Summary: The Oklahoma State Election Board held a special meeting to address several candidate contests and related procedural matters. After roll call and opening remarks, counsel explained the hearing procedures, burden of proof, and possible outcomes. Several cases were noted as resolved or withdrawn, including Timmons v. Jones, Banning v. Sutterfield, and Roberts v. Gaw. In Ranson v. Riley, the board accepted constructive service after the respondent did not appear, heard that Riley was not a registered voter in the required district for the required period, and voted 3-0 to sustain the petition and strike him from the ballot, with costs assessed to the petitioner. The board then heard Hasenbach v. Pugh, a contest challenging Senator Adam Pugh’s candidacy for Superintendent of Public Instruction under the Oklahoma Constitution’s emoluments ineligibility clause. The petitioner argued that Pugh was a sitting legislator whose office’s salary and benefits had increased during his term, relying on stipulated facts, a compensation commission order, and prior case law. The respondent argued the salary increase came from an independent commission that expressly excluded current legislators and that benefit changes were automatic under a preexisting statute, so no qualifying increase applied to Pugh. The board resolved several procedural issues first, including striking a reply brief as beyond the original petition and admitting joint stipulations into the record. After a recess and executive session, the board returned to open session and voted 3-0 to deny the petition in Hasenbach v. Pugh, retaining Pugh as a candidate on the ballot and assessing costs to the petitioner. The meeting concluded with closing remarks from the secretary and a unanimous vote to adjourn.

Summary: The Assembly met with a quorum call at the start, then proceeded with Black History Month observances, including a libation ceremony, the Pledge of Allegiance, and remarks emphasizing remembrance, ancestry, and the importance of honoring Black history. The chamber also handled routine procedural matters, including dispensing with the journal, re-referring certain Senate budget items to the Budget Committee, and allowing guest introductions and other unanimous-consent requests. The main floor action was on Assembly Concurrent Resolution 134, recognizing Black History Month. Members from multiple caucuses spoke in support, highlighting the historical contributions of Black Americans, the ongoing effects of slavery and segregation, the need to protect voting rights and education, and the importance of solidarity across communities. The resolution was adopted by voice vote after 74 co-authors were added. The Assembly also adopted Assembly Concurrent Resolution 132, declaring February 28 as Rare Disease Day. Members shared personal stories about ALS and other rare diseases, described barriers to diagnosis, treatment, and insurance coverage, and called for more research and support. The resolution received broad bipartisan support, with 71 co-authors added before adoption by voice vote. The chamber then recognized a series of Black History Month Unsung Heroes honorees, including community leaders, health professionals, advocates, and public servants, and later heard additional guest introductions. The meeting concluded with adjournments in memory of Peyton Trilling and John Jackson, followed by announcements and adjournment until February 26 at 9 a.m.

Summary: The Florida House of Representatives convened for the 2025 Regular Session. Speaker Perez delivered opening remarks emphasizing collaborative governance over personal priorities, announcing no House Bill 1 to focus on collective work. He outlined key policy areas including property insurance reform, with plans for subcommittee hearings and subpoena powers to investigate insurance company practices and potential accounting irregularities. The Speaker called for meaningful reforms in housing, healthcare, education, and public safety, while challenging budget subcommittees to find recurring revenue savings rather than relying on temporary tax holidays. The session will focus on government accountability, waste elimination, and taxpayer protection. Governor DeSantis requested to deliver the State of the State address on March 4th, which was approved through concurrent resolution.

Summary: The Senate first took up and passed several House bills establishing sick leave banks, including House 4182 for a Massachusetts Department of Transportation employee and House 1590 for Eric J. Awaniak. It also advanced and then enacted House 4237, a fiscal year 2026 appropriations bill providing interim funding before final action on the general appropriations act. During the session, Senator Collins also recognized Chaplain Clementina Cherry of the Lewis D. Brown Peace Institute as a distinguished guest, with remarks entered into the record. The main business was the conference committee report on the fiscal year 2026 state budget, House 4001/House 4240. Senate Ways and Means leadership described the budget as balanced, on time, and fiscally responsible, with $61.01 billion in spending, no new taxes or fees, and a $33 million deposit to the stabilization fund. They highlighted major investments in Chapter 70 school aid, special education circuit breaker reimbursements, unrestricted local aid, MassEducate, universal free school meals, MBTA and regional transit funding, MassHealth, food security, and mental health services. The report also included policy items such as broker fee responsibility, fare-free regional transit, housing studies, a gold star family annuity provision, and a crumbling concrete commission. Minority leader Senator Tarr and others questioned the spending reductions, use of one-time funds, and the treatment of excess capital gains, arguing for greater fiscal caution and concern about future federal actions and long-term spending growth. Supporters responded that the reductions reflected revenue uncertainty, federal policy risks, and the need to preserve budget stability, while using some one-time sources to balance the plan. The conference report was adopted by a roll call vote of 38-2, the emergency preamble for House 4240 was approved by standing vote, and the FY26 general appropriations bill was then enacted and sent to the Governor. The Senate also adopted an order to dispense with printing a calendar for the next session and adjourned until Thursday at 11 a.m.

Summary: The Senate Committee on Insurance met as a subcommittee due to a lack of quorum and heard AB 1559 by Assemblymember Calderon, which would require insurers to give homeowners notice before collecting aerial images, provide copies of any images used, and ensure images used for nonrenewal or cancellation are current enough to allow an in-person inspection request. The Department of Insurance and United Policyholders supported the bill, saying consumers are often blindsided by decisions based on outdated or inaccurate drone, satellite, or aircraft images. Several local government and consumer groups also supported it, and there was no opposition. The committee later approved AB 1559 on a 6-0 vote and sent it to the Privacy Committee. The committee also heard AB 2038 by Assemblymember Harabedian, which would extend wildfire-related nonrenewal moratoriums for homeowners, including an additional year for homes within fire perimeters and adjacent zip codes. Supporters, including the Consumer Federation of California, United Policyholders, and local government groups, argued that rebuilding after major fires takes much longer than current protections assume and that the bill would help keep survivors insured while they rebuild. Opponents from the insurance industry warned the bill would further constrain insurers, worsen market instability, and shift costs and availability problems to other policyholders, especially because the bill extends protections to adjacent zip codes that may not have been directly damaged. Committee members raised concerns about the zip code approach and possible impacts on the broader market, but the author said the bill simply extends existing SB 824 timelines and that discussions on amendments would continue. The committee passed AB 2038 on a 4-0 vote and sent it to Appropriations. File items 1 and 3 were consent items and were approved without opposition on a 6-0 vote. The committee then adjourned.
