The commissioner said the commission has no authority over a private, self-contained reactor not connected to the grid. The Department of Environmental Quality explained that the state regulates radioactive materials under its agreement-state authority, but NRC retains primacy over fission reactors; DEQ would likely assist with emergency planning and could have a larger role if fusion reactors emerge.
