Bills: HB2264 , HB2336 , HB2298 , HB1518
Committee: House Public Safety
Summary: The committee opened by announcing that it would hear testimony but would not take decisions on the day’s bills, with action deferred to a later decision-making agenda. The first measure, HB 2264, would require notification to military security forces when a protective order is issued involving a military-affiliated person. Support came from the U.S. Defense State Liaison Office, the Hawaii National Guard, and DBEDT’s Military Affairs office, all emphasizing better coordination and faster notice to help protect victims and support command oversight. Family Court Judge Jesse Hall supported the intent but asked for deferral, explaining that a prior fax-and-email notification system had broken down and that the military had not re-engaged with the court. The Hawaii State Coalition Against Domestic Violence supported the bill but recommended narrowing it so it applies only when the respondent is actually marked as military-connected and delaying the effective date to January 1, 2027 to allow implementation. In questions, members discussed the current breakdown in communication, the number of military-marked TROs statewide, and whether the bill would be necessary if the old system were restored; the military witness said she would try to reestablish contact with the court. The committee then took up HB 2336, which would authorize the Department of Transportation to enter into agreements with the U.S. Department of Defense for services at federal military installations and charge an administrative fee. DOT and the Military Affairs office supported the measure, describing it as a way to speed projects, combine state and federal resources, and strengthen infrastructure that also supports disaster response and the economy. Members questioned why the bill was needed if similar arrangements had existed before, and whether Title 23 federal highway funds could be used; DOT responded that the bill would help expedite projects and supplement, not supplant, federal funding, while each project would still require review of the appropriate funding source. The committee also heard HB 2298, which would allow the Department of Education to award high school diplomas to qualified people whose schooling was interrupted by military service or wartime practices during World War II, the Korean War, or the Vietnam War. The U.S. Defense State Liaison Office, the Hawaii Office of Veterans Affairs, and DOE supported the bill, and DOE said implementation would have only a minimal printing cost. Finally, the committee heard HB 1518, which would require DHS, upon obtaining a federal waiver, to create a pre-release SNAP application process for inmates nearing release by January 1, 2028. DHS said it was already working on a pilot and stood on its testimony; the County of Hawaii, the Correctional System Oversight Commission, the ACLU of Hawaii, and the Hawaii Public Health Institute supported the measure, arguing it would improve reentry outcomes and would not cost the state additional money. No votes or final committee actions were taken on any of the bills during this meeting.

Common Education

Bills: HB4274 , HB3076 , HB4358 , HB3312 , HB3288 , HB3885
Summary: The committee first took up HB 4274, with a PCS accepted without objection. The bill concerns military students and military school choice, restoring language from the Open Enrollment Act, removing a six-month residency requirement for military families, and addressing early enrollment administration. After brief discussion, the committee voted 10-0 to report the bill out as due pass. HB 3076, authored by Rep. Lepak, would create a new alternative certification pathway for teachers to help address the teacher shortage by allowing third-party certifiers outside the traditional higher-education route. Members asked about accreditation, existing pilot language, and how this differs from emergency or adjunct certification. The author said the bill is intended as an additional route for career changers, with examples from other states and a model that includes follow-up support after hiring. The committee also discussed adding mentor-teacher language, and the bill passed 10-2 as due pass. The committee then considered HB 4358, which would limit screen time for K-5 students to one hour per day, with the author noting possible changes for class-based use, testing, and virtual schools. HB 3312, with a PCS, would require schools to offer firearm safety education in grades K-12, while allowing parents to opt their students out; it passed 9-2. HB 3288, also with a PCS, would increase physical activity for school-age children and prohibit withholding recess or physical education from pre-K through 5th grade as punishment; it passed 11-0. Finally, HB 3885, with a PCS, would impose mandatory disciplinary actions for third- through fifth-grade students who assault or attempt to assault teachers or school employees. The author said the bill is aimed at improving teacher safety and retention, while still allowing in-school suspension and case-by-case superintendent discretion. Members discussed whether schools already have such authority and whether suspension is always the best response. The bill passed 8-3 as due pass. HB 4277 and HB 4173 were laid over.

Senate - Finance Feb 6th, 2026

House Appropriations & Finance

Bills: HB2 , SB193 , SB132 , SB35 , SB145
Summary: The Senate Finance Committee first heard Senate Bill 193, which would increase the transfer from the irrigation works construction fund to the acequia and community ditch infrastructure fund from $2.5 million to $5 million. Senator Campos said the bill was intended to provide additional resources for acequias facing ongoing needs, including fire and flood recovery in areas such as San Miguel, Mora, and Lincoln counties. Paula Garcia of the New Mexico Acequia Association testified in support. The committee approved the bill on a 6-0 do-pass vote. The committee then considered Senate Bill 132, sponsored by Senator Padilla with Department of Information Technology Secretary Manny Baca. The bill would modernize state IT planning by adding software to the equipment replacement framework and renaming the revolving fund to include software replacement and upgrades. Members discussed the need for more centralized purchasing and coordination across agencies, with Senator Woods expressing frustration that agencies often buy different software instead of using common systems. The bill received a 7-0 do-pass recommendation. Next, the committee took up Senate Bill 35, and first adopted a committee substitute for discussion. The substitute combined two judicial district judgeship proposals for the First and Second Judicial Districts and removed an appropriation. The committee then approved the committee substitute on a 6-0 do-pass vote. Finally, Senate Bill 145 was tabled permanently after Senator Woods moved to table it, with the motion passing 6-1. The committee then adjourned and announced it would meet again Monday.
