- SB 1833, 2026–2027 state budget implementation; appropriations, transportation, technology.
Summary:
The Senate opened with prayer and the Pledge of Allegiance, then recorded attendance at 23 present, 0 absent, and 7 excused. The journal for April 21, 2026, was approved without objection. The chamber then adopted a legislative proclamation recognizing April 19–25, 2026, as National Crime Victims’ Rights Week in Arizona, honoring victims, survivors, and service providers.
Senator Bolick spoke in support of the proclamation, tying it to Domestic Violence Awareness Month and highlighting work with victim advocates and survivors, including Amberley’s Place, Janice’s Women’s Center, and Kaylee Kozak. She referenced prior legislation such as SB 1211, which allows lifetime no-contact injunctions for certain domestic violence victims, and described broader efforts to strengthen protections and avoid retraumatizing survivors. She then moved to reconsider the Senate’s prior failure to pass HB 2950 on third reading, and the motion was adopted.
The Senate also received a large package of new budget-related bills, SB 1831 through SB 1846, covering general appropriations, state budget implementation, capital outlay, commerce, criminal justice, environment, healthcare, higher education, human services, K–12 education, local government, state properties, revenue, tax and taxation, and transportation. These bills were referred to the Committee on Appropriations, Transportation, and Technology, and the Senate suspended the five-day committee agenda rule so the committee could hear them on April 28, 2026. Committee announcements noted that the Senate and House Appropriations committees would meet the next day at 10 a.m. in House Hearing Room 1, and the Senate adjourned until April 28, 2026, at 1:15 p.m.

Summary:
The Revenue and Taxation Committee met on January 23, 2026, and considered only one item: RS 33071, Representative Jeff Ehlers’ annual tax conformity bill. Ehlers explained that the proposal would conform Idaho tax law retroactive to calendar year 2025 and forward to federal changes in the One Big Beautiful Bill, while continuing Idaho’s longstanding nonconformity with bonus depreciation. He said the bill also addresses federal R&E/R&D expensing and allows individuals to benefit from the federal changes, which he described as providing tax relief to Idaho taxpayers.
Ehlers also said the bill would prevent “double dipping” by taxpayers who might otherwise use the same qualified expenses for both the new federal deduction and Idaho’s research activities credit or investment tax credit. Representative Gannon questioned the fiscal note, arguing that the Tax Commission’s estimate appeared too low compared with analyses from the Tax Foundation and other states, and raised concerns that the true revenue impact could be much higher, potentially affecting future budgets. Ehlers responded that the Tax Commission’s zero-impact view applied to the credit portion, while the main cost came from the R&D deduction and the personal provisions, and he said the committee’s fiscal estimate of about $155 million was based on the midpoint of Tax Commission estimates.
After discussion, the committee took up Representative Raybould’s motion to introduce RS 33071. The motion passed on a voice vote, with one recorded nay, and the bill was introduced. The committee then adjourned.

Summary:
The Committee on Culture and the Arts met on March 12 at 10:00 a.m. and heard two measures concerning Hawaiian observances. SB 614 SD1 would establish La Kua as Hawaiian Independence Day and SB 1051 SD1 would relate to Hawaiian History Month. No members of the public testified in person or on Zoom for either bill, but the chair read into the record written testimony and comments, including support from the Office of Hawaiian Affairs, Kingdom of Hawaiian Islands, Kumukahi Health and Wellness, the Hawaiian Civics Club, and several individuals, along with comments from state departments such as Human Resources and Budget and Finance.
After recessing for decision-making, the committee voted to advance SB 614 SD1 with amendments and to further adjust the date to July 1st. The vote was unanimous among members present, with Chair and Vice Chair voting aye and Representatives Garrett and Lee also voting aye; Representatives Sayama and Roda were excused. The committee then took up SB 1051 SD1 and similarly recommended it be passed with amendments, also changing the date to July 1st.
The vote on SB 1051 SD1 was likewise adopted without opposition, with the same excused members noted. After both measures were approved for advancement, the committee adjourned.

Summary:
The Higher Education Institutions Committee met on the Minot State University campus for presentations on campus operations, enrollment, and new academic initiatives. President Shirley reviewed recent audits, noting mostly clean results with only minor technical findings, and highlighted MSU’s broad academic offerings, specialized accreditations, athletics, and partnerships with Minot Air Force Base and the MSU Development Foundation. Members asked about declining interest in teacher education, tuition waivers for athletes, dual credit incentives, and how MSU decides when to launch new programs and avoid duplication within the university system.
Shirley also discussed several workforce-focused initiatives supported by the Legislature’s Workforce Education Innovation Funds, including the purchase of the Trinity Health Center West building for a downtown health sciences hub, a new daycare/preschool partnership near campus, the Aspire program to recruit rural students into teaching, and a paraprofessional-to-special-education degree pathway. Enrollment data showed overall headcount was flat at just under 2,750, but full-time equivalent enrollment rose slightly and new student numbers increased, including the largest freshman class in 15 years. The committee also discussed Minot State’s in-state tuition rate for all students, its dual credit “Emerging Scholars” scholarship, and concerns about the share of high school graduates who do not immediately pursue postsecondary education.
Faculty then presented two new programs funded in part by WEAF: an Innovation Engineering degree and a master’s program in counseling with an integrated addiction studies focus. The engineering program was described as industry-driven, designed with broad early coursework, hands-on learning, and local employer input to prepare students for western North Dakota workforce needs; officials said it had already drawn more applicants than expected and would use renovated library space and donated or grant-funded equipment. The counseling program will be mostly face-to-face with hybrid options, aims to address shortages in mental health and substance use providers, and is structured to help students meet licensure requirements. Committee members asked about startup costs, licensure supervision hours, and whether the programs would be on campus rather than online, and presenters said both programs had recently received required approvals and were moving forward.

Summary:
The committee met in a special-called session of the Interim Joint Committee on Banking and Insurance and first took up three Department of Insurance regulations tied to House Bill 256, the Strengthen Kentucky Homes program: 806 KAR 22:00, 22:10, and 22:20. Commissioner Sharon Clark said the program would provide $5 million in grants to help homeowners strengthen roofs, with regulations covering eligibility and operations, contractors and evaluators, and reinspections in cases of suspected fraud. A committee substitute to 806 KAR 22:10 was explained as a technical correction to conform to the statutory preference for in-state contractors and evaluators. Representative Hampton moved and Representative Rudy seconded approval of the substitute, and it was adopted by voice vote; the amended regulations were then reviewed. Clark also said the grant money would be distributed statewide rather than targeted to storm-prone areas.
The committee then heard an update from Commissioner Clark on mental health parity in response to questions from Representative Pollock. Clark said the department reviews insurer filings and conducts market conduct examinations, but does not have authority over provider reimbursement rates or to require providers to join insurer networks. She said complaints are investigated and, when needed, teams review claims and data on site to check compliance with parity requirements. No action was taken on that discussion.
After approving the November 4 meeting minutes, the committee heard testimony on a proposed PIP reform package from Representative Josh Bray, the Kentucky Hospital Association, the Kentucky Justice Association, and State Farm. Supporters said the bill would apply the workers’ compensation fee schedule to most PIP medical claims, keep the $10,000 PIP limit in place while stretching benefits further, reduce balance billing, modernize benefit amounts, and address fraud and delayed billing. They noted hospitals would be exempt from the fee schedule, while hospital-based physical therapy would be included, and said the compromise reflected negotiations among stakeholders. Some members questioned whether exempting hospitals undercut the bill’s purpose and asked about possible rate effects; proponents said they had not done a rate analysis and that the bill could lead to more treatments within the existing PIP limit. No vote was taken on the PIP proposal during this meeting.

Committee:
Senate Commerce and Consumer Protection
Summary:
The committee first heard SB 252 on invasive species, which would broaden the Department of Agriculture’s authority to inspect items moved into or within Hawaii, prohibit the sale of pest-infested merchandise, and allow quarantine, treatment, or destruction of affected materials with clarified penalties. Testifiers from the Hawaii Invasive Species Council, the Coordinating Group on Alien Pest Species, the Farmers Union, and many others strongly supported the bill, emphasizing gaps in current inspection authority and the need to address high-risk non-agricultural commodities such as outdoor furniture and other cargo that can carry pests like red imported fire ants. Members raised concerns about staffing, inspection capacity, commerce impacts, and whether better manifest descriptions or scanners could help target higher-risk shipments. The chairs recommended passage with Department of Agriculture and technical amendments, and the committees adopted the recommendation.
The joint CPN/EDT hearing then took up SB 148 on combat sports, which would create a Hawaii Combat Sports Commission and regulate combat sports while prohibiting no-rules contests. The Department of Commerce and Consumer Affairs offered comments on effective dates and later said other jurisdictions generally use a single commission for boxing and MMA. Supporters, including a professional fighter and a longtime advocate, argued the bill would help revive the sport in Hawaii, improve local opportunities, and reduce costs associated with separate commissions; one testifier initially appeared opposed but clarified he was actually in support. Committee members asked about safety, medical coverage, staffing, vacancies, and whether separate commissions could share staff. The committees ultimately recommended passage with amendments, including an Attorney General effective-date amendment, amendments from the Hawaii Association of Professional Nurses to increase health-care coverage at fights, and DCCA’s recommendation to unify boxing and MMA under one commission; the effective date was deferred to July 1, 2050, and the recommendation was adopted.
A later joint CPN/Housing agenda began with SB 69 on deposits of public funds, which would require the Director of Finance to consider the benefits of using in-state depositories, including favorable lending terms for affordable housing. The Department of Budget and Finance and the Hawaii Bankers Association offered comments, and no other testimony or questions were noted before the discussion moved on. The next measure introduced was SB 24 on limited profit housing associations, which would create a regulatory framework and a limited profit housing council; the transcript cuts off as testimony on that bill was beginning.
