The Senate also advanced and passed several measures, including bills dealing with duplicate statutory sections and statutory interpretation, a negotiated oil and gas bill, the True Grit Trail, nitric oxide sales to minors, foster care and juvenile transition documents, a paraprofessional certification change, an Indian education council sunset extension, veterans’ tax refund donations, a Route 66 specialty license plate, cell phone restrictions in K-12 classrooms, tire pyrolysis funding, ABLE Commission reporting, scholarship-granting organization tax credits, municipal ordinance publication deadlines, and agency rule authority and review. Most bills were advanced without objection and passed by wide margins, with a few closer votes on House Bill 2398, House Bill 3127, House Bill 3704, and House Bill 1276. House Bill 1276, extending the classroom cell phone prohibition, drew the most debate, with supporters citing improved student focus and classroom interaction and one member raising local control concerns before voting yes. House Bill 3704, concerning participation in a federal tax credit for scholarship-granting organizations, prompted questions about double-dipping on tax benefits and state sovereignty, but it ultimately passed 38-8. The Senate then announced a Technology and Telecommunications meeting for the next morning and adjourned until 9:30 a.m. Thursday, April 16.

The committee also passed CS/HB 245, which replaces the term “child pornography” with “child sexual abuse material”; one senator supported the terminology change but warned about preserving legal precedent and avoiding appellate issues. The committee then reported favorably SB 1548, an update to the Live Local affordable housing law expanding eligible sites and clarifying setbacks, airport proximity, and fair-housing protections. Finally, the committee took up the veterinary medicine bill creating veterinary professional associates. The bill allows trained master’s-level VPAs to perform limited veterinary services under a veterinarian’s supervision, and an amendment tightened the standard to immediate supervision on premises. Supporters said the measure would expand access to care, especially in rural areas with vet shortages, while opponents argued it added unnecessary regulation. After testimony from veterinary educators and others, the bill continued with support expressed by committee members, including praise for the direct-supervision amendment.

The remaining appointees on tabs 12 through 30 were also recommended favorably. After a recess, the committee took up SB 1296 on the Public Employees Relations Commission, as substituted by a committee PCS. The PCS would change union certification and recertification rules, require stronger showing-of-interest and voting thresholds, limit paid union leave in some cases, require equal access to employer communication spaces, and speed up impasse procedures for state-funded salary increases. The bill drew extensive testimony, with supporters arguing it would improve accountability, transparency, and taxpayer fairness, and opponents—many of them teachers, bus drivers, and other public employees—saying it would weaken collective bargaining, burden workers, and function as union busting. Members raised constitutional concerns about the single-subject rule and collective bargaining protections, and debate was ongoing at the end of the transcript.

Grant Candies, HB 514 to expand the ad valorem tax exemption for seniors age 65 and older, and HB 65 to allow DOTD more contracting options for ferry operation and maintenance. HB 730, which would bar use of ADS-B aircraft tracking data to levy fees or taxes, prompted lengthy discussion about aviation safety, privacy, airport revenue, and alleged misuse of tracking data before the bill was presented for final action near the end of the transcript.
