This act is the Uniform Assignment for Benefit of Creditors Act. This act: (1) creates a uniform state-level alternative to federal bankruptcy that allows a debtor to voluntarily assign their assets to a fiduciary to liquidate the assets and distribute the proceeds to the assignee's creditors; (2) establishes requirements for assignment agreements, including for those who may enter into agreements, form and content of agreements, and assets subject to inclusion; (3) establishes requirements for filing and recording financial statements and the effect on transferring title; (4) unless waived, requires an assignee to notify creditors of assignment and provides requirements for such notification; (5) provides duties, powers, and limitations of liability for assignors and assignees, including the discharge, succession, and removal of assignees; (6) provides for allowed and disallowed, disputes as to, and proof of creditor claims, including authorizing assignees discretion to allow claims under certain circumstances; (7) grants transferees of assets certain rights; (8) provides for the distribution of assignees' assets and proceeds among creditors and the assignment estate, including claim subordination; (9) provides for the winding up and final accounting of an assignment; (10) requires the recognition and enforcement of assignments made in other states if result would be substantially similar in this state; and (11) grants circuit courts jurisdiction to hear and resolve assignment disputes.

Court fees; allocating additional $10 docket fee to the State General Fund

Supplemental appropriations from State General Fund to specified agencies for fiscal year ending September 30, 2026.

This act amends Sections 40-23-35 and 40-23-85, Code of Alabama 1975, to: (1) increase the amount paid to the Department of Human Resources for the food stamp program from 5 percent to 7.5 percent of the value of food stamp benefits issued statewide in excess of the amount paid by recipients during the prior fiscal quarter; and (2) remove the requirement that an amount sufficient to fund the Children's Health Insurance Program be distributed annually as a first charge against the use tax allocated to the State General Fund.

This act: (1) makes an appropriation of $36,635,222 from the Children First Trust Fund to the entities and for the purposes described in Section 41-15B-2.2, Code of Alabama 1975, for the fiscal year ending September 30, 2027; (2) requires all revenues from the tobacco settlement for the Children First Trust Fund be deposited within 30 days of receipt; (3) requires available tobacco revenues to be allocated quarterly to each respective agency; (4) transfers State Board of Education Children First Trust Fund funds to the State General Fund; (5) makes an appropriation of $43,789,530 from additional tobacco settlement funds to various entities for the fiscal year ending September 30, 2027; (6) requires additional tobacco revenues available for the fiscal year ending September 30, 2027, to be conditionally appropriated; (7) requires that Children First Trust Fund funds only be allotted after the Secretary of the Department of Early Childhood Education approves a plan of investment for each agency receiving funds; and (8) requires the secretary to report on approved plans to the Joint Interim Legislative Oversight Committee and the Alabama Children's Policy Council.

This act: (1) provides a 2 percent cost-of-living increase for state employees beginning with the first pay day on or after October 1, 2026; and (2) provides a one-time lump-sum longevity bonus to certain retirees and beneficiaries of the Employees' Retirement System in the amount of $1 per month for each year of service.

This act is the Renewing Coal-Impacted Communities Act. This act: (1) establishes the Coal-Impacted Communities Economic and Workforce Development Grant Program to award grants to local development organizations for regional economic and workforce development in coal-impacted communities; (2) requires and provides for the Secretary of the Department of Workforce to administer the program; (3) establishes the Coal-Impacted Communities Economic and Workforce Development Grant Program Advisory Committee to ensure these communities have input into the expenditure of grant funds; (4) establishes the Renewing Coal-Impacted Communities Act Fund in the State Treasury to consist of rent and royalties from federal coal lease sales after January 1, 2027, and other funds; and (5) beginning January 1, 2027 and ending December 31, 2030, provides for the distribution of rents and royalties of federal coal lease sales.

Taxation, Sleep in Heavenly Peace Inc., exempt from sales and use tax

This act adds Article 3 to Chapter 40, Title 34, Code of Alabama 1975, to: (1) adopt the Athletic Trainer Compact for licensed athletic trainers to practice among compact states in a limited manner; and (2) establish the Athletic Trainer Compact Commission to provide for the general oversight and enforcement of the compact.

Criminal procedure; post-conviction DNA testing procedures of inmates, further provided

This act: (1) makes an appropriation of $169,633 from the State General Fund to the Coalition Against Domestic Violence for the fiscal year ending September 30, 2027; (2) conditions the appropriation on the submission of an approved operations plan and audited financial statement to the Director of Finance; and (3) requires quarterly expenditure and year-end performance reports to be submitted to the director.

This act adds Article 3 to Chapter 7B, Title 34, Code of Alabama 1975, to: (1) adopt the Esthetics Licensure Compact for licensed estheticians to practice among compact states in a limited manner; and (2) establish the Esthetics Licensure Compact Commission to provide for the general oversight and enforcement of the compact.

This act amends Section 11-43B-9, Code of Alabama 1975, to remove the prohibition of certain Class IV municipalities from using the same accountant for more than three consecutive annual audits of the city's books and accounts.

This act amends Section 11-43B-4, Code of Alabama 1975, relating to Class 4 municipalities with a mayor-council form of government, to: (1) require candidates for a municipal board of education to pay a qualifying fee when filing a statement of candidacy; (2) provide the qualifying fees for mayoral candidates is $500 and for city council and board of education candidates is $250; and (3) exempt indigent candidates for these positions from qualifying fees if their most recent tax return evidences the candidate has a gross income not exceeding 130 percent of the federal poverty level.

This act adds Section 17-5-6.1 to the Code of Alabama 1975, to authorize political action committees, principal campaign committees, and other persons required to file reports or statements under the Fair Campaign Practices Act to destroy any record, account, report, or statement required under the act, and all relevant records thereto, after four years.
