Summary: The House Appropriations Committee met on April 27 and first took up House Bill 175 and its companion House Bill 165, both dealing with lottery proceeds for veterans. HB 175 was amended to create a Veterans Service Grant Board within the Department of Veterans Affairs and direct $500,000 annually from Louisiana Lottery net proceeds into a Veterans Service Grant Fund, with unused money returned to the lottery proceeds fund that supports the MFP. Supporters, including the bill sponsor, The Boot Louisiana, LDVA Secretary Charlton McGinley, and Bastion Veterans Organization, argued the grants would help veteran services, workforce placement, mental health, housing, entrepreneurship, and retention of veterans in Louisiana. Members raised concerns about drawing from lottery proceeds that traditionally support education, but the committee adopted amendments and reported HB 175 favorably as amended. HB 165, the constitutional amendment companion, was also amended for technical and ballot-language changes and then reported favorably as amended for voter consideration. The committee then considered House Bill 457, which would authorize the Louisiana Department of Health and the State Fire Marshal to set minimum housing standards for homeless shelters, group homes, and halfway homes. The sponsor said the bill responded to a state auditor recommendation and to unsafe conditions in some facilities; he also explained an amendment changing the Fire Marshal’s duties from mandatory to permissive to reduce fiscal impact and allow agencies flexibility. Some members questioned whether local standards already existed and how enforcement and funding would work, while others supported the need for statewide minimum standards for human housing. The committee adopted the amendment and reported HB 457 favorably as amended. House Bill 488, by Representative Brough, sought to create a Belle Chasse Bridge Merit-Based Special Fund using recurring severance tax revenues from Plaquemines Parish to help buy out the Belle Chasse toll bridge and end what the sponsor described as excessive tolls and fees. He and several local witnesses, including business owners, a YMCA representative, and a parish council member, testified that the tolling arrangement had harmed access, businesses, and quality of life. The committee adopted a technical amendment clarifying the revenue source and then reported HB 488 favorably as amended. House Bill 566, which would prohibit state funds from supporting net-zero greenhouse gas initiatives tied to the 2022 Louisiana Climate Action Plan, drew significant debate over whether it would interfere with agency funding and economic development efforts; the sponsor argued the plan lacked legislative approval and should be repudiated, while members urged caution and suggested hearing from affected agencies. The sponsor agreed to consider deferring the bill, and the committee did not advance it at that time. House Bill 603, a constitutional amendment authorizing investment of state funds in digital assets and precious metals, was discussed as a way to hedge inflation and preserve value; members asked about limits and safeguards, and the bill was reported favorably. The committee then began hearing House Bill 763, a transparency measure creating a public database for settlement agreements involving state agencies.

Summary: The Water Topics Overview Committee met with a quorum and received updates from the Department of Water Resources and the State Water Commission, followed by presentations from Deloitte on two legislative studies required by House Bill 1020. Director Reese Haas reviewed major project and budget updates, including the Northwest Area Water Supply and Southwest Pipeline projects, Resources Trust Fund balances, carryover spending, project prioritization, bid conditions, regional water system coverage, and department process improvements. Members also discussed how the commission prioritizes projects, maintenance expectations, and the impact of limited municipal water supply funding. No formal committee action was taken during the DWR update; the commission’s municipal funding decisions were described as pending its April 8 meeting. Deloitte then presented the cost-share policy study, which found that under current policy and forecasted revenues, North Dakota faces an estimated $1.3 billion shortfall over 14 years, with a near-term gap of about $1.8 billion through 2031. The firm outlined seven recommended options, including tighter definitions and a 25% cost share for eligible replacement projects, caps and financing strategies for the Mouse River and Red River Valley projects, aligning cost share with commission priority guidance, delaying lower-priority projects, using available lines of credit, and adjusting reimbursement timing for revolving loan funds. Committee members questioned inflation assumptions, affordability, user fees, and the use of legacy fund earnings for bonding, but no decisions were made. In the governance and finance study, Deloitte said final recommendations are still being refined, with a final report due May 29. The study examined the Southwest Pipeline, NAWS, and Red River Valley systems using governance and finance criteria such as decision authority, transparency, affordability, risk, and access to funding. For Southwest, Deloitte outlined options ranging from improved state-authority coordination to transferring ownership to the Southwest Water Authority; for NAWS, options focused on strengthening the authority’s role and potentially transitioning operations and maintenance; and for Red River, options ranged from enhanced facilitation to formal state oversight or state ownership. Members asked follow-up questions about ownership transfer, capital repayment streams, and why NAWS was not considered for transfer, and Deloitte said NAWS’s limited organizational maturity made that option less viable in the near term.

Summary: The House Committee on Commerce met on March 11, 2026, opened with roll call and adoption of prior minutes, interim amendments, and the committee rules for the new session. Members then took up several bills, with technical amendments adopted on multiple measures before final committee action. The committee also deferred House Bill 267 because the author was absent. House Bill 853 by Representative McMakin, dealing with misleading solicitations by non-government entities, drew the most discussion. The committee adopted technical amendments and a concept amendment tying enforcement to the Louisiana Unfair Trade Practices and Consumer Protection Law, with members and Secretary of State Nancy Landry discussing the meaning of “may” versus “shall,” the scope of “foreign” entities, and whether the bill covered mail, email, and other digital solicitations. The Secretary of State’s office supported the bill as a consumer-protection measure against deceptive government-like mailings, and the committee reported the bill favorably with amendments. House Bill 618, also by Representative McMakin, would adjust Louisiana Economic Development fees and related cost provisions. Secretary of LED gave a detailed presentation on the department’s recent restructuring, investment totals, job creation, small-business support, and the Source Louisiana platform, while members questioned fee impacts, hardship waivers, competitive effects, and how LED tracks incentives and job data. After adopting technical amendments and an amendment removing biannual inflationary adjustments, the committee reported the bill favorably with amendments. House Bill 207 by Representative Henry, revising the Louisiana Auctioneer’s Licensing Board’s membership, domicile, and related provisions, was amended to keep consumer members and clarify venue in East Baton Rouge Parish before being reported favorably. House Bill 300 by Representative Riser, raising the appraisal threshold for certain state bank residential loans from $250,000 to $400,000, was reported favorably after discussion of federal alignment and appraisal safeguards. House Bill 464 by Representative Riser, requiring more centralized reporting of damaged utilities through 811 and related notifications, received support from utility and 811 representatives and was also reported favorably. The committee adjourned after adopting a motion to do so.

Summary: The Human Services Subcommittee met to review implementation of House Bill 7021, the recent overhaul of Florida’s Baker Act and Marchman Act, and to hear from DCF Assistant Secretary Erica Floyd Thomas about how the department is using the $50 million appropriation tied to the bill. Representative Maney, the bill sponsor, gave a lengthy background on why he pursued the reforms and emphasized that the goal was to improve access, reduce unnecessary crisis interventions, and give agencies the resources needed to carry out their responsibilities. He and the chair both noted that the bill was the product of many years of work and broad bipartisan support. DCF reported several early outcomes and implementation steps, including a statewide reduction in Baker Act initiations over the past five years, strong diversion rates from crisis through 988, mobile response teams, care coordination, and forensic multidisciplinary teams, and the creation of new tools such as a Baker Act dashboard and the first annual Marchman Act report. The department described key statutory changes: law enforcement discretion in initiating Baker Acts, a single-petition process, remote appearances, stronger discharge planning, interim services, updated parent notification and hold-period rules, an ombudsman office for children’s behavioral health, and regional collaboratives to identify local service gaps. DCF said it has updated manuals, FAQs, trainings, and rules, and that the managing entities have begun contracting for services. Members asked about how the $50 million was allocated, why much of it went to crisis capacity rather than outpatient care, how much has been spent so far, whether administrative costs are capped, and how the department will measure success. DCF said most of the money was used to preserve and expand crisis beds, detox beds, CSU beds, short-term residential treatment, discharge planning, and outpatient supports, with $1.3 million for the ombudsman and regional collaboratives and $48.3 million to managing entities. The assistant secretary said the department tracks readmissions, utilization, provider capacity, and monthly and quarterly reports from managing entities, but it is still early to see full effects because contracts were only recently executed. Members also raised concerns about children, families, veterans, workforce shortages, transparency, and gaps for hard-to-place individuals, including those with developmental disabilities or dementia. The meeting ended with no formal action beyond adjournment after questions were completed.
