<p><b>Mental Health Access and Gun Violence Prevention Act of </b><b>2023</b></p> <p>This bill authorizes FY2024 appropriations for the Department of Justice, the Department of Health and Human Services, and the Social Security Administration to (1) increase access to mental health care treatment and services, and (2) promote reporting of mental health information to the National Instant Criminal Background Check System. (This system is used to query federal, state, local, tribal, and territorial criminal history record information and other records to determine an individual's eligibility to receive, transfer, or possess firearms.)</p>

<p><strong></strong><b>Effective and Humane Treatment of Youth Act of 2023 or Kalief's Law </b></p> <p>This bill establishes requirements for the treatment of youth in the criminal justice system at the federal, state, and local levels. A <em>youth</em> is an individual who is 21 years of age or younger.</p> <p>At the federal level, the bill </p> <ul> <li>requires federal law enforcement officers to record youth custodial interrogations,</li> <li>limits the use of solitary confinement for youth at federal facilities, and </li> <li>limits the use of restraints on youth during federal court proceedings.</li> </ul> <p>At the state and local levels, the bill places conditions on existing grants and establishes a new grant to incentivize the implementation of similar policies with respect to youth. </p> <p>First, the bill reauthorizes the Juvenile Accountability Block Grant program for FY2023-FY2027. To be eligible for grant funds, state and local governments must implement policies that, with respect to youth, provide a right to speedy trial, provide a right to timely bail consideration, and restrict the use of solitary confinement.</p> <p>Second, a state or local government that receives funding under the Edward Byrne Memorial Justice Assistance Grant program or the Community Oriented Policing Services program must implement policies and training on police-youth interaction. </p> <p>Third, the bill directs the Department of Justice to award grants to help state and local governments record youth custodial interrogations.</p>

<p><b>Protecting American Energy Production Act</b></p> <p>This bill prohibits the President from declaring a moratorium on the use of hydraulic fracturing unless Congress authorizes the moratorium. The bill also expresses the sense of Congress that states should maintain primacy for the regulation of hydraulic fracturing for oil and natural gas production on state and private lands.</p> Hydraulic fracturing, or fracking, is a process to extract underground resources such as oil or gas from a geologic formation by injecting water, a propping agent (e.g., sand), and chemical additives into a well under enough pressure to fracture the formation.

<p><b>Voter Integrity Protection Act</b></p> <p>This bill imposes additional immigration-related penalties for non-U.S. nationals (<i>aliens</i> under federal law) who vote in an election for federal office.</p> <p> It shall be an aggravated felony for a non-U.S. national who is unlawfully present to violate an existing prohibition against a non-U.S. national voting in a federal election. (An aggravated felony conviction carries various immigration consequences, such as rendering the non-U.S. national inadmissible, deportable, and barred from establishing good moral character for naturalization.)</p> <p>A non-U.S. national who is unlawfully present and who knowingly violates the prohibition against voting in a federal election shall be deportable.</p>

<p><b>Help Ensure Legal Detainers Act or the HELD Act</b></p> <p>This bill prohibits the use of federal funds by a state or local subdivision that has in effect a law, policy, or procedure that prevents or impedes </p> <ul> <li> a timely response to a request by the Department of Homeland Security for information about an alien in custody, including the alien's estimated release date; or </li> <li> compliance with a detainer request.</li> </ul>

<p><strong>Proven Forest Management Act of 2022</strong></p> <p>This bill directs the Department of Agriculture (USDA), when conducting a forest management activity on National Forest System land, to coordinate with impacted parties to increase efficiency and maximize the compatibility of management practices across such land. </p> <p>USDA shall conduct such an activity on National Forest System land in a manner that attains multiple ecosystem benefits, including reducing forest fuels and maintaining biological diversity. However, a forest management activity shall not be conducted if the costs associated with attaining such benefits are excessive. </p> <p>Additionally, the USDA shall (1) establish any post-program ground condition criteria for a ground disturbance caused by a forest management activity required by the applicable forest plan, and (2) provide for monitoring to ascertain the attainment of relevant post-program conditions. </p> <p>The bill categorically excludes certain forest management activities for reducing forest fuels from certain environmental impact requirements. </p> <p>USDA or the Department of the Interior, as appropriate, in conjunction with land adjustment programs, may enter into contracts and cooperative agreements with a qualified entity to provide for fuel reduction, erosion control, reforestation, Stream Environment Zone restoration, and similar management activities on federal lands and nonfederal lands within such programs.</p>

<p><b>Citizen Legislature Anti-Corruption Reform of Public Service Act or the CLEAN Public Service Act</b></p> <p>This bill excludes Members of Congress from further retirement coverage under the Civil Service Retirement System or the Federal Employees Retirement System following the enactment of the bill. It also prohibits further government contributions or deductions from a Member's basic pay for deposit in the Treasury to the credit of the Civil Service Retirement and Disability Fund.</p> <p>This exclusion does not affect a Member's eligibility to participate in the Thrift Savings Plan. </p>

<p><b>Default Prevention Act</b></p> <p>This bill requires the Department of the Treasury to continue borrowing to pay the principal and interest on obligations held by the public or the Social Security trust funds if the federal debt limit is reached.</p> <p>The bill also (1) exempts any obligations issued under this bill from the debt limit if the obligations would otherwise cause the limit to be exceeded, and (2) prohibits the obligations from being used to compensate Members of Congress. </p>

<p><b>No Free Rent for Freeloaders Act of 2023</b></p> <p>This bill directs the Department of Housing and Urban Development (HUD), on an annual basis, to</p> <ul> <li>monitor the extent of noncompliance of public-housing&nbsp;tenants with certain community service and economic self-sufficiency requirements, </li> <li>determine the aggregate amount provided in federal subsidies for all public-housing dwelling units that were occupied by noncompliant tenants, and </li> <li>publish this amount in the Federal Register. </li></ul> <p>In each fiscal year, the amount as determined and published for the preceding fiscal year must be rescinded from funds made available for HUD's&nbsp;Management and Administration account.</p>
