<p><b>Lead by Example Act of </b><b>2023</b></p> <p>This bill provides that, beginning January 3, 2025, the only health care plan the federal government may make available to Members of Congress and congressional staff shall be health care provided through the Department of Veterans Affairs (VA).</p> <p>By September 15, 2023, the VA and the Office of Personnel Management shall jointly submit to Congress a plan to carry out this bill, including recommendations for any necessary legislative actions.</p>

Amending the Rules of the House of Representatives to prohibit the consideration of bills and resolutions whose titles do not adequately express their contents.

<p><strong>American Science First Act</strong></p> <p>This bill prohibits the National Science Foundation (NSF) from providing grants or other forms of assistance to certain foreign individuals and entities. Specifically, the NSF may not support any individual or entity that is affiliated or otherwise has a relationship, including but not limited to a research partnership, joint venture, or contract, with</p> <ul> <li>an entity included on the entity list under the Export Administration Regulations, which identifies foreign entities subject to license requirements for the export, reexport, or transfer of certain items;</li> <li>a Chinese military company operating in the United States or any of its territories or possessions on the list required under the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, or required under the Mac Thornberry National Defense Authorization Act for Fiscal Year 2021, or any successor list; or</li> <li>any parent, subsidiary, affiliate of, or entity owned by or controlled by any such entity.</li> </ul>

Amending the Rules of the House of Representatives to prohibit in any bill, joint resolution, or conference report appropriating funds for relief and emergency assistance in response to major disasters the inclusion of any provision which appropriates or otherwise makes available funds for any other purpose.

<p><b>Providing Appropriate Recognition and Treatment Needed to Enhance Relations with ASEAN Act or the PARTNER with ASEAN Act</b></p> <p>This bill establishes that the Association of Southeast Asian Nations (ASEAN) shall be covered by the International Organizations Immunities Act, which provides immunities and privileges to certain international organizations, such as immunity from certain lawsuits and exemption from property taxes.</p> <p>(ASEAN is Southeast Asia's primary multilateral organization. It has 10 member nations, including Brunei, Indonesia, Singapore, and Vietnam.)</p>

<p><strong></strong><b>Investing in Rural Manufacturing Act</b></p> <p>This bill authorizes the Small Business Administration to make loans for certain costs to businesses that manufacture goods essential to critical infrastructure sectors in rural areas. Businesses that meet at least 75% of their job creation goals under such loans may receive partial loan forgiveness.</p>

<p><strong>Debt Cancellation Accountability Act of </strong><b>2023</b></p> <p>This bill prohibits the Department of Education from providing class-based loan forgiveness unless funds have been specifically requested and appropriated for this purpose. <em>Class-based loan forgiveness</em> refers to the cancellation, waiver, assumption, discharge, reduction, or other forgiveness of any obligation due on Federal Family Education Loans, Federal Direct Loans, or Federal Perkins Loans (1) on a class-wide basis and for a class of two or more loan borrowers, and (2) that totals more than $1 million.</p> <p>The prohibition does not apply to targeted loan forgiveness programs explicitly established under the Higher Education Act of 1965 and in effect before January 1, 2022, if the loan forgiveness is granted for a single borrower on a case-by-case basis.</p>

<p><strong>One School, One Nurse Act of </strong><b>2023</b></p> <p>This bill directs the Department of Education (ED) to award competitive grants to eligible entities for recruiting, hiring, and retaining school nurses. An eligible entity is a local educational agency (LEA) or a partnership between a state educational agency and a consortium of LEAs in the state.</p> <p>Further, ED must specify in regulation the recommended nurse-to-student ratios for elementary and secondary schools.</p>

<p><b>Cyber Defense National Guard Act</b></p> <p> This bill requires the Office of the Director of National Intelligence to report to Congress regarding the feasibility of establishing a Cyber Defense National Guard.</p> <p>The report shall address topics including (1) the cost of creating a Cyber Defense National Guard, (2) the number of persons needed to defend critical U.S. infrastructure from a cyberattack, (3) the sources of potential members of the Cyber Defense National Guard, and (4) which federal government elements would be best equipped to train and manage the Cyber Defense National Guard.</p>

<p><b>Criminal Alien Gang Member Removal Act</b></p> <p>This bill makes non-U.S. nationals (<i>aliens</i> under federal law) associated with criminal gangs inadmissible for entry into the United States and deportable. The bill also establishes procedures to designate groups with criminal gang status. </p> <p>An individual shall be inadmissible if a consular officer, the Department of Homeland Security (DHS), or the Department of Justice knows or has reason to believe that the individual is or was a criminal gang member or has participated or aided such a group's illegal activities. An individual who is or was a member of such a gang, or has participated or aided such a group's illegal activities, shall be deportable. </p> <p>Such individuals must be subject to mandatory detention. Furthermore, such individuals shall not be eligible for (1) asylum; (2) temporary protected status; (3) special immigrant juvenile visas; or (4) parole, unless they are assisting the government in a law enforcement matter.</p> <p>The bill defines a criminal gang as a group of five or more persons (1) where one of its primary purposes is committing specified criminal offenses and its members have engaged in a continuing series of such offenses within the past five years, or (2) that has been designated as a criminal gang by DHS.</p> <p>The bill also establishes procedures for DHS to designate a group as a criminal gang, including notifying Congress, publishing a notice in the Federal Register, and providing an opportunity for the group to petition for administrative and judicial review of the designation.</p> <p>

<p><strong></strong>This bill releases to the University of Utah, without consideration, the reversionary interest of the United States in approximately 593 acres of specified nonfederal land.</p>

To extend the customs waters of the United States from 12 nautical miles to 24 nautical miles from the baselines of the United States, consistent with Presidential Proclamation 7219.

<p><b>Washington, D.C. Admission Act</b></p> <p>This bill provides for the admission of the state of Washington, Douglass Commonwealth into the United States.</p> <p>The commonwealth consists of all the territory of the District of Columbia (DC), excluding certain federal property. The excluded property shall be known as the Capital and serve as the seat of federal government; it includes the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, and the federal office buildings located adjacent to the Mall and Capitol Building. In addition, the bill maintains the federal government's authority over military lands and specified other property and prohibits the commonwealth from taxing federal property except as permitted by Congress.</p> <p>Within 30 days of this bill's enactment, the DC mayor must call for the election of two Senators and one Representative for the commonwealth. The commonwealth shall be admitted into the United States upon a presidential proclamation announcing the results of that election.</p> <p>The bill applies current DC laws to the commonwealth and continues pending judicial proceedings. It also continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, and courts, until the commonwealth certifies that it is prepared to take over those authorities and responsibilities.</p> <p>Further, the bill provides for expedited consideration of a joint resolution to repeal the Twenty-third Amendment to the Constitution (which allows DC citizens to vote in presidential elections).</p> <p>The bill also establishes a commission to advise the President, Congress, and DC and commonwealth leaders on the transition.</p>
