This act amends Section 17-4-38, Code of Alabama 1975, to: (1) require the Secretary of State to electronically provide copies of voter lists to requestors; (2) limit the fee charged for these lists to not more than $1,000 per list; (3) to make accessible to any requestor the lists and election history for the last 10 election cycles in which a voter participated as contained in the statewide voter registration database of the secretary; (4) prohibit from dissemination on such lists social security numbers, driver license numbers, email addresses, telephone numbers, and other voter information protected by state law, except to authorized government agencies and for individuals who have elected to have their telephone number disseminated; and (5) prohibit the sale or publishing of voter lists, or using information contained on such lists, for commercial purposes, with exceptions.

This act is the Peer-to-Peer Car Sharing Program Act. This act: (1) requires peer-to-peer car sharing programs to assume liability of shared vehicle owners for third-party damages and injuries, ensure shared vehicle owners and drivers are insured, have an insurable interest in a shared vehicle, provide certain notices to owners, collect certain information about the program, and ensure vehicles are safe before sharing; (2) provides for the rights and duties of insurers of shared vehicles, including the right to exclude any coverage of a shared vehicle; (3) provides requirements for peer-to-peer car sharing agreements between vehicle owners and drivers, including required terms and age limits; and (4) exempts programs and owners from vicarious liability based on vehicle ownership.
