Summary:
The House convened with prayer, the Pledge of Allegiance, and a quorum present. The chamber received a Senate message regarding SB 2510, the pre-K through grade 12 education conforming bill. Representative Persons-Mulicka explained that the bill was a Senate conforming measure tied to budget policy, including changes affecting acceleration course weighting and the CAPE program. The House adopted a strike-all amendment to place the bill in the proper posture for conference, then advanced and passed SB 2510 on final passage by a vote of 88 yeas to 10 nays.
After SB 2510 passed, the House agreed to accede to the Senate’s request for a budget conference. Speaker Perez then delivered extended remarks criticizing the Senate for breaking the budget framework agreement and arguing that the state budget has grown too large. He said the House remained committed to reducing state spending and revenue, discussed possible budget and tax-cut alternatives, and emphasized that property tax reform and state revenue reduction were separate issues. He also noted the House’s work on property tax relief and said the chamber would continue negotiating.
The House then took up HCR 1633, a concurrent resolution extending the 2025 regular session until 11:59 p.m. on June 30, 2025. Representative Garrison explained that it was identical to an earlier extension resolution except for the new end date. The resolution was adopted, and the House then approved a motion to adjourn for committee and subcommittee meetings and other House business, to reconvene upon call of the chair.

Summary:
The committee heard testimony on HB 733-FN, a bill concerning third-party litigation financing (TPLF). Representative Cole, the prime sponsor, described TPLF as outside investors funding lawsuits in which they have no personal stake, arguing that the practice is largely unregulated, can involve foreign entities, increases litigation abuse, and contributes to higher insurance and consumer costs. He said the bill is modeled on an NCOIL proposal and would require disclosure of TPLF agreements, with guardrails and reporting requirements on specified pages of the bill. He also noted a couple of drafting fixes, including adding the word “knowingly” and incorporating a missing section later.
Members raised questions about the bill’s foreign-entity language, especially the provision allowing a governor or the Department of Safety to designate a country as a threat to critical infrastructure. Representative Cole said he would have lawyers review that issue. Another member asked whether the bill would prohibit a party from obtaining outside funding for a lawsuit; Cole clarified that the bill is intended as a reporting measure, not a ban, and that disclosure would be required. He also said the bill is aimed at American citizens rather than foreign-backed financing, and that some states had considered caps on such arrangements, though this bill does not.
Brandon Gratz of the Attorney General’s office testified that the enforcement language appears too limited, because it would allow only civil penalties and not broader Consumer Protection Act remedies such as injunctions or restitution. He suggested the Attorney General may not have meaningful authority under the bill as written and raised possible insurance-law issues. Commissioner D.J. Benton-Court of the Insurance Department said the disclosure could help insurers better assess risk and potentially soften the hard insurance market by improving transparency, competition, underwriting, innovation, and claims management. He also said the bill likely needs further work on jurisdiction and enforcement, and that the committee may need to coordinate with the Attorney General, Insurance Department, and possibly banking regulators. No vote was taken in the portion provided.

Summary:
The House convened with prayer, pledge, and a quorum, then spent much of the day on recognitions and commemorative resolutions. Members honored coach Jeffrey Craig Whittington, tourism and the Louisiana Oil Makers Association, Motorcycle Safety Awareness Month, the Tangipahoa Parish Fair, Washington Parish festivals, ACOG’s 75th anniversary, Louisiana Tech women’s basketball, and Memorial Day. A major Memorial Day presentation commended Lane Frenchy Boudreau for helping recover the body of Army Sgt. First Class James H. Moore in Vietnam; the House observed a moment of silence and presented a flag to Moore’s family. The chamber also received Senate messages, enrolled bills, and committee reports, and introduced several new resolutions on topics including Pope Leo XIV, orphan wells, scenic rivers, Teche water quality, and the LaMelle family’s pilgrimage to Rome.
The House then took up numerous resolutions and bills, often adopting them without objection. Among the measures adopted or advanced were studies on neighborhood crime prevention districts, parish solid waste and disaster resiliency in Washington Parish, the Louisiana Climate Action Plan, the Louisiana Maneuvers museum/trail, cash-rounding practices after penny production ends, residential construction costs and inspection practices, roundabout education, Taiwan relations, TSA worker loan assistance in Shreveport, human growth and development standards, and the state income tax credit for water utility customers. The chamber also adopted or concurred in several Senate amendments on bills dealing with financial disclosure, video voyeurism, personal information protections, online child safety, STEM advisory council changes, dual enrollment tuition, fleet vehicle registration, menhaden fishing rules, recording fees, amusement ride insurance, drone footage authentication, garbage and trash contracts, insurance prescription periods, retirement system changes, juror qualifications, fireworks, inspection stickers, employment discrimination, and inactive boards and commissions.
Several measures drew discussion or division. H.B. 1199, requiring coverage for genetic testing and treatment for SCN2A-associated disorders, passed 94-0 after being discharged from Appropriations. H.B. 302, which would prohibit vape sales within 300 feet of schools, passed 86-4. H.B. 84, encouraging an interest-free loan program for TSA workers at Shreveport Regional Airport, passed 64-27. H.B. 1054 on self-authentication of law enforcement drone footage passed 78-12, and H.B. 1137 limiting employment discrimination protections to state employees passed 71-23. The House rejected Senate amendments on H.B. 468 (residential real property wholesaling), H.B. 1117 (insurance contractual payments and prescriptive periods), H.B. 956 (fireworks dates), and H.B. 74 (Spectrum Alert for missing children with autism), while concurring in or adopting amendments on many other bills. The session ended amid continued consideration of Senate Bill 56 on the West Bank/Lafitte levee governance structure, including an adopted amendment to ensure Lafitte-area representation on the board, with extended remarks about the history and accomplishments of the existing levee authority.

Summary:
The House convened with prayer, the Pledge of Allegiance, quorum calls, and introductory remarks, including recognition of former Representative Ardian Zika and law enforcement officer of the day Representative Chuck Brannan. Members also unveiled a portrait of Speaker Daniel Perez, with extended remarks praising his leadership and the institution of the House. The Speaker then explained the process for taking up returning messages from the Senate, noting that the House would consider Senate amendments to bills already passed by both chambers.
The House first concurred in Senate amendments and passed CS/CS/HB 1503 on computer science education and certification, which adds computer science and artificial intelligence content to high school instruction and creates a teacher certification program, with implementation delayed to give the Department of Education time to develop curriculum. The chamber then considered CS/CS/HB 1085 on local government cybersecurity, adopting a House amendment to allow local governments to buy into the cyber grant program whether or not they receive a grant, add a five-year sunset, and keep the program under the Florida Digital Service rather than a university. The House concurred in the Senate amendment and passed the bill 104-1. Members also refused to concur in Senate amendments to CS/HB 351 on concurrent legislative jurisdiction over military installations and HB 6011 on reporting gifts or honoraria, sending both bills back to the Senate.
The most extensive debate centered on CS/CS/HB 1471, which would create a process for designating domestic terrorist organizations and related restrictions. Supporters said the Senate amendment clarified the definition of “promote,” refined notice and timeline requirements, and aligned the bill with federal-style procedures; opponents argued it lacked due process, could chill speech, and gave the governor and cabinet unprecedented power without adequate evidentiary standards or judicial review. Members also debated a related public records bill, CS/CS/HB 1473, which would exempt certain records tied to the designation process; critics said the exemption would further reduce transparency and due process. Despite objections, the House adopted the amendments and passed HB 1471 by 80-25, while the public records measure was taken up as a technical companion to align with the newly amended bill.

Summary:
The House took up a series of Senate messages and concurred in several amendments before passing multiple bills. Early actions included unanimous passage of CS/CS/HB 1299 on Department of Health matters, CS/HB 1549 on financial institutions after removing a Senate-added trust-account provision, and CS/CS/SB 768 on foreign ties in business ownership after trimming registration requirements. The chamber also insisted on its housing amendment to CS/CS/CS/SB 184 after the Senate refused to concur.
A major portion of the meeting focused on CS/CS/HB 875 on educator preparation. The House adopted an amendment restoring two teacher-prep courses, preserving the Florida Center for Teaching Excellence at Miami-Dade College in partnership with USF, and modifying the teacher candidate testing framework and mentor qualifications. Supporters said it reduced barriers while keeping standards; opponents raised concerns about the remaining “identity politics” language and other provisions. The bill then passed 91-22.
The House also passed HB 1101 on out-of-network providers after adopting a House amendment that kept the original bill’s notice and referral provisions with a good-cause exemption, despite objections that it placed too much responsibility on doctors. Later, the chamber approved CS/CS/SB 180 on emergency preparedness and response, with members highlighting debris management, emergency planning, crane safety, and hurricane recovery provisions; it passed unanimously. The House then rejected concurrence in a Senate amendment to HB 1609 on waste incineration, and later spent substantial time debating CS/CS/HB 1115 on education, especially Schools of Hope, expanded co-location authority, funding, transportation, and school-district agreement terms. Critics argued the language was added late and could disadvantage traditional public schools, while supporters said it would expand options for students; the debate continued with the bill still under consideration at the end of the excerpt.

Summary:
The Education Funding Committee Subcommittee on Adequacy and Funding Sources opened its second meeting by reviewing four retained bills assigned to it: HB 651, HB 772, HB 491, and HB 734. The chair said the goal was to compare the bills across the board, consider whether any one of them should be the committee’s recommended vehicle, and then vote on a recommendation to the full committee. He noted the bills would move out before November 21 and be taken up on the House floor in January, while related LSRs were also being developed for the coming session.
Representative Ames argued that HB 651 should be the main vehicle because it would substantially raise the adequacy base and adjust differential aid categories to better reflect real school costs, including poverty, special education, and English learner needs. He described the bill as building on court guidance and said the current funding formula is far below actual district needs. He also supported HB 491 as a study vehicle to examine revenue options, saying the legislature needs informed choices about how to pay for the changes. Representative Damon strongly backed HB 651 and HB 491, citing constitutional obligations, the Conval and Rand rulings, and large projected funding increases for districts such as Claremont, Windham, and communities in the chair’s district if HB 651 had passed earlier.
Representative Fellows said he has an LSR similar to HB 491 that would study existing and new revenue options using criteria such as revenue potential, administrative cost, affected groups, implementation timeline, and implementation cost, with input from revenue administration and outside agencies. Representative Papich Muller emphasized constitutional separation-of-powers concerns, reading Article 83 and saying he was not comfortable with the broad claim that “cherish” clearly mandates a specific spending level, though he said he intends to follow Supreme Court guidance. Representative Ricky read testimony from a local school board member arguing that the state already imposes many mandates on schools while providing the least funding in the country, and that HB 651 would help restore meaningful local control. No final vote or action was taken in the portion provided, though the chair had indicated the subcommittee would vote before adjournment.
