Summary: The House convened with prayer, the Pledge of Allegiance, quorum calls, and introductory remarks, including recognition of former Representative Ardian Zika and law enforcement officer of the day Representative Chuck Brannan. Members also unveiled a portrait of Speaker Daniel Perez, with extended remarks praising his leadership and the institution of the House. The Speaker then explained the process for taking up returning messages from the Senate, noting that the House would consider Senate amendments to bills already passed by both chambers. The House first concurred in Senate amendments and passed CS/CS/HB 1503 on computer science education and certification, which adds computer science and artificial intelligence content to high school instruction and creates a teacher certification program, with implementation delayed to give the Department of Education time to develop curriculum. The chamber then considered CS/CS/HB 1085 on local government cybersecurity, adopting a House amendment to allow local governments to buy into the cyber grant program whether or not they receive a grant, add a five-year sunset, and keep the program under the Florida Digital Service rather than a university. The House concurred in the Senate amendment and passed the bill 104-1. Members also refused to concur in Senate amendments to CS/HB 351 on concurrent legislative jurisdiction over military installations and HB 6011 on reporting gifts or honoraria, sending both bills back to the Senate. The most extensive debate centered on CS/CS/HB 1471, which would create a process for designating domestic terrorist organizations and related restrictions. Supporters said the Senate amendment clarified the definition of “promote,” refined notice and timeline requirements, and aligned the bill with federal-style procedures; opponents argued it lacked due process, could chill speech, and gave the governor and cabinet unprecedented power without adequate evidentiary standards or judicial review. Members also debated a related public records bill, CS/CS/HB 1473, which would exempt certain records tied to the designation process; critics said the exemption would further reduce transparency and due process. Despite objections, the House adopted the amendments and passed HB 1471 by 80-25, while the public records measure was taken up as a technical companion to align with the newly amended bill.

Summary: The Assembly met on May 23, 2025, established a quorum after a roll call, and proceeded through a long House of Origin floor session with prayers, the Pledge of Allegiance, and routine parliamentary actions. Early in the day, a motion by Assembly Member Gallagher to suspend the rules and take up AB 12 immediately failed on a 18-39 vote. The chamber then moved through the daily file, with many measures passing by wide margins, often with bipartisan support and little or no opposition. Among the notable bills discussed were measures on law enforcement oversight and records access (AB 847), CalFresh data-sharing exemptions (AB 593), campus-area housing for students and staff (AB 893), insurance and wildfire hardening updates (AB 1), missing middle housing code changes (AB 6), tribal peace officer status in a pilot program (AB 31), utility bill analysis before new mandates (AB 61), fairgrounds funding (AB 258), Diwali as a state holiday (AB 268), labor and worker organizing rights (AB 288), algorithmic price-fixing and antitrust enforcement (AB 325), elections and jail voter information (AB 331), protections for judges and court personnel (AB 343 and AB 352), school construction procurement (AB 361), school-zone speed limits (AB 382), transit worker protections (AB 394), blue carbon coastal mitigation (AB 399), K-9 standards for law enforcement (AB 400), livestock carcass composting (AB 411), translation of housing materials (AB 413), immigrant educational rights notices (AB 419), gun violence restraining order implementation (AB 451), special education and child care measures (AB 560 and AB 563), cannabis tax relief (AB 564), and disability access protections for businesses (AB 649). Several bills addressed housing, energy, public health, and public safety, and many authors emphasized affordability, transparency, and administrative efficiency. The session also included several ceremonial or recognition items, including ACR 73 declaring Italian American Heritage Month, which was adopted by voice vote after 65 coauthors were added. Most measures were approved overwhelmingly, though a few drew some dissent, including AB 421? no—AB 399 passed 42-30, AB 450 passed 49-6, AB 461 passed 49-8, and AB 621 passed 58-0. The transcript ends partway through AB 772, which was introduced as an educational equity bill addressing cyberbullying after school hours, but the remainder of that item is not included in the provided text.

Summary: The Senate opened with a quorum, a guest minister prayer, the Pledge of Allegiance, and a St. Charles Parish presentation featuring a youth national anthem singer. The chamber then moved through a large number of House and Senate messages, committee reports, and introductions, including measures on career and technical education, flood risk maps, public-private partnership contracting, arts day, and a task force on work-based learning. Several resolutions were adopted, including SCR 56 honoring the YMCA and SCR 57 honoring Jonathan Nicole, both by unanimous votes. A House concurrent resolution supporting elimination of the U.S. Department of Education also passed 26-9. On Senate bills, the chamber gave final passage to SB 112 on voluntary release time for K-12 religious instruction with a criminal background check amendment, SB 194 on public assistance and citizenship verification, SB 307 on public displays of historical/religious documents, SB 341 expanding church and nonprofit religious self-insurance coverage, SB 346 prohibiting deepfake materials used against students, SB 495 on campaign finance reporting and unitemized contributions, SB 503 on age assurance for minors using mobile apps, SB 507 creating a statewide process for determining non-enrollment, SB 509 on bank-owned life insurance, SB 131 limiting attorney fee recovery in occupational licensing disciplinary cases, SB 145 requiring backup power for adult residential care providers, SB 333 on child-in-need-of-care proceedings and federal reimbursement, SB 464 on severe obesity treatment coverage, SB 466 on expropriation and foreign adversaries, SB 488 on a school safety drone response pilot program, SB 312 on union dues and withholding procedures, and SB 319 on voter identification and provisional ballot procedures. Most passed with little or no opposition, though SB 194, SB 307, SB 503, SB 131, SB 333, and SB 319 drew some dissenting votes. The chamber also passed multiple House bills, including HB 1071 on public records exceptions for aerospace critical infrastructure, HB 537 repealing the Workers’ Compensation Advisory Council, HB 652 and HB 653 adjusting Oyster Task Force membership, HB 661 narrowing nepotism restrictions for certain school board hires with an amendment, HB 756 aligning watercraft enforcement with Coast Guard standards, HB 851 banning intentional balloon releases, HB 964 authorizing a Caddo Parish property transfer, and HB 34 and HB 35 on sheriff pension fund eligibility and contribution rules. Several items were returned to the calendar or referred to committees. A major discussion centered on SB 484, which would restructure parts of higher education governance and transfer certain Board of Regents functions; it drew extensive questioning and amendments, including a new Lumcon board structure and financial reporting requirements, but was returned to the calendar for further work rather than final passage.

Summary: The joint informational hearing focused on the role of County Veterans Service Officers (CVSOs), CalVet’s support for them, and the growing problem of for-profit, unaccredited claims companies. Committee leaders and witnesses emphasized that CVSOs are often the first point of contact for veterans and their families, helping with disability claims, education benefits, survivor benefits, housing, health care, and other wraparound services. Testimony highlighted the return on investment from CVSO work, with witnesses citing hundreds of millions in new federal benefits secured for California veterans and arguing that current state funding is too low relative to the workload and need. County representatives from Nevada, Los Angeles, and San Luis Obispo described local models of service. Los Angeles County highlighted a “no wrong door” approach, peer navigators, suicide review work, justice-involved veteran services, and homelessness coordination, while San Luis Obispo described rural outreach, mental health partnerships, and high suicide rates in its county. Nevada County stressed that smaller counties can be disadvantaged by workload-based formulas and that additional funding would expand access, especially in rural areas. Several witnesses said veterans often need more than claims help and should be connected to mental health, employment, food, and family supports. Much of the discussion centered on predatory claims consultants, which witnesses said charge veterans for services that accredited CVSOs provide free. Members and witnesses described cases involving requests for VA and banking logins, misleading advertising, and contracts that can take a percentage of veterans’ benefits. Committee members expressed support for legislation to curb these practices and for increased funding for CVSOs, including the Legislature’s intent to fund 50% of county veterans’ services operations. A CalVet deputy secretary also testified that California’s accreditation and training system improves claim quality and appeal outcomes, and that CalVet works with CVSOs through training, district offices, and appeals representation.
