Summary: The Appropriations Conference Committee on Health and Human Services met to finalize a House offer on the budget, project, proviso, back-of-the-bill, implementing, and conforming items. Representative Drodha presented the House’s final offer, stating that the House accepted a long list of Senate Offer Number Two budget rows and Senate Project Offer Number Two rows, with the remaining items effectively resolved. After the offer was presented, the chair noted that all outstanding budget, project, proviso, back-of-the-bill, implementing, and conforming items were officially bumped. Members exchanged brief thanks for the collaboration and progress made during negotiations. No testimony or debate followed, and no further business was raised. Representative D'Roddy moved to adjourn, and the committee adjourned without objection. The chair also reminded members that the big chairs were still operating under the one-hour notice requirement.

  • House Resolution 122 by Assembly Member Huen relative to Probation Services Week.
  • Resolution 122 by Assembly Member Huen, relative to Probation Services Week.
  • I rise today to present House Resolution 122, recognizing July 19 through July 25 as Probation Services
  • I respectfully ask for your I vote on H.R. 122. Thank you.
Summary: The Assembly convened after a quorum call, prayer, and Pledge of Allegiance, then handled a series of procedural motions to re-refer bills, suspend rules, and remove items from the consent calendar. The chamber also heard guest introductions recognizing family milestones, a youth leadership program from Assembly District 13, a delegation of Japanese business leaders, and a Michoacan delegation. Later, members adopted several resolutions and consent items, including California Craft Beer Week, the Freedom Flag as a 9/11 remembrance symbol, Probation Services Week, and California Wildfire Week, along with other consent-calendar measures. The main floor debate centered on SB 417, a $10 billion housing bond for the ballot, with supporters emphasizing the state’s housing shortage, homelessness crisis, and funding for multifamily housing, supportive housing, homeownership, farmworker housing, student housing, tribal housing, infrastructure, and preservation of existing affordable units. Opponents criticized the proposal as adding debt without enough reform and objected to the use of veterans in the measure’s messaging. The Assembly passed SB 417 on urgency and on the measure, 54-7, and sent it to the Senate. Members then adopted ACA 20, which would expand and modernize the state Rainy Day Fund by increasing its cap and changing deposit rules; it passed 54-8 and was transmitted to the Senate. The Assembly also approved SB 623, a transportation-related bill addressing rideshare safety and medical lien practices. Supporters said it would curb abusive billing, restrict attorney conflicts and kickbacks, require stronger background checks for TNC drivers, and allow women riders and drivers to request women-only matches. The measure passed unanimously, 67-0. Later, the House adopted ACA 21, which removes ACA 13 from the November ballot, by 62-0, and ACA 22, which amends a ballot measure affecting taxation and local fiscal resources, by 64-0. The session concluded with an adjournment in memory of Dr. Dorothy Viola Calvin, followed by announcements, recesses, and final adjournment until the next scheduled floor session.

Summary: The Senate began with routine formalities, then took up several final-passage and engrossment matters. It adopted emergency preambles for House Bill 1590, establishing a sick leave bank for Eric J. Iwanek, and House Bill 1024, authorizing the Massachusetts Water Resources Authority to provide sewer service to a parcel in Sharon. The Senate also passed to be enacted Senate Bill 2528, allowing Marblehead to establish fines related to parking violations, and adopted a pair of congratulatory resolutions. Later, it ordered several House bills to third reading, including measures for an additional off-premises alcohol license in Somerset and sick leave banks for David A. Russell and Jean McCarran, and concurred in a gubernatorial amendment to a vital statistics bill. The chamber then considered major committee reports and amendments on military and veterans issues. It advanced a Ways and Means substitute for a bill on free expression and a substitute for a bill on assault and battery upon a transit worker, placing both on the Orders of the Day. The Senate also debated and amended Senate Bill 2503, the EASE Act for military-connected families, with remarks emphasizing school stability for military children, special education continuity, juvenile justice transfers, and use of military protective orders in domestic violence cases. Several proposed amendments were withdrawn or rejected, including tax relief proposals for 100% disabled veterans, while an amendment requiring tracking of veteran suicides was adopted. The bill was then ordered to third reading and passed to be engrossed by roll call, 39-0. Another major item was Senate Bill 2501, clarifying the duties of the adjutant general. The Senate adopted a Ways and Means substitute and considered multiple amendments, including one withdrawn proposal on entry by non-federalized armed forces from other jurisdictions and another adopted amendment requiring recruit training on lawful orders; other amendments were withdrawn. The bill was then ordered to third reading and passed to be engrossed. The Senate also passed House Bill 3388, designating September 22 as Military Service Members and Veterans Suicide Awareness and Remembrance Day. Throughout the session, members also offered and adopted several adjournment motions honoring the lives and service of Judge Leslie E. Harris, former Newton Mayor Seyi Warren, and Anthony P. Dwingnan, and the Senate adjourned to meet again the following Monday at 11:00 a.m.
