The committee then heard House Bill 751, which would require licensure of outpatient substance use disorder treatment facilities and create an ombudsman-related complaint process. They also said the ombudsman section was no longer needed because licensed facilities would fall under existing oversight. Members questioned how many facilities exist and whether licensing fees would cover costs; DHHS said it did not know the full provider landscape and that licensing revenue across the board does not cover the department’s costs.
