Summary:
The Intergovernmental Affairs Subcommittee met to review how county budgets are developed and how constitutional officers fit into that process. Davin Suggs of the Florida Association of Counties gave an overview of county budgeting, explaining the statutory framework, the role of property taxes and TRIM notices, the fiscal-year timeline, fund balances and reserves, and the Department of Revenue’s oversight. He emphasized that county budgets include the board’s budget plus the budgets of constitutional officers, and that relationships and communication are critical to resolving budget issues.
A panel of constitutional officers then described their offices’ budget processes and responsibilities: Escambia County Sheriff Chip Simmons discussed law enforcement budgeting and the importance of negotiated agreements with county commissions; Alachua County Property Appraiser Aisha Solomon explained the June 1 budget deadline, valuation methods, and the appeal process for property assessments; Manatee County Clerk and Comptroller Angelina Coleniso outlined the clerk’s court and finance duties, the county-side budget process, and the clerk’s personal liability under section 129.09 for unlawful expenditures; Leon County Supervisor of Elections Mark Early described the cyclical nature of election costs, staffing, equipment, and the impact of turnout and election law changes; and Columbia County Tax Collector Kyle Keene explained that tax collectors’ budgets are reviewed by the Department of Revenue, with fee offices funding themselves through service charges and budget offices relying on county support.
Members asked about personal liability for unlawful spending, conflicts between clerks and county commissions, property valuation and storm damage adjustments, reserve levels, and whether tax collectors can retain excess fees. Responses noted that clerks must refuse illegal expenditures, property appraisers use market-based assessments with VAB and court review available, counties should maintain healthy fund balances for cash flow and emergencies, and tax collectors generally must zero out year-end balances and distribute excess revenues to taxing authorities. The committee took no votes and adjourned after thanking the panelists for their testimony.

Summary:
The subcommittee first took up House Bill 1598 and an amendment, 2026-0463H. Elliott Barry and Nick Norman testified that the amendment reflected a hard-fought compromise balancing concerns from all sides, and they urged no further changes. With no questions from members, the subcommittee voted unanimously to recommend the bill with the amendment to the full committee, 3-0, and closed the subcommittee.
The housing committee then moved through several executive session bills. HB 1010 was amended with 2026-0274H, described as clarifying and implementing prior housing law (HB 631) governing residential units above office and retail space; the amendment was adopted unanimously and the bill was reported ought to pass as amended on a 17-0 vote and placed on consent. HB 65 was then voted ought to pass and also placed on consent, with members saying it was duplicative of the compromise reached on HB 1010. HB 1349 was reconsidered for a clarifying vote and again received unanimous support for its prior disposition, 17-0, and was placed on consent.
The committee next took up HB 1523, which concerned homeowners associations. An amendment, 2026-0380H, removed Section 5’s Attorney General enforcement mechanism, added HOA conflict-of-interest approval language, and delayed the effective date to give stakeholders more time; it was adopted unanimously. The bill then passed 18-0 as amended and was put on consent. The committee also voted ITL on CACR 16, a constitutional amendment related to sleeping or homelessness issues, after debate over unintended consequences and whether it protected a basic right; the vote was 10-8, with a majority report assigned and a minority report to be written.
Later, HB 108, dealing with inclusionary zoning, was voted ITL 10-8 after members argued the bill imposed unrealistic burdens and could halt development; a minority report was noted with amendment 0149H. HB 7, concerning ADUs and restrictive covenants, was also voted ITL 10-8 after discussion of unintended consequences and a proposed amendment to encourage second ADUs; it was sent to the regular calendar with a minority report and amendment 0289H. HB 1120, on water-related subdivision requirements, was ITL’d 17-1 and placed on consent, with one member noting a study amendment had been offered. HB 1143, addressing housing-provider obligations and municipal enforcement powers, was ITL’d 17-1 and placed on consent. Finally, HB 1145, a fee/tax proposal tied to housing development, was ITL’d 11-7; members debated whether it would discourage development, and a minority report was assigned.

Summary:
The committee first heard Senate Bill 292, which would authorize a governor’s warrant to cover special education aid shortfalls from the education trust fund, and from the general fund if needed, so local school districts would not have to absorb prorated costs or raise local property taxes. Senator Lang said the bill was prompted by a prior $15 million special education funding shortfall caused by higher-than-expected catastrophic aid claims, including more qualifying students and the recent increase in the special education age limit to 22. He emphasized that the bill is intended to ensure the state meets its funding commitment and avoid shifting costs to towns.
Members asked about how the bill interacts with House Bill 742 and House Bill 773, including whether the language should be merged or whether the state should fund 100% versus an 80% floor. Lang said he was open to improving the bill and to adding a study committee or performance audit on special education costs, but maintained that the state should not push costs to local taxpayers when it has available funds. The hearing on SB 292 was then closed, with no vote taken.
The committee then opened Senate Bill 98, which would extend for five more years a tax credit program for donations to regional career and technical education centers. Senator Waters said the program has been successful in building partnerships between CTE centers and employers, especially through equipment donations that support training and apprenticeships. He cited examples including automotive, marine trades, and advanced manufacturing programs, and said the five-year extension would let lawmakers continue to review whether the incentive is working as intended.
Several members questioned whether the credit is effectively a 100% subsidy and how the cap works. Waters and another member explained that the underlying program has an aggregate cap of $500,000 and that credits are prorated if requests exceed that amount; they also said the donations are primarily equipment, not cash. Some members raised concerns about whether businesses could also claim other tax deductions or credits, but the sponsor said the existing structure has been in place for years and has been revisited periodically. No vote was taken during the hearing excerpt provided.
