Several measures were amended on the floor before passage, including the Alexandria ordinance bill, the sales tax audit bill, the alcohol/beverage bill, and the monument transfer bill. The House also temporarily returned some bills to the calendar for later consideration. Most measures passed overwhelmingly, though House Bill 153 on criminal court debt reporting passed with 67 yeas and 18 nays, House Bill 660 on assistant district attorney salaries passed 94-1, House Bill 719 on additional ADA positions passed 95-0, House Bill 883 on the sexual assault task force passed 86-2, House Bill 1028 on non-emergency medical transportation passed 81-15, and House Bill 1215 on monuments passed 78-14.

SB 1944 adjusted an agriculture payroll threshold exemption and passed 10-0. SB 372 clarified that a person may carry a weapon from the front door to a room in a state-owned hotel or lodge and passed 9-1. SB 1636 allowed a victim’s family to request a cold case review from any law enforcement agency and passed 11-0. SB 1256 was amended to remove language requiring certain written judicial findings, then passed 11-0. Additional bills approved included SB 1827, which updated definitions in the Government Tort Claims Act; SB 2104, a cleanup and integration measure following adoption of the Oklahoma Uniform Trust Code; SB 1226, clarifying when a driver must stop after an accident involving property damage; and SB 1876, allowing a foreign insurer to be served through its registered agent rather than only the insurance commissioner. The committee adjourned after reporting all measures out favorably.

Most of these bills passed by wide margins, often after technical or substantive amendments. Several local and administrative measures also advanced, including bills on utility district per diem, abolishing a police chief position in Edgefield, a crime prevention district fee, and New Orleans historic preservation penalties. The chamber also referred or temporarily returned a number of bills to the calendar, and one local bill on historic preservation in New Orleans was introduced at the end of the transcript. Overall, the meeting was marked by broad bipartisan support for many measures, with recorded roll-call votes on the more contested bills and no major procedural disputes beyond extended questioning on the marijuana-in-school-zones bill and the medical-intervention bill.

House Bill 49, increasing the penalty for serious violent felons who possess firearms or destructive devices to a second-degree felony, was debated extensively over sentencing discretion and the distinction between serious violent and nonviolent felons; the transcript cuts off before the final vote on that bill.
