<p><b>DHS Cybersecurity On-the-Job Training and Employment Apprentice Program Act</b></p> <p>This bill requires the Department of Homeland Security (DHS) to establish a DHS Cybersecurity On-the-Job Training and Employment Apprentice Program to identify and train DHS employees for cybersecurity work.</p> <p>The Cybersecurity and Infrastructure Security Agency within DHS must lead the program. Among other things, the agency must (1) track the status of cybersecurity positions at DHS, (2) develop a program curriculum, and (3) recruit DHS employees for the program.</p>

<p><b>Preventing Child Sex Abuse Act of 2023</b></p> <p>This bill makes changes to the federal law prohibiting child sexual tourism. </p> <p>First, the bill revises the specific intent required for certain offenses involving interstate or foreign travel to engage in or facilitate illicit sexual conduct. Specifically, this bill requires the government to prove that an individual traveled (or facilitated travel) with the intent to engage in illicit sexual conduct (currently, with a motivating purpose of engaging in illicit sexual conduct). Further, it specifies that the term <i>intent</i> is to be construed as any intention to engage in illicit sexual conduct at the time of the travel. </p> <p>Second, the bill establishes new criminal offenses for acts in furtherance of illicit sexual conduct by an officer, director, employee, or agent of an organization through his or her connection to or affiliation with the organization. A violation is subject to a fine, a prison term of up to 30 years, or both. </p> <p>Finally, the bill specifies that the term <i>sexual activity for which any person can be charged with a criminal offense</i> does not require interpersonal physical contact. </p>

<p><b>Let's Get to Work Act of 2023</b></p> <p>This bill modifies and expands work requirements under the Supplemental Nutrition Assistance Program (SNAP) and certain housing programs of the Department of Housing and Urban Development (HUD).</p> <p>Specifically, the bill repeals the temporary suspension of work requirements due to COVID-19 that allowed participants who would have lost eligibility due to such requirements to continue to receive SNAP benefits. It also expands work requirements under SNAP to apply to all able-bodied adults receiving benefits who are under the age of 60 (currently 50) as well as to individuals who have children over the age of 6. The bill exempts from work requirements an individual who is responsible for a dependent and married to, and resides with, an individual who is in compliance with the work requirements. The bill terminates a state's authority to provide exemptions to individuals who do not meet work requirements.</p> <p>Additionally, the bill establishes work requirements for families residing in public housing by applying SNAP work requirements to the HUD public housing and tenant-based rental assistance (voucher) programs.</p>

<p><b>Pensacola and Perdido Bays Estuary of National Significance Act of 2023</b></p> <p>This bill revises the National Estuary Program to require the Environmental Protection Agency (EPA) to give priority consideration to selecting the Pensacola and Perdido Bays in Florida and Alabama as estuaries of national significance. Under the existing program, the EPA protects and restores the water quality and ecological integrity of estuaries of national significance.</p>

<p><b>Natural Gas Tax Repeal Act</b></p> <p>This bill eliminates a program administered by the Environmental Protection Agency (EPA) that provides incentives for petroleum and natural gas systems to reduce their emissions of methane and other greenhouse gases. It also repeals a charge on methane emissions from specific types of facilities that are required to report their greenhouse gas emissions to the EPA's Greenhouse Gas Emissions Reporting Program.</p>

<p><strong></strong><b>New Parents Act of 2023</b></p> <p>This bill allows parents to use a portion of their Social Security benefits for up to three months of paid parental leave after the birth or adoption of a child. To receive the parental leave benefit, parents must choose to either increase their retirement age or temporarily receive a reduction in Social Security benefits upon retirement, as specified.</p>

<p><b>Promoting Employment and Lifelong Learning Act or the PELL Act</b></p> <p>This bill expands student eligibility for Pell Grants by establishing the Workforce Pell Grants Program.</p> <p>Specifically, the bill requires the Department of Education (ED) to award Workforce Pell Grants to students enrolled in eligible short-term programs. Eligible programs are those that provide 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and meet other eligibility criteria.</p> <p>An accrediting agency or association recognized by ED must determine a program's eligibility based on several criteria, including that the program provides education aligned with the requirements of in-demand industry sectors and occupations and meets specified completion and job placement rates.</p> <p>ED must annually collect and publish information on the College Scorecard regarding each eligible program, including job outcomes. The College Scorecard is a comparison tool for information on school sizes, settings, graduation rates, average costs, and salary ranges per field of study.</p>

<p><strong>Extending Limits of United States Customs Waters Act of </strong><b>2023</b></p> <p>This bill extends the customs waters territory of the United States.</p> <p>Under current law, <em>customs waters</em> means waters within four leagues of the coast of the United States. This bill revises the definition to include (1) the territorial sea of the United States to the limits permitted by international law in accordance with Presidential Proclamation 5928, dated December 27, 1988, that extended such limits to 12 nautical miles from the baselines of the United States; and (2) the contiguous zone of the United States to the limits permitted by international law in accordance with Presidential Proclamation 7219, dated September 2, 1999, that extended such limits to 24 nautical miles from the baselines of the United States.</p>

<p><b>Essential Medicines Strategic Stockpile Act of 2023</b></p> <p>This bill requires the Department of Health and Human Services (HHS) to create a pilot program to test the effectiveness of acquiring, maintaining, managing, and distributing a stockpile of generic drugs at risk of shortage.</p> <p>To carry out the pilot program, HHS must enter into contracts for a term of up to three years with drug manufacturers, co-op or chain pharmacy warehouses, or other eligible entities to create a six-month stockpile of up to 50 types of such drugs.</p> <p>The bill establishes various program requirements, including annual evaluations by the Government Accountability Office.</p>

<p><b>Protecting the Dignity of Unborn Children Act of 2023 </b></p> <p>This bill establishes a new criminal offense for recklessly disposing of or abandoning fetal remains in a landfill or in any navigable waters of the United States.</p> <p>The term <i>fetal remains</i> means any part (except a cremated part) of a deceased human fetus following an abortion.</p> <p>A violator is subject to a fine, up to three years in prison, or both.</p>
