "veterinarian-client-patient relationship (VCPR)"; (2) provide a VCPR is valid with all veterinarians within the practice where patient medical records are kept; (3) prohibit prescribing or dispensing drugs without a VCPR, establishing a VCPR solely for drug sales, and establishing a VCPR via telemedicine; (4) require VCPRs to be reestablished annually; (5) authorize veterinarians to communicate via teletriage if an emergency occurs outside of a VCPR, no VCPR has been established in the previous year, or the individual is not a client; (6) prohibit rendering a diagnosis or treatment via teletriage; and (7) authorize veterinarians to consult, issue recommendations, refer clients, and change protocols via telemedicine if the original VCPR veterinarian is unavailable.

This act amends Sections 40-17-168.5, 40-17-335, and 40-17-353, Code of Alabama 1975, to: (1) extend the time period by which sellers of compressed natural gas and liquid natural gas, and suppliers, terminal operators, exporters, blenders, importers, and distributors of motor fuel must file new or additional surety bond, or appeal such, from 30 to 60 days after the Department of Revenue mails notice of the new or additional surety bond; and (2) extend the time by which tax, interest, and penalties assessed on motor fuel illegally imported, transported, delivered, stored, or sold in this state must be paid from 30 to 60 days before remedies, including the sale of the fuel, may be exercised.

This act repeals: (1) Article 1, Chapter 4 of Title 33, Code of Alabama 1975, relating to the establishment of the State Pilotage Commission; and (2) Article 2, Chapter 4 of Title 33, Code of Alabama 1975, relating to requirements for the operation of bar pilots in the state.

County and municipal authorities; withdrawal from multi-jurisdiction authority authorized, taxes and distribution of monies from taxes further provided for

This act: (1) prohibits principal campaign committees, political action committees, and political parties from accepting contributions made with a credit card unless the card verification code is provided to the committee or party by the contributor at the time of contributing and the billing address of the card is in the United States, subject to exceptions for U.S. citizens living abroad; (2) requires these committees and parties to retain contributors' names and addresses; and (3) subjects credit card processors that process such contributions without requiring a verification code or zip code to a forfeiture amount equal to the contributions.

This act amends Section 11-43-2, Code of Alabama 1975, to provide that in any municipality with an even number of city council seats, the mayor may vote as a member of the council in the case of a tie vote of the council if the council has adopted a resolution authorizing the mayor to do such.

This act amends Sections 22-15A-1 and 22-15A-3, Code of Alabama 1975, to: (1) rename the Alabama Clean Indoor Air Act as the Vivian Davis Figures and Barbara Drummond Clean Indoor Air Act; and (2) prohibit using electronic nicotine delivery systems in the same manner as the of smoking tobacco products is prohibited.

This act amends Section 9-12-125, Code of Alabama 1975, to add state residents who hold certain licenses authorizing the taking of specific seafood to those who may purchase a seafood dealer license for $265.

This act amends Sections 27-31B-3, 27-31B-6, 27-31B-8, and 27-31B-9, Code of Alabama 1975, to: (1) further provide requirements that captive insurance companies must satisfy to conduct business in the state, including banking, employment, ownership, recordkeeping, and background requirements and submitting an operation plan detailing insurance types and limits, financial statements, and investment, underwriting, and rate making policies; (2) increase the amount of capital and surplus that pure captive insurance companies must possess from $100,00 to $250,000, that reinsurance captive insurance companies must possess from $10,000 to $1,000,000, and that protected cell captive insurance companies must possess from $100,000 to $250,000, or an amount determined by the Commissioner of Insurance; (3) require branch captive insurance companies to possess at least $250,000 of capital and surplus and risk retention groups to possess at least $1,000,000 of capital and surplus, or an amount determined by the Commissioner of Insurance; (4) provide additional criteria for the commissioner to consider when determining if captive insurance companies will promote the general good of the state, including examining the competence of contractors and legal counsels and the company's business plans; and (5) require annual audits of a captive insurers' financial conditions and annual certification of loss reserves and loss expense reserves.
